SUBJECT : WORKSHOP ON THE GUIDELINES IN FY 2023 TAGGING OF
GOVERNMENT EXPENDITURES FOR CLIMATE CHANGE
1.0 In line with the Department of Budget and Management (DBM) - Climate Change
Commission (CCC) Joint Memorandum Circular No. 2015-01, an Annual
Climate Change Expenditure Tagging (CCET) Virtual Orientation shall
be held in six (6) batches from February 21 to 24, 2022 through the CCC
Zoom Meeting Room.
2.0 The virtual orientation aims to strengthen climate change mainstreaming into
the public expenditures of the agency members of the Climate Change
Adaptation and Mitigation - Disaster Risk Reduction Cabinet Cluster (CCAM-DRR)
along with all other NGAs, SUCs, and GOCCs receiving budgetary support from
the national government. This will orient agencies on the necessity of intensified
climate change planning and programming, including the increased convergence
and the implementation of climate change and disaster risk reduction P/A/Ps,
through the National Climate Change Action Plan (NCCAP) and the Risk
Resiliency Program (RRP).
3.0 Furthermore, it will also provide clear, concise, and up-to-date information to
national government planning and budget officers, and climate change technical
representatives to obtain an understanding of climate change and CCET as an
integral part of the national budget preparation.
4.0 Pursuant to Section 41 (Climate Budget Tagging) of the General Provisions of
Republic Act No. 11639 or the FY 2022 General Appropriations Act, all NGAs,
SUCs, and GOCCs shall tag their budgets for climate change adaptation and
mitigation.
4.1. To facilitate the CCET Quality Assurance and Review (QAR) Process, all
concerned shall be guided by the following timeline in compliance with
the Budget Preparation Calendar, as indicated in National Budget
Memorandum No. 142 dated 12 January 2022 and Corporate Budget
Memorandum No. 44 dated 17 January 2022:

CCC Feedback/Comment 3rd week of March to 4th week of April 2022
Submission of Revised QAR 16 May 2022

5.0 In this regard, the participation of four (4) representatives, from the planning
and budgeting offices along with the climate change focal, from each
department/agency/SUC/GOCC in the workshop is requested. Attached is Annex
A containing the workshop schedule and the corresponding list of participating
department/agency/SUC/GOCC.
6.0 For confirmation of attendance and administrative and logistical queries, kindly
coordinate with the CCET Helpdesk of the Climate Change Commission (CCC)
