1. Implementation of Environmental and Social Safeguard Standards
• INTRODUCTION
• The responsibility of M&E team is to monitor the implementation of the appropriate preventive
and mitigation measures being taken by implementing agencies of the URP.
• Verify that they are being implemented in accordance with DOE and World Bank Group (WBG)
Environmental and Social Safeguard (ESS, 1,2,4) standards and Environmental, Health and Safety
(EHS) Guidelines.
• M&E EnvSpecialist & Engineer conducted field visits, discussions with the site and supervision
engineers, construction workers, and the in-house environmental specialist.
• RAJUK’s responsibility to ensure proper procedures, management support, resources (staff,
equipment) are put in place to ensure full compliance with the applicable safeguards at all
times.
• The safeguard issues of greatest concern are the implementation of the URU building’s SSEMP
to prevent, minimize, mitigate any adverse impacts and to enhance any potential beneficial
impacts.
2. ESS-1: ASSESSMENT & MANAGEMENT OF ENVIRONMENTAL & SOCIAL RISKS & IMPACTS
• ESS 1 are designed to help RAJUK to manage the risks & impacts of URU Project, & improve
their E&S performance, through a risk & outcomes-based approach.
• These are handling, disposal of solid and hazardous wastes, air emissions, noise levels at the
work site; controlling liquid effluents discharge waters to surface streets or drains; managing
human wastes with on-site, handling, storing, using, and disposing of hazardous materials and
wastes such as fuels, oils, lubricants, and building materials.
ESS-2: LABOR AND WORKING CONDITIONS
• ESS-2 are to promote safety and health at work sites; promote fair treatment, non-discrimination, &
equal opportunity of project workers; protect project workers, including vulnerable workers.
• Photographic evidence was collected by the M&E team during its site visits illustrating many
infractions of good international industry practices and non-compliance with World Bank worker
safety standards.
3. ESS-4: COMMUNITY HEALTH AND SAFETY
• ESS-4 are to anticipate and avoid adverse impacts on health & safety of project-affected
communities during the project life-cycle; avoid or minimize community exposure to project-
related traffic, road safety risks, diseases and hazardous materials.
• The GRC Committee is not adequately functioning to record and solve complaints.
• it appears that RAJUK is not in compliance with ESS-4, or that it has taken into consideration
these potential risks and impacts to the residents & passers-by in the immediate vicinity of the
URU building.
4. COMPLIANCE WITH WORLD BANK GROUPS EH AND SOCIAL GUIDELINES
• The WBG’s EHS Guidelines contain four (4) sections that correspond very closely with the
applicable ESS in the case of constructing the URU building. These are:
• Environmental Contamination
• Air emissions & ambient air quality, energy conservation, wastewater & ambient water
quality, water conservation, hazardous materials management, waste management, noise,
and contaminated land.
• For URU, dust is the issue of greatest concern from a management perspective of air
emissions and ambient air quality.
• For managing contaminated wastewater & ambient water quality, the issue of greatest
concern will likely be the disposition of contaminated rainwater during the monsoon season
that will need to be pumped from the excavated 40 by 45-meter nine (9) meter deep hole at
the site being prepared now for the 2-level basement.
• Based on photographic evidence and testimony from on-site contractors, it does not appear
that RAJUK is fully complying with the ESH Guidelines for managing environmental
contamination effectively
5. Occupational Health and Safety
• The Guidelines contains nine (9) elements or sub-sections, of which six (6) are relevant to the
construction of the URU building.
• Those elements are: general facility design & operation, communication & training, physical
hazards, chemical hazards, biological hazards, and personal protective equipment (PPE) for
workers.
• From review of the site-specific EMS, photographic evidence, & interviews with on-site
personnel, it appears that the OHS guidelines are not being fully complied with by RAJUK and its
contractors.
• Some workers did wear highly-visible, reflective safety vests & hard hats, in many cases they
were wearing sandals rather than steel-toed shoes & did not have work gloves or eye and ear
protective gear.
Community Health and Safety
• Guidelines addresses risks and potential negative impacts to the health and safety of nearby
residents and passers-by.
• The applicable sub-sections include life and fire safety, traffic safety and transport of hazardous
materials, disease prevention (COVID 19).
6. M&E TEAM FINDINGS AND CONCLUSIONS
• The M&E team finds that, there currently are multiple instances of non-compliance with World
Bank’s (ESS-1, ESS-2 & ESS-4) as well as with the Bank’s EHS Guidelines.
• The observed issues are of the greatest concern to the M&E team, and require management
attention. Therefore, M&E team concludes that proper attention from RAJUK is required to
take steps to correct these deficiencies in compliance with the ESS & EHS Guidelines.
