The contractor is required to supply and replace 2 sets of air-cooled chiller and
modify existing BMS. The design conditions are as below:

New chillers were installed and old chillers were dismantled from the building.
Inspection on general defects caused by installation work was carried out.
Below are some examples of defects:

shrink grout and roof strains be removed
and repainted.

Project commissioning (T&C) is the process of assuring that all systems and
components of a building or industrial plant are designed, installed, tested,
operated and maintained according to the operational requirements of the
client.

The water-side circuit installation status, evaporator pressure, electrical data
are recorded. Conditions of compressor and condenser fan are also evaluated.
Safety tests is also carried in this T&C process.

Before measurement are taken, the condition of the pump is checked. Measured
values are then compared with designed values to determine whether it
functions properly.

Before fault tests are carried out, the value of all set points (AI/AO/DI/DO) are
recorded from the BMS system are validated by the T&C engineer to determine
whether it is operating normally.
Fault test:
A1 When the System is in “Manual Mode”, DDC will stop the Chiller Plant Operation
A2 In “Auto Mode”, startup of the automatic Chiller Plant Operation will follow the BMS
time schedule
A3 Whenever the time schedule is “On”, one set of chiller/CHWP will always be running
A4 DDC Controller will switched on the lead equipment (chiller/CHWP) first unless fault is
detected in the equipment
A5 Each group of equipment has its own lead/lag rotation sequence which is independent
from each others
A6 Lead/lag rotations are changed daily

maintenance which will be carried out by the Facilities Management Team of TST.

A manual is prepared by contractor which includes the
guidelines that Facilities Management (FM) Team of the
building must address to ensure that the operations and
maintenance of the installed chiller system is in good
condition. This extends beyond the in-house staff to any
contracted services as well.

M&V is a term given to the process for quantifying savings delivered by an
Energy Conservation Measure (ECM), as well as the sub-sector of the energy
industry involved with this practice. Post-installation verification is carried
out by the contractor to determine whether the chiller actual performance
meets the contract’s design specifications.

Based on the energy saving estimate illustrated, the performance of the new
chiller plant is acceptable. The accuracy of saving estimate will be further
determine by tracking and documenting of the saving estimate for the next five
months.
Fine-tuning strategies:
1. Validate installed equipment and control schemes meet specifications
2. Validate modelled expected building load calculations
3. Validate installed equipment and control schemes operate and perform as specified
4. Check metering performance periodically to ensure meter functions properly
5. Water temperature, differential pressure to be reset seasonally
6. Sequencing of chiller
Bollard Procurement
This project involved the installation of anti-ram bollards to enhance the security
of the building according to our client’s requirement. A total of 9 bollards (4
fixed, 5 removable) shall be installed. There are Anti-Ram Standards to comply
with. The fixed bollards have to meet UK PAS 68 2007 (7.5 tonne at 50kph) to
protect the perimeter of the building.

Inspection on general defects caused by installation work was carried out. Below are some examples of defects: Anchor bolt holes to be filled with non- shrink grout and roof strains be removed and repainted.

Conditions of compressor and condenser fan are also evaluated. Safety tests is also carried in this T&C process.

Measured values are then compared with designed values to determine whether it functions properly.

This extends beyond the in-house staff to any contracted services as well.

Fine-tuning Strategies for M&V Introduction Internal Training Activities Chiller Replacement Projects Bollard Procurement Take Away Based on the energy saving estimate illustrated, the performance of the new chiller plant is acceptable. The accuracy of saving estimate will be further determine by tracking and documenting of the saving estimate for the next five months. Fine-tuning strategies: 1. Validate installed equipment and control schemes meet specifications 2. Validate modelled expected building load calculations 3. Validate installed equipment and control schemes operate and perform as specified 4. Check metering performance periodically to ensure meter functions properly 5. Water temperature, differential pressure to be reset seasonally 6. Sequencing of chiller
  • 22. Bollard Procurement This project involved the installation of anti-ram bollards to enhance the security of the building according to our client’s requirement. A total of 9 bollards (4 fixed, 5 removable) shall be installed. There are Anti-Ram Standards to comply with. The fixed bollards have to meet UK PAS 68 2007 (7.5 tonne at 50kph) to protect the perimeter of the building.   3. EC Harris – built asset consultancy firm. It is now an Arcadis company. Goal of the Company – Generate the best possible solution and outcome for our client.
  4. First week in this company – Induction program. Information Risk Awareness Training – a training provided to us regarding the P&C issues. Safety, Health & Environment – SHE. Risk assessment – Test our knowledge on some anticipated risk. ECH Harris Academy – Training in their academy which are compulsory. Some are modules provided for our own interest. “Green Card” – I obtain this certificate on 31/07/2015.
  5. Chiller replacement projects for commercial buildings. Our role – PM. Engage with the design and build contractor to provide turnkey solution for the replacement of existing chillers. Highlighted in orange – For that these projects under my Line Manager are similar, thus, I would only present the chiller replacement project for TST.
  6. By the time I join ARCADIS, this project is already at the stage with the dismantle of old chillers and installment of new chillers had been done. Involved in the inspection of building defects, T&C, Project Handover and M&V.
  7. Below presenting those process/task I was involved in, there is a brief description of the design condition of this project. Point out that COP, which is the performance of the chiller is important. It is an important aspect for this project.

  9. For example A2: There is a BMS time schedule where will show the operating time at different days. While the chiller plant is operating at “Auto” Mode, it has to follow the pre-set time schedule.
  10. An interphase of the BMS system which provide important parameters.
  11. Alternative commercially available bollard which fits our requirements? Supplier/Contractor with related work experience which could provide us a clue to resolve the on-site constraints. Solution for Area 2, contact existing supplier/contractor to check whether the electrical wires of the road blocker system are installed underground or there are conduits which are hanged at the basement. Installation work – How to carried out? Proposed work cost – whether it is reasonable and its quality are upmost important to deliver our companies’ goals.
  12. Theoretical knowledge would not be enough in the real life application of engineering works. There are lot of things to be considered to produce desired result. First taste of work experience in Hong Kong. Meet and network with so many people of different background.
  13. Elephant – 22 months to be exact. It has one of the longest gestation periods in the animal kingdom. Blue whale pregnant for about 1 year. It shows that the company emphasized a lot on the safety. It helps to create awareness. Workshops such as Yong Talent Meeting – MBTI, Training with interns – get important feedback from line manger, Communicating with impact – benefit me a lot How we can all contribute.
