New York State Transportation Innovation Council (STIC) Update (2015 4Q)
The New York Federal Highway Administration Division (FHWA-NY) and the New York State Department of Transportation (NYSDOT)
have made great progress in the fourth quarter of 2015 progressing the implementation of the Every Days Counts 3 (EDC3)
initiatives. The following are select highlights at the program level, for individual innovation initiative accomplishments please see
the dashboard on pages 4 to 5 and the individual initiative action plans that follow.
 NYSDOT was featured in the Federal Highway Administration’s national STIC Webcast on October 1, 2015 (to watch the

 NYSDOT STIC activities, with a focus in our Action Plan, were the lead story in the FHWA Innovator Magazine
January/February 2016 edition (Volume 9, Issue 52, FHWA 16-CAI-001, pp cover, 6-7).

 NYSDOT Lead coordinator, Daniel D’Angelo, was interviewed by ASCE Magazine regarding New York’s EDC efforts,
particularly as they related to the use of Ultra-high Performance Concrete. The article appeared in the October 2015 edition

 Guest lecturer at the University at Buffalo graduate Bridge Engineering CIE 580 class on innovation providing an overview of
the EDC initiatives and relationship to bridge projects.
 NYSDOT was awarded two grants for $100,000 to supplement our implementation of the Transportation Incident
Management Initiative. The Implementation Assistance Program grants provided funds for additional training of local first
responders and to conduct a statewide workshop.
 NYSDOT finalized work plans for the Implementation Assistance Program grants previously received for Civil Integrated
Management and the STIC Communication Plan.
 NYSDOT has finalized a scope of services providing consultant services of $2M to supplement our efforts in implementing
several EDC initiatives, the specific actions include:

 Design-Build: updating the Department’s Design-Build Procedures Manual incorporating lessons-learned and adding a
Quality Assurance manual and Construction Management Section.
 Construction Manger/General Contractor: creating of a New York Procedures Manual.
 Risk Management: Update the NYSDOT Risk Manual to provide current state-of-the –practice reflecting the SHRP2
R09 products for use in risk allocation strategies with design-build and construction manger/general contractor
project delivery methods.
 Improving DOT and Railroad Coordination (R16): to supplement the Implementation Assistance Grant to improve
NYSDO process and procedures for railroad agreements.
 Civil Integrated Management (3D Modeling for Construction Means and Methods): to supplement the
Implementation Assistance Grant to develop a work plan and creating a Department-wide CIM Guide.
 NYSDOT has finalized a scope of services to supplement the Implementation Assistance Grant for a STIC Communication
Plan, with a goal of improving STIC member organization communication to improve innovation implementation.
 New York participated in the EDC3 National Exchange on Locally Administered Federal Aid Program - Stakeholder
Partnering on December 9, 2015. Participation included 24 local and state organizations, with a total attendance of 78
individuals.
 New York participated in the EDC3 National Exchange on Geosynthetic Reinforced Soil – Integrated Bridge System (GRS-
IBS) on September 15, 2015. Participation included 8 local and state organizations, with a total attendance of 49
individuals.
 NYSDOT submitted an Accelerated Innovation Deployment (AID) grant field testing CIM technologies and a bridge
monitoring sensorsystem on the Kew Gardens project.
 FHWA has selected NYSDOT to host an industry 3D Modeling workshop on March 7, 2016; a planning committee has
been formed details are being finalized. The Department-wide CIM Working Group is advising on the agenda.

FHWA-NYSDOTEvery Day Counts 3 Work Plan:Baseline,Action Planand Accomplishments– January 1, 2016 2 New York State Transportation Innovation Council (STIC) Update (2015 4Q) The New York Federal Highway Administration Division (FHWA-NY) and the New York State Department of Transportation (NYSDOT) have made great progress in the fourth quarter of 2015 progressing the implementation of the Every Days Counts 3 (EDC3) initiatives. The following are select highlights at the program level, for individual innovation initiative accomplishments please see the dashboard on pages 4 to 5 and the individual initiative action plans that follow.  NYSDOT was featured in the Federal Highway Administration’s national STIC Webcast on October 1, 2015 (to watch the recording, go to https://connectdot.connectsolutions.com/p589hs413f3/?launcher=false&fcsContent=true&pbMode=normal).  NYSDOT STIC activities, with a focus in our Action Plan, were the lead story in the FHWA Innovator Magazine January/February 2016 edition (Volume 9, Issue 52, FHWA 16-CAI-001, pp cover, 6-7). https://www.fhwa.dot.gov/hfl/innovator/e-version/issue_52/3dIssue/  NYSDOT Lead coordinator, Daniel D’Angelo, was interviewed by ASCE Magazine regarding New York’s EDC efforts, particularly as they related to the use of Ultra-high Performance Concrete. The article appeared in the October 2015 edition of Civil Engineering (pp 66-71) http://www.civilengineering-digital.com/civilengineering/october_2015?pg=1#pg1  Guest lecturer at the University at Buffalo graduate Bridge Engineering CIE 580 class on innovation providing an overview of the EDC initiatives and relationship to bridge projects.  NYSDOT was awarded two grants for $100,000 to supplement our implementation of the Transportation Incident Management Initiative. The Implementation Assistance Program grants provided funds for additional training of local first responders and to conduct a statewide workshop.  NYSDOT finalized work plans for the Implementation Assistance Program grants previously received for Civil Integrated Management and the STIC Communication Plan.  NYSDOT has finalized a scope of services providing consultant services of $2M to supplement our efforts in implementing several EDC initiatives, the specific actions include:

FHWA-NYSDOTEvery Day Counts 3 Work Plan:Baseline,Action Planand Accomplishments– January 1, 2016 3  Design-Build: updating the Department’s Design-Build Procedures Manual incorporating lessons-learned and adding a Quality Assurance manual and Construction Management Section.  Construction Manger/General Contractor: creating of a New York Procedures Manual.  Risk Management: Update the NYSDOT Risk Manual to provide current state-of-the –practice reflecting the SHRP2 R09 products for use in risk allocation strategies with design-build and construction manger/general contractor project delivery methods.  Improving DOT and Railroad Coordination (R16): to supplement the Implementation Assistance Grant to improve NYSDO process and procedures for railroad agreements.  Civil Integrated Management (3D Modeling for Construction Means and Methods): to supplement the Implementation Assistance Grant to develop a work plan and creating a Department-wide CIM Guide.  NYSDOT has finalized a scope of services to supplement the Implementation Assistance Grant for a STIC Communication Plan, with a goal of improving STIC member organization communication to improve innovation implementation.  New York participated in the EDC3 National Exchange on Locally Administered Federal Aid Program - Stakeholder Partnering on December 9, 2015. Participation included 24 local and state organizations, with a total attendance of 78 individuals.  New York participated in the EDC3 National Exchange on Geosynthetic Reinforced Soil – Integrated Bridge System (GRS- IBS) on September 15, 2015. Participation included 8 local and state organizations, with a total attendance of 49 individuals.  NYSDOT submitted an Accelerated Innovation Deployment (AID) grant field testing CIM technologies and a bridge monitoring sensorsystem on the Kew Gardens project.  FHWA has selected NYSDOT to host an industry 3D Modeling workshop on March 7, 2016; a planning committee has been formed details are being finalized. The Department-wide CIM Working Group is advising on the agenda.

However, guidanceon when to consider them is notavailablein the Highway Design Manual.  Identify locations of road diets and obtain pre and post implementation operational data.  Revise Highway Design Manual Chapter 5 “Basic Design”to includegeneral information on roadways that may benefit from a roadway reconfiguration that reduces the number or through travel lanes.
