In the late 1970s, it experienced a civil war and Soviet invasion, which led to a rise in Taliban control and harboring of Al-Qaeda in the late 1990s. After the September 11, 2001 attacks on the US, which were planned by Al-Qaeda leaders Osama bin Laden and Khalid Sheikh Mohammed, the US launched Operation Enduring Freedom to remove the Taliban regime for protecting Al-Qaeda and capture bin Laden. USSR/Afghanistan War
The Soviet-Afghan War began in 1978 when the Soviet Union intervened to support the communist government in Afghanistan against anti-communist mujahideen rebels. The intervention sparked condemnation from Western nations and the US began supporting the mujahideen to resist the Soviets. The war led to over 1 million Afghan deaths and the withdrawal of Soviet troops in 1989, marking the beginning of the end of the Soviet Union. For Afghanistan, it was the beginning of decades of continued conflict.
Conflicts in afghanistan
The Afghan Civil War from 1996-2001 involved the United Front led by Ahmad Shah Massoud against the Taliban led by Muhammad Omar. The United Front controlled northern Afghanistan while the Taliban took control of the south in 1994. The conflict began as the Taliban opposed Massoud's calls for democratic elections and sought support from Pakistan and Al-Qaeda to attack Kabul in 1996 and establish the Emirate of Afghanistan. Massoud favored democracy for all ethnic groups while the Taliban believed only Pashtuns were true Muslims and imposed strict rules on communities, committing massacres and tortures.
Forced migration
Forced migration has accompanied persecution, as well as war, throughout human history but has only become a topic of serious study and discussion relatively recently. This increased attention is the result of greater ease of travel, allowing displaced persons to flee to nations far removed from their homes, the creation of an international legal structure of human rights, and the realizations that the destabilizing effects of forced migration, especially in parts of Africa, the Middle East, south and central Asia, ripple out well beyond the immediate region.
Afghanistan group
The Secretary of Afghanistan Parliament identified irrigation and water management as an issue that needs attention within the given deadline. At the regional level, better management of water resources is needed with neighboring countries. Within Afghanistan, improved irrigation mechanisms and increased cultivated land are needed to ensure food security. Addressing this issue will require coordination between stakeholders like regional parliaments, the Afghan government, INGOs, CSOs, and the media at both the national and provincial levels through negotiations, meetings, and awareness campaigns.
