8. Background Information of EIA Review Team
— EIA Report Review Team, consisting of 39 members from
government agencies, i.e. MOECAF, 18 related ministries,
attorney General Office and 3 civil Development committee
of Yangon, Mandalay and Nay Pyi Taw, with a total of 39
members was formed, and the reviewing task was assigned
by MOECAF with reference number-2/220/(B) (3)/ (8007/
2013) dated 28-11-2013.
— With MOECAF’s reference number-2/220/(B) (3)/(8008/
2013) dated 28-11-2013, EIA report Review Team was also
recruited into 4 sub-groups based on Land use Sector,
Mining and Energy Sector, Urban and Construction Sector
and Industry Sector respectively.

18. Remaining Challenges for ECD
Ø Influx of Reports from various sectors
Ø Lack of Sectoral Guidelines for Reviewing (Oil and Gas
Review Guidelines)
Ø ECD has to take full responsibility for approval of IEE
reports. (26/38 mentioned in previous slide)
Ø Limited Staff and Capacity (HQ and Regional/ States)
Ø EIA Staff assigned by Ministry to take responsibilities
rather than Review Work.
Ø Urgent need of ECC guidelines
Ø No experts in oil and gas sector
19. Ø EIA review process is quite new to RT.
Ø Lack of Review Framework and specific sectoral
guidelines for oil and gas sector
Ø Cannot pay full attention to review work as they have their
own work
Ø Cannot fully participate in the whole review process of
EIA report of a project
Ø Responsible to review EIA reports coming from various
sectors rather than specific oil and gas sector.

preparation with ADB technical assistance
Ø Final draft of Oil and Gas Sectoral Guidelines with NEA
technical assistance
Ø Review Checklists under preparation with JICA technical

Ø Capacity Building (Clinical Training, Field Trips,
Workshops and Meetings, etc)
Ø Recruited only 12 staffs for reviewing purpose

relevant Ministries
Ø Cooperation with local professionals for reviewing EA
