Project Duration: March 2015 to April 2022;
17. Challenges
Due to postponement of Training, Exercise and Drill (TED), the
achievement of PDOI -3, IRI-6 & 7 are at high risk;
Due to delayed financial settlement with REM/DTCL the financial
restructuring (if needed for Rajuk) could be delayed
Completion of URU Construction within the project duration is tight
and could be delayed; specially the service pile work might not be
completed within the scheduled period before the rainy season starts;
URU Operationalization -- within the project duration (April 2022) is
challenging due to shortage of fund and the timeframe.
Operation & Maintenance (O&M) of purchased Goods & equipment
and overall Sustainability of URP;
Less Follow up mechanism and attention to address the PSC and
Technical committee decision.
18. Recommendations & Conclusions (long Term)
Following issues need t0 be anlysed and reviewed
critically.
1. Essentialness of TED; that is very crucial to achieve PDIO 3, IRI 6
&7. We have facilities and equipment, now we need trained
staff to utilize the facilities and equipment. We must have to
restart TED.
2. Vulnerability Assessment (B1)- If the RVA (5m-sqm) --->PEA (1m
sqm)---->DEA (.4m sqm). What will be the aftermath of rest 4m
PEA and subsequent DEA and its implementation? Besides,
Vulnerability Assessment shouldn’t be confined only within
Dhaka city.
19. Recommendations & Conclusions (long Term)-cont..
3. URU construction & Operationalization– Package S-6 will be
ended in June 2021. Package S-6 needs to be redefined to
increase its scope of work with a view to fully operationalize the
URU. This is a comprehensive task.
4. Comprehensive plan & budget for Operation & Maintenance
(O&M) of purchased Goods & equipment is a persistent issue that
needs to be addressed for overall Sustainability of URP;
Considering the progress affected for COVID pandemic &
understanding the above critical and essential requirements; those
aren’t possible to be completed within April, 2022. We
recommend to initiate URP-II (decision time now??) with additional
budget to complete the mentioned tasks among others.
20. Recommendations & Conclusions (Short term)
TED is essential to achieve PDIO 3, IRI 6 &7. There is no
alternative of TED to achieve these indicators. Considering the
short duration of the project G2G system to hire
trainers/mentors and conduct training would serve the purpose.
DDM is recommended to complete the financial settlement
with REM/DTCL asap so that the left over amount could be
utilized.
A financial restructuring is needed end of this FY 2020-2021. The
unutilized fund of DNCC, DDM and PCMU could be contributed
to completed the additional requirement of Rajuk
21. Recommendations & Conclusions (Short term)
Construction of two basement (Mat foundation) for URU is
very critical to complete before rainy reason.
Considering from the project Evaluation point of view, it is
essential either to complete TED to achieve the mentioned
indicators or Restructure the Results Framework and Readjust
the scope of Indicators those are related to Training, Exercise
and Drills.
We strongly recommend a follow up mechanism to implement
the PSC meeting decision more effectively. PCMU could play
the most vital role to look into this matter.
