Organizational development (OD) practitioners traditionally encouraged having valued human beings, open communications, employment involvement, and personal growth. Therefore, there is a dilemma concerning the whole subject of abortion. On one hand, there is a woman who will be responsible for the pregnancy for the whole term, while on the other hand are other parties such as the father and the laws are regulations with clear notions on the importance of the human life. Dissemination of Evidence-based practice (EBP) is a targeted sharing of information with stakeholders involved in a particular policy or practice change. Several different strategies can be utilized to share this information. One such strategy in an active dissemination strategy is an organizational-wide presentation (Fineout-Overholt, Gallagher-Ford, & Mazurek-Melnyk, 2011). This strategy focuses on the sharing of information within the organization in which the EBP change will take place. I would be inclined to utilize this strategy in my EBP practice change project. This strategy involves the stakeholder in the organization and offers a live presentation in which questions and active participation is encouraged. Another strategy that appears to be effective in disseminating the information to staff that will be affected directly is a unit-level presentation (Melnyk & Fineout-Overholt, 2019). One way to make this strategy to disseminate this practice change is to obtain buy-in from a champion in the department, such as the department manage or lead attending physician. Procuring this collaboration would improve stakeholder participation and acceptance of the information and practice change.
It is possible that these two strategies mentioned above could face some barriers to information dissemination. One such barrier that can be anticipated is a lack of buy-in from the organization based on the cost of the change in practice. One way to mitigate this challenge is to have information on how this will benefit the community and improve the reputation and legitimacy of the hospital. We will be able to demonstrate, and report improved outcomes for our patients during the evaluation phase of the practice change (Agency of Healthcare Research and Quality, 2012). This will, in turn, improve community utilization of the hospital, thereby improving hospital revenues. Another barrier that can be foreseen is a lack of attendance to the presentation by staff and other stakeholders. This problem could be eliminated if we elicit the participation of the department manager or champion of the department. If attendance to this presentation is made mandatory by the department heads, then the problem of lack of attendance will not be an issue, thus making the dissemination of the evidence-based policy change a success.

These values emerged at the end of World War II on both sides of the Atlantic. They were strengthened by early experiments in British coal mines and studies carried out in a plant in Illinois. These studies demonstrated that paying attention to workers improved productivity. Numerous studies that followed have demonstrated again and again that people do matter and are quite capable. When redesigning organizations, it is wise to use these early lessons as well as research performed by behavioral economists.
Helping Relationships
Helping can take on numerous forms and carries personal responsibility. The responsibilities for an OD consultant working on team building may be different from those of one working on organizational redesign, but they have many of the same issues with which to contend. Both can have a major impact not only on productivity and efficiency but on people’s lives as well.
As previously mentioned, organizational development practitioners are members of the helping profession and like the other helping professions, they have a professional code of ethics because their work has direct ethical implications on individuals, organizations, and society.
Ethical Dilemmas
Though having and following an ethical code can prevent problems, OD practitioners do encounter ethical dilemmas in their work. As with most ethical problems that emerge, individuals and organizations do not start out wanting to be unethical; they generally just slide into unethical behavior because they do not stop and reflect, or are in a big hurry to accomplish something or get specific results.
Value Conflict and Misplaced Interest
Not taking the time to adequately address value differences, taking shortcuts, misusing data, using coercion to save time or money, and misrepresenting skills or knowledge are major causes of ethical misdeeds and corporate failures. Taking the time to be ethical is good business not only for the OD practitioner but for the entire organization
Organizational Diagnosis
Before taking action, it is necessary to understand the situation. Organizational diagnosis is the process the consultant goes through to understand the current situation and includes the following:

Health care delivery system may vary according to the country. In Nepal, Ministry of health and
Population (MOHP) is the main body of health care delivery system. Under the MOHP, Department
of Health Services (DoHS) delivers the entire health care service to the country. The Family Health
Division, one of the divisions of Department of Health Services (DoHS) is responsible for
delivering maternal health care services throughout the country. The division provides the maternal
health services are through sub health posts (SHP) at each village development committee (VDC),
health posts (HP) at each 5 VDCs, primary health care centers (PHC) at each of electoral
constituency, district hospitals at each district, Zonal hospitals at each zone and Regional Hospital at
each region. At community level, there is Village Health Workers (VHW), Female Community
Health Volunteers (FCHV). For outreach areas, outreach clinics are conducted. SHP is the referral
centre for TBAs and FCHVs as well as a venue for community–based activities such as PHC

In the United States, we currently use a system of voting called Plurality voting. Under this system,
each voter is allowed to cast one vote for their preferred candidate. Approval Voting is a system of
voting where are authorized to vote for as many candidates as they "approve" of instead of a single
candidate. As in plurality voting, the most "approved of" candidate wins the election. It is unlikely
that the US will shift from a plurality voting system to an approval voting system because the
