A characteristic of fundamentalism that now dominates the Brazilian political life is “lulopetismo” that now involves some intellectuals, urban and rural proletariat and the lumpenproletariat many of which carry commissioned positions in Dilma Rousseff government. The “lulopetismo” has Lula as greatest leader, his followers are connected to PT (Workers´Party) and allied parties and integrate trade unions and civil society organizations. The “lulopetistas” are fundamentalists because they are blind to corruption, the serious administrative and financial irregularities and political errors committed by PT governments of Lula and Dilma Rousseff and many of its members. The vast literature on “the developmental state” claims that it is more likely to succeed under autocratic regimes. While a “democratic developmental state” seems possible in theory, there is very little empirical evidence to show how it would work in practice. This article tries to contribute to this debate by analyzing the case of Brazil, a country that transitioned from a military dictatorship to a democratic regime in the late 1980s, and has been moving towards increasing state interventionism since 2002. While the policies implemented by the “New Developmental State” in Brazil have been explored in the academic literature, their democratic dimensions remain unchartered.

While a “democratic developmental state” seems possible in theory, there is very little empirical evidence to show how it would work in practice. This article tries to contribute to this debate by analyzing the case of Brazil, a country that transitioned from a military dictatorship to a democratic regime in the late 1980s, and has been moving towards increasing state interventionism since 2002. While the policies implemented by the “New Developmental State” in Brazil have been explored in the academic literature, their democratic dimensions remain unchartered.

We present a detailed, high-frequency data set on the civil conflict in Colombia during the period 1988–2002. We briefly introduce the Colombian case and the methodological issues that hinder data collection in civil wars, before presenting the pattern over time of conflict actions and intensity for all sides involved in the confrontation. O baixíssimo crescimento econômico do Brasil, a acentuada desindustrialização do País, a elevação desmesurada da dívida pública federal, a falência generalizada de empresas, a volta da inflação de dois dígitos e o desemprego em massa durante o governo Dilma Roussef demonstram a inviabilidade do modelo neoliberal implantado no País. Diante da herança econômica maldita dos governos do PT, sobretudo do governo Dilma Rousseff, a equipe econômica do governo Michel Temer pretende adotar, de imediato, medidas voltadas para a busca do equilíbrio das contas públicas para fazer frente à insolvência da União e, em seguida, dar continuidade ao fracassado modelo econômico neoliberal. The profit rate in the United States, Germany and Japan had a downward trend from 1950 to 2000. If we assume that this trend is not reversed, for example, to the United States, the largest world economy, the profit rate in this country that was 24% in 1950 and 13% in 2000 will achieve a profit rate equal to zero in 2059. The same will also happen to Japan, Germany and the entire world economy. Figure 2 also presented in the article cited above shows that the rate of profit to the historical cost of the fixed capital of US corporations was 32% in 1947 and 13% in 2007. Assuming that this trend will be maintained in the coming years, the profit rate of US corporations will reach zero in 2048. It follows, therefore, that the world capitalist system would be unfeasible between 2048 and 2059. In other words, the world capitalist system would have negative profit rates in the mid-twenty-first century. Given the inexorable trend of the profit rate to decline in the world capitalist system, they have been implemented neutralizing actions to its reversal. Karl Marx explained in The Capital that neutralizing actions to get the fall of the profit rate would come into operation. It is for this reason that Marx describes the fall of the profit rate as a trend decline.

Changing the world through the state was the paradigm that prevailed in the left-wing political parties of the eighteenth century until the 1990s of the twentieth century when the Soviet Union and the socialist countries of Eastern Europe were dismantled. The thesis of the leftist political parties that founded these conceptions is simple: the state that until then was an instrument of the bourgeoisie was transformed into an instrument of the working class through the Reformation or the Social Revolution. The thesis of considering the state as the center of radiance of change was a resounding failure in all parts of the world, both in the countries that tried to build socialism and in the peripheral countries that adopted a nationalist stance in promoting their development.

Brazil's economic scenario after 2015 is catastrophic because the country will be faced with the problem of stagflation meaning the negative economic growth, the retraction of the consumer market, the decline in income of the population and escalating of inflation and unemployment. BRAZIL’S NEW DIRECTION

On 27 October 2002, the voters of Brazil chose Luiz Inácio Lula da
Silva of the Workers’ Party (PT) to be their next president, giving him
a wide margin of victory with 61.3 percent in a two-candidate runoff
against José Serra of the Social Democratic Party (PDSB). Does the
election—on his fourth try—of this lathe operator turned trade union
leader and the ascendance of his leftist party signal a historic shift in
Brazilian politics? What are the implications of a Lula presidency for
democracy in Brazil, and what is the larger situation of that democracy
now?
Should 2002 be seen as marking a new era in Brazilian politics? Is it
the start of a period in which a programmatic leftist party that has cham-
pioned popular participation, accountability, and redistributive change
supplants the political clientelism, social elitism, and technocratic policy
making for which Brazil is known? Or is it wiser to focus on the prag-
matic adjustments that the PT has made, the continuing sway of
conservative forces, and the multitude of constraints—political and eco-
nomic, domestic and international—that will hem in efforts to make
major changes?
On the one hand, the election of a candidate who is a true outsider is
a dramatic break with the pattern of Brazilian politics since the
postauthoritarian period began in 1985. President José Sarney (1985–
90), who inaugurated the civilian regime, had been a leading member of
the official government party under the military regime that ruled from
1964 to 1985. His successor, the disgraced Fernando Collor de Mello
(1990–92), had similar political origins. After serving as an opposition

The gravity of the current political situation of Brazil is demanding the re-founding of the Republic that is, at present, a mere piece of fiction. The political crisis that shakes Brazil result basically of the failure of the political model adopted in the Constituent Assembly of 1988. The failure of the political model in Brazil is set on the fact of presidentialism in force since 1889 to be generator of political and institutional crises such as those already occurred in the past which resulted in impeachments and coups d´état. In addition, the country's political system is contaminated by corruption as evidenced by the processes of the "Mensalão" that investigated crime of vote-buying of lawmakers by the Brazilian government. Representative democracy in Brazil also expresses clear signs of exhaustion to discourage popular participation in government decisions, reducing political activity to mere electoral processes that are periodically repeated in which the people elect their representatives who, with few exceptions, after elections come to defend the interests of economic groups in opposition to the interests of those who elected them.
Everything suggests that the strategy devised by the PT (Worker Party) for achievement and maintenance in power in Brazil took into account the lessons of Gramsci. From the Lula government, in civil society, social sectors were conquered by the PT with the “Bolsa Familia” income transfer program, in addition to unions and social movements in general that have been co-opted by PT. The structures of the Brazilian state and state enterprises were also occupied by members of the PT. More recently, the judiciary was also conquered after the departure of President Joaquim Barbosa because its presidents of the Supreme Court and top electoral court former members of PT. The victory of PT in the presidential elections of October 26 would close the maintenance of the Executive Branch. Possession of the Executive and the Judiciary, the Legislature would be entirely at the mercy of the PT. The conquest of the state by PT in Brazil would materialize in practice. From the foregoing, it can be stated that Brazil's future will be dictated by the hegemonic power of the PT and its allies if Dilma Rousseff win the next elections. Instead of putting into practice the Gramscian way of social emancipation, we instead have in Brazil playing the dictatorship exercised by the PRI party that controlled the political life of Mexico for 71 years, through the control of the state apparatus and a system based on corruption, forming the "Perfect Dictatorship" term used because the official party to have been sustained in power without punches preserving the elections and the multiparty system.
Today, Brazil is a country divided between PT (Worker Party) and anti PT which resulted in the last presidential elections. Based on the results of the presidential elections in its second round, it appears that the supporters of PT represent 40% (Dilma Rousseff voters). Il est donc essentiel de construire une société durable, en remplaçant le modèle économique actuel dominant à travers le monde par un autre qui prenne en compte l'homme intégré à l'environnement, à la nature, c'est-à-dire le modèle de développement durable. L'Accord de Paris a été analysé sur la base de la COP 21 organisée par l'ONU à travers laquelle 195 pays et l'Union européenne ont défini comment l'humanité luttera contre le réchauffement climatique dans les prochaines décennies, ainsi que a été analysée la littérature liée au réchauffement climatique et au changement climatique pour extraire les conclusions qui indiquent comment remplacer le modèle de développement actuel par le modèle de développement durable.
Cet article a trois objectifs : 1) démontrer qu'il y a un changement drastique du climat de la Terre grâce au réchauffement climatique, qui contribue à la survenue d'inondations dans les villes aux effets de plus en plus catastrophiques ; 2) proposer des mesures pour lutter contre le changement climatique mondial ; et 3) proposer des mesures pour préparer les villes à faire face à des événements météorologiques extrêmes. Récemment, des inondations se sont produites qui exposent la vulnérabilité des villes d'Europe et de Chine aux conditions météorologiques les plus extrêmes. Après les inondations qui ont fait des morts en Allemagne, en Belgique et en Chine, le message a été renforcé que des changements importants sont nécessaires pour préparer les villes à faire face à des événements similaires à l'avenir. Les gouvernements doivent admettre que les infrastructures qu'ils ont construites dans le passé pour les villes, même à une époque plus récente, sont vulnérables à ces phénomènes météorologiques extrêmes. THE “LULOPETISTA” FUNDAMENTALISM AND RISK OF POLITICAL
BACKSPACE IN BRAZIL

Fundamentalism is the term originally to refer to the belief in the literal interpretation of
the sacred books such as the Bible in the Catholic Church and the Koran in Islam.
Fundamentalists are among the religious those who preach the dogmas of their sacred
books are followed to the letter. Religious fundamentalism is a movement that also aims
to back those who are considered fundamental principles of religion. The
Fundamentalist believes in its dogmas as absolute, indisputable truth, not open, so the
dialogue. Fundamentalism, therefore, is a movement that aims to return to what are
considered fundamental principles at the foundation of a certain group.
The term "fundamentalism" does not only apply to religion. It is applied to the economy
as occurred with the "free market fundamentalism" that fanatically supports the opening
and deregulation of markets, and the non-interference of the State in economic activity.
The "free market fundamentalism" has existed mainly from the 1990s with the
introduction of the neoliberal model in most economies of the capitalist world. In turn,
the "fundamentalist" applied to politics means the adoption of irrational and
exaggerated form of a belief, a dogmatic position or fanatical for certain opinions, for
example, the belief that Marxism, Leninism or Maoism they are the true road to
construction of a socialist society.
Another example of fundamentalism was what prevailed during the Nazi regime in
Hitler Germany in which the foundations of Nazism were considered incontrovertible
truths. Both fundamentalist supporters of socialism and Nazism are reactive to dialogue
with those who do not think like them. Another feature of fundamentalism that now
dominates the Brazilian political life is “lulopetismo” that now involves some
intellectuals, urban and rural proletariat and the lumpenproletariat many of which carry
commissioned positions in Dilma Rousseff government. The “lulopetismo” has ex-
President Lula as greatest leader, his followers are connected to PT (Workers´Party) and
allied parties and integrate trade unions and civil society organizations. The
“lulopetismo” fans are fundamentalists because they are blind to corruption, the serious
administrative and financial irregularities and political errors committed by PT
governments of Lula and Dilma Rousseff and many of its members.
A feature common to fundamentalists is that they are intolerant to the extreme.
Intolerance is a term that describes the mental attitude characterized by unwillingness to
recognize and respect differences or religious, political or any kind of third parties by
fundamentalists. Intolerance can be religious, ideological or political wherein all three
have been common throughout history. An example of religious intolerance in
Antiquity is the persecution of early Christians by Jews and pagans. The Jews have
become the preferred target of religious persecution before the end of the Roman
Empire, but this persecution intensified during the Middle Ages. In the Middle Ages,
the Catholic Church led to the fire of the Inquisition those who did not profess the truth
imposed by her. The political persecution reached levels never seen before in human
history during the twentieth century, when the Nazis persecuted with the use of violence
million of Jews, Communists and Gypsies and other unwanted ethnic groups by the
regime and the fascist regimes and socialist persecuted all those who opposed to their
interests. The police state has been structured into various totalitarian countries driven

by political and ideological fundamentalism towards the use of violence to silence,
arrest and even murder their opponents.
For Marcus Tullius Cicero, the great Roman orator and politician, violence meant the
death of politics and the collapse of any possibility of public spirit. Not only the central
political bodies, but in society as a whole [CICERO, Marco Túlio. As Catilinárias (The
Orations). São Paulo: Editora Martin Claret, 2006]. In Brazil, there has been an
atmosphere of violence announced by several segments supporting PT and the Dilma
Rousseff government that are threatened to be removed from power as was the case of
ex- Presidsent Lula when he made reference to the use of the "army of landless
workers" of Stedile of the MST (Movement of Landless Workers), the president of the
CUT (Central Single of Workers), Wagner Freitas, who spoke on take up arms to
defend the Dilma Rousseff government, the Stedile leader of the MST who threatened
to quit the country and the president of CONTAG (Confederation of Workers in
Agriculture), Alberto Broch, who threatened to invade properties in the country if occur
the impeachment of Rousseff. Violence announced by Dilma Rousseff government
supporters is already materializing in the streets in several demonstrations against the
impeachment of Rousseff. As Cicero, the violence that will likely increase in Brazil
could mean the death of politics because of intolerance and political fundamentalism by
“lulopetismo” that supports the Dilma Rousseff government.
In 42 BC, the Roman Republic fell apart in civil wars. If political intolerance prevails
between supporters and opponents of the PT and the Dilma Rousseff government,
Brazil will move swiftly into a state of civil war. This scenario may occur either with
the impeachment or the permanence of Dilma Rousseff in power. If there is the
impeachment of Rousseff, the “lulopetistas” attempt to derail the government of her
substitute, Vice President Michel Temer, holding of general strike, interdiction of roads
and occupation of farms and if Dilma Rousseff to remain in power it will not be able to
rule because she has the rejection of 70% of the House of Representatives and 80% of
the country's population whose economy will be taken to the inevitable collapse. In the
Roman Empire, the domain of force was the final solution and the death of politics, in
the words of Cicero. The Brazil of today resembles a boiling Rome. In Rome, the rule
of law has given way to the rule of force and politics died with this fratricidal struggle
for power. In Brazil, we find ourselves now facing the challenge of preventing that
prevail conspiracies and misfortune in progress.
Given the infeasibility of Dilma Rousseff to stay in power as his replacement, Vice-
President Michel Temer, both would render great service to the nation with resignation,
respectively, to the Presidency and Vice-Presidency of the Republic. 60% of the
population supports the resignation of both, according to research of Data Folha held on
10.04.2016. This resignation should be the result of a political, economic and social pact
between all political forces interested in the construction of social peace in Brazil.
Without the construction of a political, economic and social pact between all political
forces interested in social peace in Brazil, the scenario that shows for the future is the
intensification of conflicts between supporters and opponents of PT and the current
government feeding the dissension between the political forces that oppose each other.
After the resignation of Dilma Rousseff and Michel Temer, it is necessary that the
political forces interested in social peace in Brazil constitute a provisional government
composed of the most high-profile personalities with certain duration to reorder the
national life, seek the country's consensus in resolving the economic and social crisis,

prevent the escalation of violence in Brazil and hold new general elections in the
country. Before the calling of new presidential elections, there must be a political-
institutional reorganization effort in the country that is absolutely necessary to reverse
the ongoing collapse Brazil's political system that would require the adoption of the
following measures: 1) Call a new Constituent Assembly Exclusive to promote Policy,
the State and Public Administration reforms on a new basis; 2) Banning of political
parties and parliamentarians committed to corruption; 3) formation of new political
parties after the new Constituent; and, 4) Call for new general elections in the country.
The convening of a Constituent Assembly Exclusive is absolutely necessary because
Brazil is faced with a flagrant demoralization of its political institutions, considering
that we have a presidentialism of coalition of parties moved by the corruption that has
existed from the Constituent Assembly of 1988 and proves to be unable to resolve the
serious political crisis that lives the country at the time.
