Despite the obvious emotional attachment many have to that day, it can be used as a learning tool to develop risk assessment and management programs. Many entities were involved in risk assessment leading to the 9/11 events, demonstrating that risk management outcomes within one institution can affect other institutions. Tasks: For this assignment, identify an organization whose risk assessment had an impact on the events of 9/11. You may, consider the risk assessment polices of federal organizations such as the FBI and CIA, as well as local law enforcement, or individual companies risk management plans. Research events leading to the 9/11 attacks (i.e., were there any indicators and what was done with the information). Identify successes or failures in the systematic risk assessment and management leading to the events of 9/11 and discuss alternatives you may have implemented if you were conducting the risk assessment. Be sure to use all knowledge accumulated from the previous module (agency involvement and policies). I appreciate the opportunity to be here today to discuss with you an
approach to manage the risk from terrorism directed at Americans in our
homeland. With the initiation of military operations against terrorist
targets in Afghanistan, senior government officials indicated the need to
be prepared for the potential of another attack on our homeland. There
may be ways to prepare better in the event such an attack does come. We
have undertaken a body of work in the area of combating terrorism, which
has evaluated various facets of federal efforts to address this challenge.
From this work, we identified three essential elements in an effective risk
management approach to prepare better against acts of terrorism. My
testimony today will focus on the three key elements that the federal
government as well as state and local governments and private entities
should adopt to enhance their timely preparedness against potential
threats.
Risk management is a systematic and analytical process to consider the
likelihood that a threat will endanger an asset, individual, or function and
to identify actions to reduce the risk and mitigate the consequences of an
attack. Risk management principles acknowledge that while risk generally
cannot be eliminated, enhancing protection from known or potential
threats can reduce it. A good risk management approach includes three
primary elements: a threat assessment, a vulnerability assessment, and a
criticality assessment. Threat assessments are important decision support
tools that can assist organizations in security-program planning and key
efforts. A threat assessment identifies and evaluates threats based on
various factors, including capability and intentions as well as the potential
lethality of an attack. Over the past several years, we have recommended
that a comprehensive, national threat assessment be conducted by the
appropriate federal agencies. Nonetheless, we will never know whether
we have identified every threat, nor will we have complete information
about the threats that we have identified. Consequently, we believe that
the two other elements of the approach, vulnerability assessments and
criticality assessments, are essential and required to prepare better against
terrorist attacks. A vulnerability assessment is a process that identifies
weaknesses that may be exploited by terrorists and suggests options to

This research article examines how perceived coping ability and level of concern predict terrorism preparedness behaviors in Australia. The study analyzed survey responses from over 2,000 adults in New South Wales. It found that having both high perceived coping and high concern was the strongest predictor of several preparedness behaviors, including increased vigilance for suspicious activities, learning evacuation plans, and establishing emergency contact plans. The combination of high coping and concern also predicted greater willingness to evacuate homes or workplaces in the event of a potential terrorist incident. The findings suggest that terrorism preparedness is associated with high perceived ability to cope with the threat, and this relationship is also influenced by personal levels of concern regarding terrorism.

Here’s the thing, in my Week 1 Forum I addressed a major concern of mine. This concern surfaced after the investigation into the 9/11 attacks. Since the change in national security efforts over the last 17 years, the perspectives portrayed by the 9/11 Commission have guided our Nation’s Intelligence Community (IC) and the strategies and legislation put into place to prevent another chaotic event. Basically, this class confirmed what we all have learned by now: 9/11 could have been prevented. Unfortunately, the truth of the matter is more enhanced technology, better information exchange, and advanced training are some issues which ushered in a blatant attack under the radar.
The United States Government does deserve some credit. There have been nearly 20 years of research, special panels, investigative committees, funding grants, training guidelines, new government entities, and so much more which have helped to contribute to a more effective fight against terror. In fact, much of the change has begun to focus on terror prevention, rather than a centralized approach on how to respond to attacks.
This forum asks us to state whether or not our opinions have changed since we began this course to now. I have to say, my opinion has changed somewhat for the better. When I first began this journey into the study of Homeland and National Security, I had no idea the changes that had taken place since 9/11. In regards to my specific area of interest, I have gained more knowledge about what is actually going on. I believe the government has been making a concerted effort to ensure that law enforcement agencies are privy to pertinent matters of national security. When I know it seems the most valuable information will never be trusted in the hands of those without Top Secret clearances, I cannot help but feel this may be a barrier between responding to attacks and the ability to prevent them in the first place.
My first post mentioned the idea that law enforcement training academies have been uprooted, and the training has seen a trend toward national security efforts (Flores, 2012). In fact, when I went through the academy over 2 years ago, I recall some training about criminal profiling and crime statistics that would reveal certain aspects of those who make terrorist watch lists. Additionally, local projects such as Business Partners Against Terrorism (BPAT) have been implemented and altered into national models. These models have been spread throughout the nation as Fusion Centers, which act as central hubs for information exchange between law enforcement and security agencies at all levels of the government (Schaible & Sheffield, 2012).

An example of a law enforcement agency that has increased its OPSEC since the 9/11 attacks is the department of homeland security. The department of homeland security has increased there OPSEC because of 9/11 and are trying to prevent another terrorist attack from Happening in the United States. However, every law enforcement agency around the United States now has a newly minted OPSEC policy. I know that in the United States Army we had classes on OPSEC more times, than I can count. There was one time when an individual posted a mission time and destination on social media and we had to change our whole mission and discipline that particular soldier for their actions. This could have gotten us injured or killed. OPSEC is vitally important to law enforcement because when we go to take out an intended target it is important they do not know that we are coming.
2. What were the OPSEC procedures?
OPSEC has its very own unique feature. A five-step process controls this. The first one that the department of homeland security uses is apply countermeasure. This is when they obtain all the assorted information and will apply the OPSEC measures to tackle the incident at hand. The next step is that we have to analyze the vulnerabilities. This is when the OPSEC will find all the holes and will find a way to close all the loops in there vulnerabilities to ensure the OPSEC cannot be broken again or have the enemy find its way in. The next step is identify critical information. This is OPSEC step when we take our time to analyze the information at hand. This will give OPSEC the chance to analyze all the Intel and information that is in front of them. This will give OPSEC its title and what information we are trying to protect. The fourth step is assess the risk. This is where OPSEC will take the information and assess our risk of what is going on. This will give us what risk countermeasure we need to take on the situation. The last step is to analyze the threat. This is where OPSEC will come into play and give us the information and tools on how to analyze and deal with the threat at hand. OPSEC has many steps and all need to be followed In order to be sure that our information and security remains where it should be at all times.

The Federal Bureau of Investigation (FBI) has taken the broad spectrum of terrorism and divided the types into two areas: domestic terrorism and international terrorism. The definitions for both areas are rather broad in scope. According to Watson, domestic terrorism is defined by the FBI as “the unlawful use, or threatened use, of violence by a group or individual based and operating entirely within the United States (or its territories) without foreign direction” (para. 8). Additionally, the FBI uses the definition of “violent acts or acts dangerous to human life that are a violation of the criminal laws of the United States or any state, or that would be a criminal violation if committed within the jurisdiction of the United States or any state. Acts are intended to intimidate or coerce a civilian population, influence the policy of a government, or affect the conduct of a government” (para. 9) for their international terrorism category.
Both domestic and international terrorism is rooted in extremist and their ideals and the use of tactics that promote terror to further their agenda. According to Martin (2019), the typical objectives for terrorism are to change the existing order, social disruption, psychological disruption, and creating a revolutionary environment (pp. 10-11).
Eric Rudolph was responsible for the July 27, 1996 bombing during the XXVI Summer Olympiad in Atlanta when he used a nail-laden pipe bomb in Centennial Olympic Park that killed a woman who had driven with her daughter to Atlanta to celebrate the Olympics, and injured over 100 others (History, 2010, para. 1). According to the FBI, the motives behind Rudolph’s attack included his anti-government, anti-gay, and other biases (para. 12).

Every four years, the Department of Homeland Security (DHS) is required by law to issue a review to the United States Congress. This review is a self-appraisal by DHS on the progress of its efforts in addressing those issues that threaten the nation. The 2014 review is the second such appraisal presented to the Congress (the first produced in 2010). These quadrennial assessments provide excellent insight concerning the progress this Federal entity feels has been made (or lack thereof) regarding our nation’s overall homeland security efforts. Of course, the underlying, determining factor regarding these reviews are the underlying threats and hazards that DHS believes the nation currently faces, as well as those that might present themselves in the near term. This week, we will be looking at the six challenges that DHS believes will determine the greatest risk factors to the nation over the next few years. Before delving into the specifics of this topic, it would be beneficial to first examine the current missions that have been established by Department of Homeland Security. These areas of focus determine how DHS, as an agency of the federal government, views risk. As listed in this Review these five basic homeland security missions are:

· The securing and managing of the nation’s borders
· The enforcement and administration of the nation’s immigration laws

As has been stressed a number of times thus far, our nation’s homeland security efforts require more than just the federal government can offer, but state and local governments have their roles, as does the private sector and the public at large. Granted, DHS has a uniquely federal and national view. From this position, DHS is charged with unique responsibilities, has assets available at its disposal not commonly available to other levels of government. However, DHS has the latitude to use some of these assets to assist other levels of government as well. In addition, DHS engages in threat and hazard assessments dealing with the entirety of national interests. While these interests bear directly upon all American communities, each locale will have its own, more narrowed view and perspective regarding those issues of immediate concern. Conversely, as would be expected (and justifiably so), they are less concerned about others.
In addition to the five missions noted earlier, the department has identified six “prevailing challenges that pose the most strategically significant risk” (DHS, 2014, p. 28). In studying these challenges, one can easily see a direct correlation between them and these missions. So as we contemplate these challenges in this week’s discussion and written assignments, remember to consider them from the perspective of the entire homeland security enterprise. .

Indicators and Warnings
Searching for and recognizing indicators of potential terrorist activity require a great deal of focus, determination, and patience, especially given the extensive amount of information that must be reviewed. At best, indicators can prevent terrorist attacks. At worst, indicators can be inaccurate or irrelevant. Indicators of potential terrorist activity are wide ranging and may include exhibiting violence against persons or property, purchasing high-performance automatic weapons, and displaying civil disobedience (Global Security, 2009). Warnings are notifications sent to government officials and/or the public about potentially imminent terrorist threats. Undoubtedly, warnings can save lives. However, if warnings are based on inaccurate or irrelevant information they also can heighten security and create fear without reason.

This new reality has challenged law enforcement agencies to ensure their training, tactics, and operational procedures evolve effectively in order to confront offenders who kill and seriously injure defenseless civilians at nightclubs, schools, movie theaters, churches, iconic sporting events, conference rooms and mobile active shootings throughout a community. In response to 9/11, local law enforcement agencies, particularly those within large counties, and state agencies undertook a number of steps: increasing the number of personnel engaged in emergency response planning; updating response plans for chemical, biological, or radiological attacks and, to a lesser extent, mutual aid agreements; and reallocating internal resources or increasing departmental spending to focus on terrorism preparedness (United States, 2015). Perceived risk is an important predictor of agencies taking steps to improve their level of preparedness. Specifically, law enforcement agencies that perceived the risk of future terrorist attacks in their jurisdictions to be higher are more likely to undertake steps to improve their preparedness. Although the size of a jurisdiction and the level of perceived risk are predictive of law enforcement’s undertaking preparedness activities, level of risk is a better predictor of receipt of funding. Law enforcement agencies vary substantially in their approach to preparedness and in their support needs. In addition, perceived risk is predictive of agencies taking steps to improve their preparedness, regardless of county size. This suggests that future programmatic support at the federal, state, and local levels will need to be tailored to account for these differences, and that any effort to model or develop objective measures of overall U.S. preparedness will also need to account for differences in risk levels.
The collection of intelligence within the United States is obviously a critical component of the federal government’s efforts in the war against terrorism. The first step in disrupting terrorist plots and preventing terrorist attacks is obtaining information about the operations of terrorist groups and the activities of individual terrorists, both inside and outside of our nation’s borders. Intelligence collection, however, is only the first step in combating terrorism. A piece of information is like a piece of a puzzle. Oftentimes, only when a piece of information is combined with many other pieces of information does the big picture emerge. This research article examines how perceived coping ability and level of concern predict terrorism preparedness behaviors in Australia. The study analyzed survey responses from over 2,000 adults in New South Wales. It found that having both high perceived coping and high concern was the strongest predictor of several preparedness behaviors, including increased vigilance for suspicious activities, learning evacuation plans, and establishing emergency contact plans. The combination of high coping and concern also predicted greater willingness to evacuate homes or workplaces in the event of a potential terrorist incident. The findings suggest that terrorism preparedness is associated with high perceived ability to cope with the threat, and this relationship is also influenced by personal levels of concern regarding terrorism.

Here’s the thing, in my Week 1 Forum I addressed a major concern of mine. This concern surfaced after the investigation into the 9/11 attacks. Since the change in national security efforts over the last 17 years, the perspectives portrayed by the 9/11 Commission have guided our Nation’s Intelligence Community (IC) and the strategies and legislation put into place to prevent another chaotic event. Basically, this class confirmed what we all have learned by now: 9/11 could have been prevented. Unfortunately, the truth of the matter is more enhanced technology, better information exchange, and advanced training are some issues which ushered in a blatant attack under the radar.
The United States Government does deserve some credit. There have been nearly 20 years of research, special panels, investigative committees, funding grants, training guidelines, new government entities, and so much more which have helped to contribute to a more effective fight against terror. In fact, much of the change has begun to focus on terror prevention, rather than a centralized approach on how to respond to attacks.
This forum asks us to state whether or not our opinions have changed since we began this course to now. I have to say, my opinion has changed somewhat for the better. When I first began this journey into the study of Homeland and National Security, I had no idea the changes that had taken place since 9/11. In regards to my specific area of interest, I have gained more knowledge about what is actually going on. I believe the government has been making a concerted effort to ensure that law enforcement agencies are privy to pertinent matters of national security. When I know it seems the most valuable information will never be trusted in the hands of those without Top Secret clearances, I cannot help but feel this may be a barrier between responding to attacks and the ability to prevent them in the first place.
My first post mentioned the idea that law enforcement training academies have been uprooted, and the training has seen a trend toward national security efforts (Flores, 2012). In fact, when I went through the academy over 2 years ago, I recall some training about criminal profiling and crime statistics that would reveal certain aspects of those who make terrorist watch lists. Additionally, local projects such as Business Partners Against Terrorism (BPAT) have been implemented and altered into national models. These models have been spread throughout the nation as Fusion Centers, which act as central hubs for information exchange between law enforcement and security agencies at all levels of the government (Schaible & Sheffield, 2012).

An example of a law enforcement agency that has increased its OPSEC since the 9/11 attacks is the department of homeland security. The department of homeland security has increased there OPSEC because of 9/11 and are trying to prevent another terrorist attack from Happening in the United States. However, every law enforcement agency around the United States now has a newly minted OPSEC policy. I know that in the United States Army we had classes on OPSEC more times, than I can count. There was one time when an individual posted a mission time and destination on social media and we had to change our whole mission and discipline that particular soldier for their actions. This could have gotten us injured or killed. OPSEC is vitally important to law enforcement because when we go to take out an intended target it is important they do not know that we are coming.
2. What were the OPSEC procedures?
OPSEC has its very own unique feature. A five-step process controls this. The first one that the department of homeland security uses is apply countermeasure. This is when they obtain all the assorted information and will apply the OPSEC measures to tackle the incident at hand. The next step is that we have to analyze the vulnerabilities. This is when the OPSEC will find all the holes and will find a way to close all the loops in there vulnerabilities to ensure the OPSEC cannot be broken again or have the enemy find its way in. The next step is identify critical information. This is OPSEC step when we take our time to analyze the information at hand. This will give OPSEC the chance to analyze all the Intel and information that is in front of them. This will give OPSEC its title and what information we are trying to protect. The fourth step is assess the risk. This is where OPSEC will take the information and assess our risk of what is going on. This will give us what risk countermeasure we need to take on the situation. The last step is to analyze the threat. This is where OPSEC will come into play and give us the information and tools on how to analyze and deal with the threat at hand. OPSEC has many steps and all need to be followed In order to be sure that our information and security remains where it should be at all times.

The Federal Bureau of Investigation (FBI) has taken the broad spectrum of terrorism and divided the types into two areas: domestic terrorism and international terrorism. The definitions for both areas are rather broad in scope. According to Watson, domestic terrorism is defined by the FBI as “the unlawful use, or threatened use, of violence by a group or individual based and operating entirely within the United States (or its territories) without foreign direction” (para. 8). Additionally, the FBI uses the definition of “violent acts or acts dangerous to human life that are a violation of the criminal laws of the United States or any state, or that would be a criminal violation if committed within the jurisdiction of the United States or any state. Acts are intended to intimidate or coerce a civilian population, influence the policy of a government, or affect the conduct of a government” (para. 9) for their international terrorism category.
Both domestic and international terrorism is rooted in extremist and their ideals and the use of tactics that promote terror to further their agenda. According to Martin (2019), the typical objectives for terrorism are to change the existing order, social disruption, psychological disruption, and creating a revolutionary environment (pp. 10-11).
Eric Rudolph was responsible for the July 27, 1996 bombing during the XXVI Summer Olympiad in Atlanta when he used a nail-laden pipe bomb in Centennial Olympic Park that killed a woman who had driven with her daughter to Atlanta to celebrate the Olympics, and injured over 100 others (History, 2010, para. 1). According to the FBI, the motives behind Rudolph’s attack included his anti-government, anti-gay, and other biases (para. 12).

Every four years, the Department of Homeland Security (DHS) is required by law to issue a review to the United States Congress. This review is a self-appraisal by DHS on the progress of its efforts in addressing those issues that threaten the nation. The 2014 review is the second such appraisal presented to the Congress (the first produced in 2010). These quadrennial assessments provide excellent insight concerning the progress this Federal entity feels has been made (or lack thereof) regarding our nation’s overall homeland security efforts. Of course, the underlying, determining factor regarding these reviews are the underlying threats and hazards that DHS believes the nation currently faces, as well as those that might present themselves in the near term. This week, we will be looking at the six challenges that DHS believes will determine the greatest risk factors to the nation over the next few years. Before delving into the specifics of this topic, it would be beneficial to first examine the current missions that have been established by Department of Homeland Security. These areas of focus determine how DHS, as an agency of the federal government, views risk. As listed in this Review these five basic homeland security missions are:
· The prevention of terrorism and the enhance of security
· The securing and managing of the nation’s borders
· The enforcement and administration of the nation’s immigration laws
· Safeguarding and securing cyberspace
· Strengthening national preparedness and resilience (2014, p. 6-8)
As has been stressed a number of times thus far, our nation’s homeland security efforts require more than just the federal government can offer, but state and local governments have their roles, as does the private sector and the public at large. Granted, DHS has a uniquely federal and national view. From this position, DHS is charged with unique responsibilities, has assets available at its disposal not commonly available to other levels of government. However, DHS has the latitude to use some of these assets to assist other levels of government as well. In addition, DHS engages in threat and hazard assessments dealing with the entirety of national interests. While these interests bear directly upon all American communities, each locale will have its own, more narrowed view and perspective regarding those issues of immediate concern. Conversely, as would be expected (and justifiably so), they are less concerned about others.
In addition to the five missions noted earlier, the department has identified six “prevailing challenges that pose the most strategically significant risk” (DHS, 2014, p. 28). In studying these challenges, one can easily see a direct correlation between them and these missions. So as we contemplate these challenges in this week’s discussion and written assignments, remember to consider them from the perspective of the entire homeland security enterprise. .

Searching for and recognizing indicators of potential terrorist activity require a great deal of focus, determination, and patience, especially given the extensive amount of information that must be reviewed. At best, indicators can prevent terrorist attacks. At worst, indicators can be inaccurate or irrelevant. Indicators of potential terrorist activity are wide ranging and may include exhibiting violence against persons or property, purchasing high-performance automatic weapons, and displaying civil disobedience (Global Security, 2009). Warnings are notifications sent to government officials and/or the public about potentially imminent terrorist threats. Undoubtedly, warnings can save lives. However, if warnings are based on inaccurate or irrelevant information they also can heighten security and create fear without reason.

In the last several decades, people motivated by different ideological beliefs and individual factors have engaged in horrifying acts of mass violence aimed at targeting innocent civilians across the country. Unfortunately, these attacks have increased in frequency and lethality. This new reality has challenged law enforcement agencies to ensure their training, tactics, and operational procedures evolve effectively in order to confront offenders who kill and seriously injure defenseless civilians at nightclubs, schools, movie theaters, churches, iconic sporting events, conference rooms and mobile active shootings throughout a community. In response to 9/11, local law enforcement agencies, particularly those within large counties, and state agencies undertook a number of steps: increasing the number of personnel engaged in emergency response planning; updating response plans for chemical, biological, or radiological attacks and, to a lesser extent, mutual aid agreements; and reallocating internal resources or increasing departmental spending to focus on terrorism preparedness (United States, 2015). Perceived risk is an important predictor of agencies taking steps to improve their level of preparedness. Specifically, law enforcement agencies that perceived the risk of future terrorist attacks in their jurisdictions to be higher are more likely to undertake steps to improve their preparedness. Although the size of a jurisdiction and the level of perceived risk are predictive of law enforcement’s undertaking preparedness activities, level of risk is a better predictor of receipt of funding. Law enforcement agencies vary substantially in their approach to preparedness and in their support needs. In addition, perceived risk is predictive of agencies taking steps to improve their preparedness, regardless of county size. This suggests that future programmatic support at the federal, state, and local levels will need to be tailored to account for these differences, and that any effort to model or develop objective measures of overall U.S. preparedness will also need to account for differences in risk levels.
The collection of intelligence within the United States is obviously a critical component of the federal government’s efforts in the war against terrorism. The first step in disrupting terrorist plots and preventing terrorist attacks is obtaining information about the operations of terrorist groups and the activities of individual terrorists, both inside and outside of our nation’s borders. Intelligence collection, however, is only the first step in combating terrorism. A piece of information is like a piece of a puzzle. Oftentimes, only when a piece of information is combined with many other pieces of information does the big picture emerge. Moreover, possessing information without more does not stop terrorism; rather, information must lead to action. This is why it is critical not only that intelligence on terror.

It is for this reason that Congress, or occasionally the Executive Branch, delegates regulating powers to existing governmental agencies. For example, after the September 11, 2001, terrorist attacks, the 9-11 Commission (also known as the National Commission on Terrorist Attacks Upon the United States) was created in a joint effort of the executive and legislative branches. Although Kayin’s parents speak English fairly fluently, they have a pronounced African accent. Mr. Bledsoe remembers learning that it is an act of respect to avoid eye contact with adults in some cultures, but he cannot remember whether this is true of Nigerian culture.
Mr. Bledsoe has been hesitant to raise the possibility of a disability because he does not know how much of Kayin’s struggles can be attributed to growing up in a bicultural and bilingual home or to Kayin’s own personality.
