Here’s the thing, in my Week 1 Forum I addressed a major concern of mine. This concern surfaced after the investigation into the 9/11 attacks. Since the change in national security efforts over the last 17 years, the perspectives portrayed by the 9/11 Commission have guided our Nation’s Intelligence Community (IC) and the strategies and legislation put into place to prevent another chaotic event. Basically, this class confirmed what we all have learned by now: 9/11 could have been prevented. Unfortunately, the truth of the matter is more enhanced technology, better information exchange, and advanced training are some issues which ushered in a blatant attack under the radar.
The United States Government does deserve some credit. There have been nearly 20 years of research, special panels, investigative committees, funding grants, training guidelines, new government entities, and so much more which have helped to contribute to a more effective fight against terror. In fact, much of the change has begun to focus on terror prevention, rather than a centralized approach on how to respond to attacks.
This forum asks us to state whether or not our opinions have changed since we began this course to now. I have to say, my opinion has changed somewhat for the better. When I first began this journey into the study of Homeland and National Security, I had no idea the changes that had taken place since 9/11. In regards to my specific area of interest, I have gained more knowledge about what is actually going on. I believe the government has been making a concerted effort to ensure that law enforcement agencies are privy to pertinent matters of national security. When I know it seems the most valuable information will never be trusted in the hands of those without Top Secret clearances, I cannot help but feel this may be a barrier between responding to attacks and the ability to prevent them in the first place.
My first post mentioned the idea that law enforcement training academies have been uprooted, and the training has seen a trend toward national security efforts (Flores, 2012). In fact, when I went through the academy over 2 years ago, I recall some training about criminal profiling and crime statistics that would reveal certain aspects of those who make terrorist watch lists. Additionally, local projects such as Business Partners Against Terrorism (BPAT) have been implemented and altered into national models. These models have been spread throughout the nation as Fusion Centers, which act as central hubs for information exchange between law enforcement and security agencies at all levels of the government (Schaible & Sheffield, 2012).

These changes to the organization of the Executive Branch were not made without a massive
effort and considerable difficulty. The formation and subsequent reorganizations have
brought considerable scrutiny on the department and its components.
Discussion: The mission of the Department of Homeland Security is a commitment to
relentless resilience, striving to prevent future attacks against the United States and out
allies, responding decisively to natural and man-made disasters, and advancing American
prosperity and economic security long into the future.
The formation of an entirely new cabinet level agency within the Executive branch resulted
in massive changes to other agencies within the government. The seven agencies that
comprise the Department were extracted from the Departments of Defense, Interior,
Defense, Treasury, and others. Outcry about the reorganization was vast and expected, as
funds were diverted from existing agencies to pay for the new organization.
New agencies were formed by merging existing organizations which resulted in new,
sweeping authorities and streamlined reporting. Immigration and Customs Enforcement
was formed by the merger of Immigration and Naturalization Service and the investigative

Abstract: The Department of Homeland Security was formed in 2003 to prepare and defend the United States from threats to the safety and security of the country. This document will provide an overview of the history leading to its formation, the design of its components, and the mission it was charged to complete.
Background: The terrorist attacks of 9/11 decimated the perceived safety of the citizenry of the United States. The 9/11 commission report detailed failures of the intelligence, law enforcement, and first response efforts. Discussion: The mission of the Department of Homeland Security is a commitment to relentless resilience, striving to prevent future attacks against the United States and out allies, responding decisively to natural and man-made disasters, and advancing American prosperity and economic security long into the future.
The formation of an entirely new cabinet level agency within the Executive branch resulted in massive changes to other agencies within the government. The seven agencies that comprise the Department were extracted from the Departments of Defense, Interior, Defense, Treasury, and others. Outcry about the reorganization was vast and expected, as funds were diverted from existing agencies to pay for the new organization.

In this chapter, we describe the evolution of terrorist activities and various crimes perpetrated within the aviation system. Aviation security practitioners must be able to detect and deter future unconventional terrorist and criminal acts. The security industry is responsible for designing resiliency into aviation security systems such that responses are rapid and effective. Therefore, here we discuss existing and emerging threats to the aviation system and methods for mitigating, preparing, responding, and recovering from terrorist and extreme criminal attacks. This chapter examines practical strategies and tactics for accomplishing these requirements against current and future threats against aviation security.

The United States has expended significant monetary resources since 9-11 to "fix" the aviation security system; however, as a nation the United States has much more work ahead in developing security systems that can mitigate future threats.
Although part of our responsibility is to detect and deter terrorist and criminal acts, it is also part of our responsibility to build resiliency into the aviation security system such that responses are rapid and effective when a terrorist or criminal act occurs.

I appreciate the opportunity to be here today to discuss with you an
approach to manage the risk from terrorism directed at Americans in our
homeland. With the initiation of military operations against terrorist
targets in Afghanistan, senior government officials indicated the need to
be prepared for the potential of another attack on our homeland. There
may be ways to prepare better in the event such an attack does come. We
have undertaken a body of work in the area of combating terrorism, which
has evaluated various facets of federal efforts to address this challenge.
From this work, we identified three essential elements in an effective risk
management approach to prepare better against acts of terrorism. My
testimony today will focus on the three key elements that the federal
government as well as state and local governments and private entities
should adopt to enhance their timely preparedness against potential
threats.
Risk management is a systematic and analytical process to consider the
likelihood that a threat will endanger an asset, individual, or function and
to identify actions to reduce the risk and mitigate the consequences of an
attack. Risk management principles acknowledge that while risk generally
cannot be eliminated, enhancing protection from known or potential
threats can reduce it. A good risk management approach includes three
primary elements: a threat assessment, a vulnerability assessment, and a
criticality assessment. Threat assessments are important decision support
tools that can assist organizations in security-program planning and key
efforts. A threat assessment identifies and evaluates threats based on
various factors, including capability and intentions as well as the potential
lethality of an attack. Over the past several years, we have recommended
that a comprehensive, national threat assessment be conducted by the
appropriate federal agencies. Nonetheless, we will never know whether
we have identified every threat, nor will we have complete information
about the threats that we have identified. Consequently, we believe that
the two other elements of the approach, vulnerability assessments and
criticality assessments, are essential and required to prepare better against
terrorist attacks. A vulnerability assessment is a process that identifies
weaknesses that may be exploited by terrorists and suggests options to

Write about something you enjoy – if you are not enjoying what you are writing about the reader can tell!
Organize your thoughts before you write – make an OUTLINE of what you are going to write about. This helps you put your thoughts in logical order and tells you what research you need to complete. DO NOT do this last minute! Writing is a process and editing takes time.
**You will do an outline for me and it is worth 25 points!**
Never underestimate the power of simple words. Do NOT over-use your thesaurus. Many people will do this – be careful! Using “big” misplaced words can make your writing choppy and break up your reader’s concentration. Sometimes saying it simply is best! Which one holds your attention better?
“It was a great class. I learned a lot of valuable information.”

“The program was stupendous and provided immense opportunity for engaging my colleagues in banter on numerous topics of consequence. I was pedantic in my studies and this manufactured an astonishingly engaging atmosphere for scholarship.”
BUT do make your writing come alive – edit your work and see where you can do this - close your eyes and listen to this quote:
“Don't tell me the moon is shining; show me the glint of light on broken glass.”

Make sure you use words or transitional sentences to tell your reader where you are going and what you are telling them next – it helps your reader stay engaged – and helps your teachers grade your work.
Example: “There are three major challenges that the President is confronting this year. First…., Second… Finally….
Vary your sentence length. It keeps your readers engaged if every so often you have some nice, short sentences. It wakes your reader up and keeps them moving.
6. PROOFREAD. Write it, put it down for 24 hours, read it out loud to yourself. Double check your spell check (i.e. there and their – too, two, and to).
Read your paper out loud to yourself to make sure it flows.
8. Make sure your grammar and punctuation are PERFECT. Making silly mistakes makes your reader lose faith in your arguments. Presentation is important!
Read your paper and do a “Search and Find” for the words this, that, and these. Determine if you can take those words out – a lot of times they are extra words and you can remove them and clean up your writing and make it “crisper.”

When should you cite a source?
When you quote two or more words verbatim or even one word if it is unique to a source. (Example: “Let’s Roll!”)
When you introduce facts to your reader that are not common knowledge you need to cite to something.

In order to determine whether a child has a disorder in the autism spectrum a psychiatrist will likely look at a variety of factors. These might include such things as:

· Assessment of the developmental milestones

· Habits of eating and sleeping
· Functioning of the stomach and bowels
· Coordination disabilities
· Sensory impairments
· Allergies

· Exposure of the child or parents to toxins
Some tests may be done to confirm that the symptoms of the child are not due to other conditions which may seem like autism spectrum disorder, such as genetic or metabolic diseases, mental retardation, and deafness. These tests are:
Chromosomal Analysis
This is performed to test for mental retardation. If there is mental retardation in the child's family, this test may be conducted. For instance, fragile X syndrome that leads to symptoms of low levels of intelligent may be diagnosed with chromosomal analysis.
Electroencephalograph (EEG)
If there are symptoms of seizures and developmental regression, then an EEG is conducted.
Magnetic Resonance Imaging (MRI)
An MRI is done to detect any structural differences in the brain.

Aviation security practitioners must be able to detect and deter future unconventional terrorist and criminal acts. I appreciate the opportunity to be here today to discuss with you an
approach to manage the risk from terrorism directed at Americans in our
homeland. With the initiation of military operations against terrorist
targets in Afghanistan, senior government officials indicated the need to
be prepared for the potential of another attack on our homeland. There
may be ways to prepare better in the event such an attack does come. We
have undertaken a body of work in the area of combating terrorism, which
has evaluated various facets of federal efforts to address this challenge.
From this work, we identified three essential elements in an effective risk
management approach to prepare better against acts of terrorism. My
testimony today will focus on the three key elements that the federal
government as well as state and local governments and private entities
should adopt to enhance their timely preparedness against potential
threats.
Risk management is a systematic and analytical process to consider the
likelihood that a threat will endanger an asset, individual, or function and
to identify actions to reduce the risk and mitigate the consequences of an
attack. Risk management principles acknowledge that while risk generally
cannot be eliminated, enhancing protection from known or potential
threats can reduce it. A good risk management approach includes three
primary elements: a threat assessment, a vulnerability assessment, and a
criticality assessment. Threat assessments are important decision support
tools that can assist organizations in security-program planning and key
efforts. A threat assessment identifies and evaluates threats based on

Writing Tips
Write about something you enjoy – if you are not enjoying what you are writing about the reader can tell!
Organize your thoughts before you write – make an OUTLINE of what you are going to write about. This helps you put your thoughts in logical order and tells you what research you need to complete. DO NOT do this last minute! Writing is a process and editing takes time.
**You will do an outline for me and it is worth 25 points!**
Never underestimate the power of simple words. Do NOT over-use your thesaurus. Many people will do this – be careful! Using “big” misplaced words can make your writing choppy and break up your reader’s concentration. Sometimes saying it simply is best! Which one holds your attention better?
“It was a great class. I learned a lot of valuable information.”

“The program was stupendous and provided immense opportunity for engaging my colleagues in banter on numerous topics of consequence. I was pedantic in my studies and this manufactured an astonishingly engaging atmosphere for scholarship.”
BUT do make your writing come alive – edit your work and see where you can do this - close your eyes and listen to this quote:
“Don't tell me the moon is shining; show me the glint of light on broken glass.”

Make sure you use words or transitional sentences to tell your reader where you are going and what you are telling them next – it helps your reader stay engaged – and helps your teachers grade your work.
Example: “There are three major challenges that the President is confronting this year. First…., Second… Finally….
Vary your sentence length. It keeps your readers engaged if every so often you have some nice, short sentences. It wakes your reader up and keeps them moving.
6. PROOFREAD. Write it, put it down for 24 hours, read it out loud to yourself. Double check your spell check (i.e. there and their – too, two, and to).
Read your paper out loud to yourself to make sure it flows.
8. Make sure your grammar and punctuation are PERFECT. Making silly mistakes makes your reader lose faith in your arguments. Presentation is important!
Read your paper and do a “Search and Find” for the words this, that, and these. Determine if you can take those words out – a lot of times they are extra words and you can remove them and clean up your writing and make it “crisper.”
10. CITE YOUR SOURCES!
When should you cite a source?
When you quote two or more words verbatim or even one word if it is unique to a source. (Example: “Let’s Roll!”)
When you introduce facts to your reader that are not common knowledge you need to cite to something.

Indeed, Musk's vision for Tesla extended beyond revolutionizing the automobile industry: Tesla's battery technology would also provide an energy storage system that would change “the fundamental energy infrastructure of the world.”
A central issue in the debate over the appropriate market valuation of Tesla was whether Tesla should be valued as an automobile company or as a technology company. In practice, these two issues could not be separated: Tesla's principal source of revenue would be its cars, but realizing the expectations of earnings growth that were implicit in Tesla's share price required Tesla to maintain technological leadership in electric vehicles. Given that Tesla's rivals were some of the world's largest industrial companies—Toyota, General Motors, Ford, Volkswagen, and Renault–Nissan, to name a few—this was a daunting prospect.

Day. While having his coffee, he scrolls through some recent issues of The Wall Street Journal on his iPad.
A headline from one current story jumps out at him, “Gasoline prices have declined for 88 consecutive
days, the longest streak of falling prices on record.”1 The slide in gas prices, which began in September
2014, also happened to coincide with the slide in Tesla Motors (TSLA) stock. With increasing oil, and
therefore gas, prices, people had an incentive for purchasing electric cars. Now with gas prices drop-
ping, the incentive to buy would decrease, and the demand for the product would probably drop. This
was one of the challenges facing Musk on this New Year’s Day. Tesla was confronting increasing com-
petition and economic headwinds that were likely going to lower the demand for electric cars. At the
same time, Tesla needed to ramp up production volume to drive down per-vehicle costs.

Despite these facts, the company has never had a profitable year. It is important to note that the firm has become dependent on large amounts of debt to finance its large capital expenditures.
On the other hand, analysts believe that SolarCity will finally become profitable in 2017. With the acquisition of SolarCity, both Tesla and SolarCity would increase their profits significantly and experience significant cost synergies. At present, Tesla specializes in designing, manufacturing, and selling electric cars. The acquisition of SolarCity could provide Tesla with a realistic opportunity to expand its market share, increase operational efficiency, and access cheaper financing.
Tesla’s CEO, Elon Musk believes that he can increase SolarCity’s operating margin to make it valuable, even though he is unsure about the fair purchase price. However, Tesla’s investors may not agree with the acquisition of SolarCity. SolarCity is unstable and unprofitable. Tesla is also experiencing cash and profitability issues and may not be able to sustain another risky company. The first step in determining if this acquisition would be beneficial is to conduct a valuation on SolarCity and determine what a fair purchase price would be.
Analysis
The markets for solar power and automotive industries are characterized by high level of competition, as the large-scale companies must sustain their market size. This explain the reason why SolarCity has required lots of financial supports to gain and maintain competitiveness. Tesla’s CEO, Elon Musk, has noticed the long-term growth opportunities for SolarCity, especially, because of the expected growth in demand for the Tesla model 3 and the proposed partnership with SolarCity to launch Gigafactory. Acquiring with SolarCity can play a significant role in helping to reduce Tesla’s operating costs and increase the revenue.
On the other hand, this acquisition would also influence economies of scale. It will provide a suitable stage for SolarCity products and enable Tesla to upsurge its production capacity. This merger and acquisition aims to eliminate the overhead expenses and improve efficiency, service delivery, and customers’ satisfaction.
