The Merit and Needs-Based Scholarship Program (MNBSP) is a partnership between USAID and Pakistan's HEC that aims to provide greater access to higher education. It offers full scholarships and living stipends to Pakistani students pursuing undergraduate or graduate degrees at 21 partner universities. Students must demonstrate financial need and meet academic standards. The program has increased higher education institutions offering financial aid from 2 to over 50 since 2004. It plans to award 3,000 scholarships in its next phase, with half reserved for women.
