Modern ports & global supply chain optimisationTristan Wiggill
This document discusses modern ports and global supply chain optimization. It identifies several key challenges faced in global logistics networks, including lengthened supply chains and lack of technology support. Ports play an important role in supply chain integration through parameters like adopting information technologies, relationships with shipping lines, and providing value-added services. Developing strong port infrastructure is important for a country's export competitiveness by reducing trade costs and improving trade facilitation.
This document summarizes a session on ports and shipping services in Africa. It discusses that port marine operations are largely managed by public authorities, with some exceptions. Container terminals are increasingly being operated by private sector companies through concessions. Shipping services have transformed to focus on hub networks with main and feeder lines. There is debate around involving the private sector in container terminals and questions around oligopolistic pricing behavior and capacity development outpacing demand. Logistics services and dwell times are influenced not just by port efficiency but trader behaviors. Information technology has developed solutions for logistics and customs systems but must consider human factors.
This document discusses the forgotten factor of trucking services in reducing transport costs in Sub-Saharan Africa. While past initiatives have focused on regional agreements, infrastructure development, and border posts, transport prices remain the highest in the world and examples of reduction are few. The document argues that transport prices do not mainly derive from poor road conditions, lack of agreements, or technical border issues, but rather from rent-seeking activities, governance problems, and protection of trucking services. It calls for further understanding of the real costs of poor trucking services quality, the trucking industry's profit levels and potential for competition, and how to break anti-competitive practices and incentivize improved service quality.
The HERMES project aims to improve connections between long-distance and local/regional transport networks by developing and analyzing new mobility schemes and organizational models. The project will analyze existing connections and evaluate interconnectivity at passenger terminals. It will identify key traveler requirements and services, as well as agreements needed to maintain a high level of service when transferring between networks. Prototypes for innovative service business models will be tested and demonstrated over six months in selected corridors. An handbook will be produced based on analysis and demonstration results.
This document proposes a comprehensive framework for assessing port performance using multiple perspectives. It discusses limitations of prior research in focusing only on economic indicators and measurable data. The framework uses Quality Function Deployment (QFD) to consider expectations of various stakeholders from social, economic, political, and ethical dimensions. A literature review found most studies focus on container terminals and throughput volumes. The document argues port assessment needs a broader, more strategic approach beyond static data on efficiency. It aims to address gaps and develop a holistic method for evaluating ports as complex business units.
Transnet National Ports Authority Strategic DirectionTristan Wiggill
The document provides an overview of Transnet National Ports Authority's (TNPA) strategic direction. It discusses TNPA's role in South Africa's integrated port system and its core functions. It outlines trends shaping the global ports and shipping industry, including increasing vessel sizes, supply chain integration, and sustainability. The document also summarizes TNPA's plans to invest over R56 billion in port infrastructure over the next 10 years to increase capacity and develop smart port cities. It emphasizes TNPA's focus on transformation, supplier development, and ensuring South African ports can accommodate future uncertainties and changes in the industry.

Effect of Port Reform on Cargo Throughput Level at Onne Seaport Nigeria. A Co...IOSR Journals
This Thesis focuses on the impact of reforms on port performance using Onne and Rivers ports as a reference point. It analyses the pre and post reform eras of the ports in terms of their performance. The reforms took effect from 1996 after the Federal Government of Nigeria concessioned the ports to private investors. Parameters such as Cargo throughput, Ship turn round time, Berth Occupancy l were used as variables for the assessment. Secondary Data were collected from the Nigerian Ports Authourity and Integrated Logistic Services Nigeria (Intels) for the period 2001 to 2010 and analyzed using a two sample t-test toevaluate the difference between sample means of the cargo throughput before the introduction of the reforem and after. The findings show that the reforms resulted in significant improvements in cargo throughputs as compared to the pre-reform era. The t-test shows that average Port throughput has increased significantly since the reform(concessioning) came into effect.. There is an increase in Ship traffic calling at the ports, resulting in increased cargo throughput and berth occupancy rate at ports of Onne. This study concludes that the ports of Onne is performing better under the reform programme of the Federal Government of Nigeria. It finally recommends the introductionof an Integrated Intermodal Transport system for an effective and swift transfer of cargoes to and from the hinterland. Also, there is an urgent need for a regulator to appraise the performance of the reform programme from time to time as provided by the agreement, and for the full adoption and utilization of management information system (MIS) to aid performance efficiency.
The document summarizes key findings from a report on technology adoption and collaboration in the global container shipping industry. The report was conducted by the Business Performance Innovation Network in partnership with Navis and XVELA.
The report found that while most stakeholders agree sharing information in real-time is important, only 12% currently do so. It underscores the need to improve collaboration and efficiency through new technologies. Technologies like big data, automation, IoT, and cloud services are seen as drivers for transforming the industry by improving processes, decision making, delivery times and cost efficiencies. Adoption has been slow due to economic challenges and resistance to change, but is gaining recognition as a priority according to the survey and interviews.

This study examines the role of private off dock
terminal in enhancing port efficiency in Nigeria; the
purpose of the study is to examine the extent to which
private off-dock terminals have contributed to the efficiency
of ports in Nigeria with respect to cargo clearance and
forwarding, questionnaires were administered and review
has been carried out to obtain primary data collection. A
total of 100 questionnaires were administered to
respondents and related literatures have been used for
secondary data. A survey design method was adopted for
the study. The statistical tools employed in analyzing the
analysis are simple percentage; tables and hypothesis were
tested using chi-square. Based on the findings, private off
dock terminal has not really impacted on Lagos port over
the last five years based on the cargo volume handled by
them. It also reveals that private off dock terminal is facing
problem in its implementation in Nigeria such as the
availability of railway connectivity and inadequate finance
and also the inconsistencies of government policies in line
with off dock operations. The findings also reveals that the
cost of clearing cargo at terminal is high compared to main
ports. To this end the study recommended that reductions
of chargers on cargo clearance and terminal handling of
cargoes should be looked into by private off dock owners,
government should ensure railway connectivity form port to
off dock terminals, policies should be enacted, which will
ensure efficient operations of private off dock terminal in
Nigeria.

This document summarizes the development of integrated water resources management (IWRM) competence in Central Asia, where water management has occurred for millennia. Specifically:
- IWRM competence has been built over time through the systematization of past and modern water practices by the Global Water Partnership (GWP) and understanding future needs.
- While water management existed previously, GWP helped promote a unified understanding of IWRM when it entered the region in 2002 and established the critical mass needed for reforms to be self-sustaining.
- IWRM implementation has occurred at various levels, but additional adopters are needed, especially given competing interests between sectors and nations over transboundary waters.

Port Efficiency and Supply Chain: Implication for BangladeshDr. Amarjeet Singh
Port and supply chains are closely connected to each other as a port is considered as an important node of the global supply chain. Sothe efficiency level of port has an impact on the performance of supply chain operations. Chittagong port is the principal seaport of Bangladesh and it provides a major gateway to the outside world. The cost of doing business is increasing as a result of the inefficiency in the main seaport of the country. In this paper, an effort has been taken to examine the efficiency of Chittagong Port and the causal factors of inefficiency. The impact of inefficiency at Chittagong port on the supply chain of Bangladesh has also been identified. To do this, at first a relationship has been built between port efficiency and supply chain in respect of Bangladesh.
Relevant data has been gathered through extensive review of the literature, field surveys, interacting with top management of different business entities such as shipping agency, freight forwarder, logistics companies, exporter, importer as well as Government regulatory and monitoring bodies using both the structured and unstructured questionnaires.
The study has revealed that theinefficiency at Chittagong port causes serious consequences on the supply chain of exporter and importer and lead to loss and disruption of trade and ultimately incur extra costs and time. This paper, therefore, recommends a substantial infrastructure improvement to Chittagong port along with other related measures in order to facilitate the supply chain of exporter and importer.
This document summarizes the implementation of integrated water resources management (IWRM) in Central Asia. It discusses how local competence in IWRM developed in the region with the support of the Global Water Partnership (GWP). While Central Asia had a long history of water management, GWP helped systematize knowledge and experiences to build IWRM competence among water professionals and stakeholders. However, more work remains to fully implement IWRM principles and establish good water governance through stakeholder participation and improved policy frameworks. The document advocates continuing efforts to develop IWRM and achieve water, food, energy and environmental security across the region.
The document analyzes the performance of major and minor ports in India. It finds that while average turnaround time and output per ship have improved, efficiency is impacted by outdated infrastructure, overstaffing, and bureaucratic red tape. The document recommends increasing private sector participation, boosting capacity, strengthening supply chain connectivity, and providing ports more autonomy to improve competitiveness.

Assessment and Planning in Educational technology.pptxKavitha Krishnan
In an education system, it is understood that assessment is only for the students, but on the other hand, the Assessment of teachers is also an important aspect of the education system that ensures teachers are providing high-quality instruction to students. The assessment process can be used to provide feedback and support for professional development, to inform decisions about teacher retention or promotion, or to evaluate teacher effectiveness for accountability purposes.

Sustainable assessment of operational efficiency at lagos port complex
1. Sustainable Assessment of Operational efficiency at Lagos Port Complex
By
Caleb Danladi Bako
PhD Researcher
As climate change awareness, regulatory oversight, and industry interventionscontinue to
impact upon the operational standards of modern port systems, sustainability has become a
critical concern, which may ultimatelyalter the scope and standards of practice throughout this
global community. Operational facilitiesare said to be ‘sustainable’ if they meets the needs of
the present without compromising the abilityof future generations to meet their own needs.
The Nigerian shipping industry represents just 1.6% of the total gross domestic product,
however, since 2007; traffic flows have more than doubled, resulting in significant opportunities
for port expansion, performance improvement, and global alliances.
Regulated by the Nigerian Port Authority (NPA),there are currently six critical port complexes
throughout the nation, each of which retains its own operational and strategic advantages. The
Lagos Port Complex (LPC) is Nigeria’s largest port, and is currently averaging in excess of 9.4% in
annual year over year growth for container processing. As the NPA currently predicts growth
and resource demands based upon market forces, regional capabilities, and network dynamics,
the opportunity for LPC to systematically and strategically improve its performance outcomes is
wholly based upon a commitment to competitive advantage and systemic growth.
As the NPA continues to expand its commitment to sustainability and responsible operations,
the Lagos Port complex is indicative of a radical opportunity to lead the marketplace,
systematically improving sustainable outcomes through operational, logistical, and partner-
based rehabilitation.
Historically, the port system in Nigeria has had a history of poor management. Now known in
Nigeria simply as the “Haskoning Study,” the report concluded that the administration of the
Nigerian ports was characterised by an unusually high degree of centralisation. Although the
sector was supposed to be controlled by the state-owned Nigerian Ports Authority (NPA),
permission from either the President or the Transport Minister was required for virtuallyall
major decisions. As a result, key decisions affecting both policy and operations in the sector had
slowed virtually to a standstill. In addition, NPA was responsible for both regulation of port
operations, as well as the day-to-day operational decisions themselves.Because it had the
authority to set its own tariffs, NPA was inclinedto raise its prices to deal with internal budget
deficits, instead of working to improve efficiency and productivity.
By the end of the 1990s, repeated tariff increases, along with unchecked inefficienciesand poor
governance, had made Nigerian ports among the slowest, and most expensive,in the world.
However, following major reforms in port system through privatisation in the 2000s, Nigeria
achieved greater annual efficiencylevelswith improvements in cargo throughput, vessel
numbers and ship turnaround time. However, in spite of these improvements, Nigeria still
experiencedperformance issueswith high port charges, delays in cargo clearance and multiple
taxation and developmentof intermodal transport.
2. Beyond the structural dimensionsof port sustainabilityand improvement, characterise a
purposeful and strategic awareness and developmenttraining protocol for increasing
performance and enhancing continuity. This framework of collaborative developmentseeks to
align employee priorities and commitments with the broader institutional and regulatory
standards that manifest in the form of protocol and organisational policy. Strategies such as
tactical familiarisation, environmental assessments, and sustainability agenda setting provide
the critical foundations for ports to generate holistic,structure-driven, stakeholder-committed
solutions that not only align localised interests, but expand best practices across user
populations and operational standards.
A critical limitation of sustainable agendas is the cost and technological demands associated
with system improvements and goal commitments. A pragmatic, alternative-drivenparadigm
for identifyingimprovement criteria, assessing innovative technologies, and outlining a cost-
benefitparadigm for decision making processes. By applying a decision tree approach to port
sustainability, solutions can be evaluated according to their relative benefitsas well as their
overarching costs, creating alignment between best fit solutions and their relative affordability
such objectives are complementary to the model of systems administration and sustainability
that creates full scale improvements through selective, but effective interventions.
In conclusion new technologies and strategic developmentshave led almost automatically to
greater port competition, both at port authority level and at the level of companies operating
within the various ports. Increasing the sustainability of operations involvesimproving efficiency
to helpreduce costs, utilise available capacity and achieve businessobjectives. Efficientlyusing
resources means that the organisation can maximise its returns. It allows it to offer lower prices
to consumers while maintaining profit margins, providing a sustainable source of revenue.
