This research aims to develop a self-regulated instructional design model using Moodle and to assess its effectiveness in enhancing students' self-regulated learning and competency. The research identifies significant gaps in current instructional design practices among educators in civic education and proposes a systematic model based on the Dick and Carey framework. The results indicate that the Moodle-based model fosters greater learning autonomy and improves student learning outcomes compared to traditional methods like CD-ROM and email.
