This document outlines a strategic planning training project conducted by the Civil Confederacy for Peace and Protection of Rights and Freedom from February 27-29, 2016. The project aimed to build the capacity of local Yemeni NGOs to more effectively support humanitarian efforts, in line with the Yemen Humanitarian Response Plan for 2016. 22 participants from 6 organizations received training on developing strategic plans, action plans, monitoring and evaluation, and gaining technical information about the humanitarian context in Yemen. The training was intended to validate assumptions about capacity gaps, identify further gaps, and check the effectiveness of the proposed capacity building solutions.

The program was a collaboration between the Ministry of Construction and Housing and the JDC Institute for Leadership and Governance, together with senior level professional representatives from ten ministries and government agencies, local government, civil society organizations and the business sector.
It was implemented under the professional guidance of Dr. Chaim Fialkoff and Dr. Emily Silverman.

بحضور اللواء الركن عبدالقادر هلال امين العاصمة صنعاء ، والاسناذ امين جمعان امين عام المجلس المحلي وعدد من المسئولين ، وفي التدشين القى الاستاذ عبدالقادر هلال كلمة لوسائل الاعلام عبر فيها عن شكره للتحالف المدني للسلام وحماية الحقوق والحريات على تبني هذه المبادرة واكد على ان صنعاء مدينة السلام وستظل مدينة تحتضن كل اليمنيين ، بدوره القى الدكتور عادل الشجاع كلمة لوسائل الاعلام وضح فيها ان هذه المبادرة تاتي في اطار مشروع السلم الاجتماعي الذي ينفذه التحالف بالشراكة مع السلطة المحلية ،وتحديدا امانة العاصمة ،واثنى الدكتور عادل الشجاع على مبادرة امين العاصمة وتفاعله مع منظمات المجتمع المدني ،وفي نفس السياق قدم الدكتور هارون المذحجي ،خبير البرامج والمشروعات في التحالف المدني للسلام وحماية الحقوق والحريات نبذه مختصرة عن المبادرة وعن المشروع اكد فيها ان هذه المبادرة تاتي في اطار حزمة مشروعات الانعاش المبكر التي ينفذها التحالف المدني للسلام وحماية الحقوق والحريات ، والانعاش المبكر يشمل عدد من المشروعات والانشطة في اطار خطة التحالف المدني للسلام للنصف الثاني من العام 2016 وهذه المشروعات تهدف الى احداث تعافي مبكر للمجتمع ، و تاتي المشروعات كحلقة وصل بين مشروعات الاغاثة البحته ،كالامداد بالمواد الغذائية ،حيث وضح ان تلكم المشروعات تمثل جسر وصل بين مراحل الازمات والطوارئ ومراحل اعادة الاعمار ،واستطرد المذحجي تهدف هذه المشروعات الى خلق حالة تعافي ومنع اي انتكاسات وعودة المجتمع الى حالة الازمة ، حملة تكاتف للنظافة هي دور رئيس تقوم به منظمات المجتمع المدني في هذه الظروف الاستثنائية التي تمر بها البلاد نتيجة وجود قصور لدى الجهات المعنية نتيجة انعدام مادة الديزل وقصور في صيانة الاليات لدى الجهات المختصة وهو ما يؤدي الى تراكم المخلفات وهنا ياتي دور منظمات المجتمع المدني لتعلب دورا اساسيا في مرحلة الازمات وتساهم جنبا الى جنب مع السلطات المعنية في ازالة المخلفات الصلبة ، وختاما وضح الدكتور هارون المذحجي ان هذه الانعاش المبكر كمفهوم يشمل مشروعات مثل ازالة المخلفات الصلبة ، والنقد مقابل العمل وبناء قدرات منظمات المجتمع المدني ،،

Summary :
The projects has been developed in a very sophisticated environment where several
efforts have been made to identify the gaps of capacity building for local Yemeni
NGOS to enable them to share effectively the humanitarian efforts .
To start an accurate capacity building program/s certain processes to be taken place
first determination of the most suitable assessment tool what modification to be
applied for this or that tool and to which extent this tool to be flexible and at the
expense of what type of risk .
Two types of tools can be identified –The national type : such as big tool or the SFD
tool, and The UN/international organization/s assessment where there may be a large
capacity gap to be met which needs long time for correction .
However Some gaps which may be identified does not reflect the exact capacity due to
the error in the documentations and the ability of some local organization to produce
documents which is not the a case of organization for example some audit report/s,
projects report/s , which may not real reflect of the capacity of an organization ,Yet
there is a gap at the documentation area and the capability of local NGOs to promote
themselves and presented the experience in term of well documented achieved
project/s ,or even the incapability of the majority of organizations to access to
international partner/s and have/had projects ,for several different reasons –
communication barrier –English language as an example . ! while there may be
competent human resources available .
From the draw back of tools selection to The step to Identifying the best training
materials that are the most appropriate to solve the problem and gap identified .
Really it has been believed by this project staff that such training materials may not
exist or they are not relevant to the current crisis because if taken into consideration
that "level 3 emergency status " Yemen face can be considered as the first kind crisis
of this level at the Yemeni context Local NGOs experience which means that local
NGOs has no experience in such conditions while international NGOs has good
experience due to their accumulative experience at different countries facing similar
conditions .
Due to time sensitivity and the need to rapidly develop local partners to elevate the
humanitarian capacity of implementation a new approaches has to be developed one
of which is this project which is concentrated to help local NGOs correct their
strategic dimensions .action planning and Monitoring and evaluation Yet to provide
them with the necessary technical information about the field in which they will work
and the capacity Gap .

The project consists of three main activities 1- course preparation 2-course
implementation 3- monitoring and evaluation
Back ground :
In a context of humanitarian crisis identified by HCT where 21 Millions of Yemeni are
in need for some type of humanitarian assistance , the plan to reach 65% of people in
Need according to YHRP 2016 , the presence of a gap in the capacity as compared to
2015 operating organizations in the humanitarian context and that planed 2016 ,there
is an urgent need to capacity build local NGOs by creative programs which are able to
rapidly and effectively elevate the capacity, in this connection Civil confederacy is
looking for its responsibility at this area and the need to share and initiate an action
utilizing its experience .
This program has been developed based on the assumption that the end results of
capacity building procedures will be the correction of weakness and further
augmentation of the strengths of a given organization yet in which direction and
dimension capacity is needed to be strengthening .
The project is assumed that an organization needs to elevate itself at the following
areas regardless the results of assessments and the tools used :
1- Strategic level where vision – mission – values – goals of an organization to be
clear
2- Action and work plan to be developed
3- Monitoring and evaluation to be activated /writing funding proposals
4- Technical information relevant to humanitarian assistance .
There is another gap has not been covered the financial part of budgeting and
financial procedures which is assumed to be covered in a separate course or in the
further development of this project .

Conclusion and budget :
The project achieve its goals needs further development in the following area :
1- More time is needed for technical information which means one hour for each
cluster adviser expert to explain the technical part of specific field at the
humanitarian plan .—time to be detected better by experts
2- Financial part has not been covered there is a gap at the budgeting area of each
project at each field which need special training course for this purposes with
example
3- Further technical information at area like nutrition to be developed separately and
the complexity of IDPs – each may need one day training
4- Totally a six days training for each organization of 6 hours daily will be perfect
5- The project did not involve the organization internal capacity building for
developing HR rules, financial rule since a chick list is thought to be enough to
cover such procedures and no much training is needed at this area ,this area can
be covered within further one-2 hours training development
6- Further training on the work – and follow up for the organization implementation
to be developed
Project budget :
As the project is voluntary work the budget was very
reduced " 118USD " for the three days training including
materials and stationary and printout .

2016 –Amanatalasimah Sana'a –city :
Civil confederacy for peace and protection a leading Yemeni
coalition for local NGOs involves 77 Organizations , In the
context of meeting the requirement of humanitarian assistance
efforts in Yemen ,has Launched training course entitled " The
strategic planning according to humanitarian response plan 2016"
for a No. Of its staff and other Local NGOs from different
governorates.
The course is lasting for three days from 27-2-2016 to 29-2-2016
at Civil confederacy head office .
The course was opened at 2:00Pm Sana'a time Sat. Feb 27th
- by
Welcoming statement presented by Mr.Dr.Adel Alshogaa ,The
president of civil confederacy ,and the presence of Mr.Dr.Haroon
Almadhaji Civil confederacy programs adviser ,Mr.Ali Mugalli
civil confederacy executive manager ,Mr.Ahmed Boragi ,civil
confederacy Programs officer and the participation of staff and
Local NGOs members from Amanatalasimah ,Ibb,Sadda and
Alhudyda governorates .
Participants reaches 22 Males /Females .

training course and to implement and reflect its outcomes
at your organization level " Said Mr.Adel Alshogaa . .
At the first day, Yemen humanitarian response plan 2016 – issued
by OCHA Feb-18th
- was explored ,technical information fields of
operation were also discussed – the humanitarians assistance
prioritization were illustrated ,and finally the organizations
strategies for participating in the humanitarian response were
developed by two exercises.
Second day agenda : will involve the action planning for the
selected objective and fields of operation and finally the third day
agenda to start prepare project proposal according to the outcomes
of the previous two days taking into consideration organizations
capabilities .
The courses and new courses to be repeated according to
coordination .

Third day :
At the previous two days participants develop strategic frame – develop
table of activities
They develop table for M&E at the third day .
The funding proposal is then introduced :
The participant can write the summary- back ground as discussed in the
humanitarian response plan – tables of activities tables for monitoring and
evaluation by the end an easy fund proposal could be developed .
Typical example what to write at first page of the proposal second page third
pages … differentiation between general goals and private goals took place
the term SMART goals were identified –YHRP were the reference for
chosen the goals and intervention at different sectors
