The Local Governance Performance Management System (LGPMS) is a tool used by the Department of the Interior and Local Government (DILG) to assess local government performance in the Philippines. The LGPMS shifts the focus from performance measurement to management by helping local governments identify gaps and determine actions to address them. It consists of a self-assessment tool and survey to evaluate governance performance, development outcomes, and financial management. The LGPMS aims to help local governments monitor performance, inform planning and policy, and improve service delivery. Global State of National Urban Policy 2021 - Presentation by Lamia Kamal-Chaoui

Evaluations of SEAPs: strengths and weaknesses - Melica
The Joint Research Centre (JRC) provides scientific and technical support to the Covenant of Mayors (CoM) initiative in several key ways:
(1) Developing guidance for Sustainable Energy Action Plans (SEAPs) and evaluating submitted SEAPs, (2) Operating a technical helpdesk service, and (3) Analyzing SEAPs developed by Coordinating Territorial Covenants (CTCs) using a grouped approach. The JRC has evaluated over 3,400 SEAPs submitted so far and provides detailed feedback reports identifying strengths and weaknesses to help cities improve their plans. Common weaknesses include a lack of clarity on emissions reduction targets and poorly documented data collection processes.

Decentralisation Trends in OECD Countries
- The OECD area has become more decentralised over the last two decades, with reforms profoundly changing fiscal decentralisation in some countries. Motivations for reforms vary and include both democratic and economic factors.
- Recent trends include changes to responsibilities, especially in education, transport, and health, as well as multi-level governance reforms involving institutions, public management, and territories.
- While decentralisation provides benefits like efficiency and democratic governance, it also risks inefficiencies and disparities if not implemented properly with adequate capacities, resources, coordination, and fiscal frameworks at subnational levels.
