KATA PENGANTAR
Tujuan Pembangunan Berkelanjutan (Sustainable Development Goals, SDGs) merupakan agenda global dengan membawa semangat bahwa dampak positif
pembangunan harus dapat dinikmati oleh semua pihak tanpa ada satupun yang tertinggal, no one left behind. Semangat pembangunan berkelanjutan dalam
kerangka kerja SDGs sejalan dengan tujuan pembangunan nasional yaitu memberikan kesejahteraan untuk seluruh rakyat Indonesia. Dalam upaya mencapai target
SDGs maupun target tujuan pembangunan nasional yang tertuang dalam RPJMN maupun Nawacita, diperlukan dukungan data yang kredibel dan up to date. Publikasi
statistik kesejahteraan rakyat merupakan perwujudan tanggung jawab BPS sebagai lembaga yang bertugas menyediakan data-data statistik dasar sebagai masukan
agi perencanaan maupun evaluasi pembangunan.
Statistik kesejahteraan rakyat yang disajikan dalam publikasi ini bersumber dari hasil Survei Sosial Ekonomi Nasional (Susenas) yang merupakan survei
berbasis rumah tangga. BPS menyelenggarakan Susenas secara periodik setiap tahun pada bulan Maret dan September. Publikasi ini menyajikan data-data hasil
Susenas yang dilaksanakan pada bulan Maret 2022 terhadap 15.300 rumah tangga sampel.
Susenas mengumpulkan data mengenai kependudukan, pendidikan, kesehatan, fertilitas dan keluarga berencana, perumahan, teknologi informasi dan
komunikasi, tindak kejahatan, kegiatan bepergian, dan perlindungan sosial. Data-data tersebut disajikan pada tingkat nasional dan provinsi sehingga memungkinkan
keterbandingan antar wilayah. Publikasi ini diharapkan dapat memenuhi kebutuhan pengguna data akan data-data sosial ekonomi.
Kami mengucapkan terima kasih dan penghargaan kepada semua pihak yang telah berpartisipasi dalam pengumpulan data hingga penyusunan publikasi ini.

PREFACE
Sustainable Development Goals (SDGs) is a global agenda coming with a spirit that positive impact of development process should benefit all population with
no one left behind . The spirit of sustainable development within the SDGs framework is in line with the national development objective of providing prosperity for
all Indonesians. In an effort to achieve the target of SDGs as well as the target of national development goal as stated in RPJMN and Nawacita, credible and up to
date data support is required. Publication of welfare statistics is a manifestation of BPS-Statistics Indonesia responsibility as an institutionwho’s main duty is providing
basic statistical as input for development planning and evaluation.
Welfare statistics that is used to represent social welfare are derived from households based survey that is National Socio-Economics Survey (Susenas). BPS-
Statistics Indonesia held Susenas periodically on March and September. The data provided in this publication is the result of the March 2022 Susenas from 15.300
samples of households.
Susenas provide data about demography, health, fertility and family planning, housing, information and communication technology, crime, domestic
travelling, and social protection. The data presented at national and provincial level in order to allow comparability across regions. This publication is hoped to meet
the need data consumers on socio-economic data.
We would like to express our thanks and appreciation to everyone who participated in bringing this publication. We would like to receive criticism and
constructive suggestions to improve this publication in the future.

I. PENJELASAN UMUM/EXPLANATORY NOTES
1.1. PENDAHULUAN
1.1.1. Umum
Kebijakan perencanaan pembangunan bagi peningkatan
kesejahteraan rakyat membutuhkan sumber data utama sebagai
sandaran dalam monitoring terhadap hasil-hasil pembangunan
serta untuk melihat capaian pembangunan yang sudah
dilaksanakan, sehingga program-program pembangunan
berikutnya dapat lebih optimal. Survei Sosial Ekonomi Nasional
(Susenas) yang diselenggarakan oleh BPS merupakan salah satu
sumber informasi untuk mendapatkan gambaran mengenai
kondisi sosial ekonomi masyarakat. Sejak tahun 2015,
pengumpulan data Susenas dilakukan 2 (dua) kali dalam satu
tahun, yaitu Bulan Maret dan September. Susenas yang
dilaksanakan pada Bulan Maret bisa disajikan sampai level
kabupaten/kota.
1.1. INTRODUCTION
1.1.1. General
Development planning policies for improving people's
welfare and to see the achievements of development that
have been implemented require the main data source as a
basis for monitoring development results, so that subsequent
development programs can be more optimal. The National
Socio-Economic Survey (Susenas) conducted by BPS is one
source of information to obtain an overview of the socio-
economic conditions of the community. Since 2015, Susenas
data collection has been conducted 2 (two) times a year,
namely March and September. Susenas held in March can be
presented up to the district/municipality level.

Susenas yang mengumpulkan informasi mengenai kondisi
sosial ekonomi masyarakat, merupakan sumber data yang
digunakan untuk memperoleh berbagai indikator pencapaian
kesejahteraan rakyat. Indikator tersebut meliputi: indikator
pendidikan meliputi angka partisipasi sekolah dan angka melek
huruf; indikator bidang kesehatan meliputi angka morbiditas,
pemanfaatan fasilitas kesehatan, jaminan kesehatan, pemberian
ASI pada baduta, dan imunisasi, dan dalam bidang fertilitas dan KB
meliputi penolong persalinan; umur perkawinan pertama,
partisipasi KB, dan rata-rata jumlah anak yang dilahirkan; dalam
bidang perumahan meliputi kondisi tempat tinggal, sumber air
untuk minum, mandi dan mencuci; serta indikator kepemilikan HP,
akses internet dalam pemanfaatan teknologi informasi, serta
bantuan/program pemerintah untuk kesejahteraan masyarakat.
Publikasi ini menyajikan statistik yang telah dianggap cukup
mewakili berbagai bidang dan kondisi sosial ekonomi masyarakat
dengan mempertimbangkan syarat kelayakan estimasi di tingkat
Kabupaten/Kota yang ditunjukkan oleh nilai Relative Standard
Error (RSE).
Susenas, which collects information about the socio-
economic conditions of the community, is a source of data
used to obtain various indicators of the achievement of
people's welfare. These indicators include: education
indicators including school enrollment rates and literacy
rates; indicators in the health sector include morbidity,
utilization of health facilities, health insurance, breastfeeding
for under-fives, and immunization, and in the field of fertility
and family planning, birth attendants; age at first marriage,
family planning participation, and average number of
children born; in the housing sector, including housing
conditions, water sources for drinking, bathing and washing;
as well as indicators of HP ownership, internet access in the
use of information technology, as well as government
assistance/programs for public welfare.
This publication presents statistics that are considered
sufficient to represent various fields and socio-economic
conditions of the community by taking into account the
eligibility requirements for estimation at the
Regency/Municipality level as indicated by the Relative
Standard Error (RSE) value.

1.1.2. Sistematika Penyajian
Data yang disajikan dalam publikasi ini seluruhnya berasal
dari data Kor Susenas Maret 2022 (Daftar VSEN2022.K), contoh
kuesioner dicantumkan pada lampiran.
Publikasi ini terdiri dari penjelasan dan tabel. Penjelasan
terdiri dari gambaran umum, metode survei yang meliputi ruang
lingkup, kerangka sampel, rancangan penarikan sampel, metode
pengumpulan data, dan pengolahan data. Tabel pada publikasi ini
terdiri dari tabel data kependudukan, pendidikan, kesehatan,
fertilitas dan keluarga berencana, perumahan, teknologi informasi
dan komunikasi, dan tabel lain-lain. Selain itu, disajikan juga nilai
Relative Standard Error (RSE) dari beberapa indikator pada Bab 9.
1.2. METODE SURVEI
1.2.1 Ruang Lingkup
Susenas Maret 2022 dilaksanakan di seluruh provinsi di
Indonesia (34 provinsi) dengan ukuran sampel 345.000 rumah
tangga yang tersebar di 514 kabupaten/kota di Indonesia. Sampel

The explanation consists of an overview, survey methods
covering the scope, sample frame, sampling design, data
collection methods, and data processing. The tables in this
publication consist of data tables on population, education,
health, fertility and family planning, housing, information
and communication technology, and other tables. In
addition, the Relative Standard Error (RSE) values of several
indicators in Chapter 9.
1.2. SURVEY METHOD
1.2.1 Coverage
The March 2022 Susenas was carried out in all
provinces in Indonesia (34 provinces) with a sample size of

tidak termasuk rumah tangga yang tinggal dalam blok sensus
khusus dan rumah tangga khusus seperti asrama, penjara, dan
sejenisnya tetapi rumah tangga yang berada di blok sensus biasa.
Seluruh rumah tangga sampel tersebut dicacah dengan kuesioner
VSEN2022.K.
Sampel Susenas Maret 2022 untuk Provinsi Sulawesi
Selatan sebesar 15.300 rumah tangga yang tersebar di 24
kabupaten/kota. Data yang dihasilkan cukup representatif untuk
menghasilkan estimasi sampai dengan tingkat kabupaten/kota.
1.2.2. Kerangka Sampel
Kerangka sampel induk atau master sampling frame yang
digunakan adalah sekitar 40 persen blok sensus (BS) yang ditarik
secara Probability Proportional to Size (PPS) dengan size jumlah
Kepala Keluarga (KK) hasil Rekap Daftar Penduduk (RD) SP2020.
Pembentukan kerangka sampel Susenas dilakukan melalui
dua tahap. Kerangka sampel tahap pertama adalah kerangka
sampel induk atau master sampling frame, yaitu 40 persen dari BS
SP2020 yang ditarik secara PPS. Daftar 40 persen BS SP2020 ini
sudah ada kode stratanya. Sebelum dibentuk kerangka sampel
districts/municipalities in Indonesia. The sample does not
include households that live in special census blocks and
special households such as dormitories, prisons, and the like
but households located in regular census blocks. All sample
households were enumerated using the VSEN2022.K
questionnaire.
The March 2022 Susenas sample for South Sulawesi
Province is 15.300 households spread over 24
districts/municipalities. The resulting data is representative
enough to produce estimates up to the district/city level.
1.2.2. Sample Framework
The master sampling frame used is about 40 percent of
the census blocks (CB) drawn by Probability Proportional to
Size (PPS) with the size of the number of Family Heads (KK) as
a result of the Population List Recap (RD) SP2020.
The formation of the Susenas sample frame was
carried out in two stages. The first stage sample frame is the
master sampling frame, which is 40 percent of the CB SP2020
drawn by PPS. The list of 40 percent of CB SP2020 already has
a strata code. Before the main sample frame was formed, all

induk, seluruh BS hasil SP2020 distratifikasi menurut klasifikasi
daerah tempat tinggal (urban-rural).
Stratifikasi BS dilakukan untuk meningkatkan presisi dan
efisiensi desain. Stratifikasi juga memberikan jaminan
keterwakilan sampel dari tiap kelompok/strata.
Kerangka sampel tahap kedua adalah daftar rumah tangga
hasil pendaftaran (listing) di setiap BS terpilih. Implicit
stratification juga dilakukan di rumah tangga yaitu berdasarkan
tingkat pendidikan kepala rumah tangga (KRT). Hal ini dilakukan
untuk menjaga keterwakilan dari nilai keragaman karakteristik
rumah tangga.
1.2.3. Desain Sampel
A. Susenas Maret Estimasi Kabupaten/Kota
Sampel dipilih dengan metode two stages one phase
stratified sampling:
Tahap 1:
a) Memilih 40 persen blok sensus populasi secara Probability
Proportional to Size (PPS), dengan size jumlah KK hasil RD
SP2020 di setiap strata di kabupaten/kota.
CBs from SP2020 were stratified according to the
classification of residential areas (urban-rural).
CB stratification is done to increase the precision and
efficiency of the design. Stratification also guarantees the
representativeness of the sample from each group/strata.
The second stage of the sample framework is a list of
households that have been registered in each selected CB.
Implicit stratification is also carried out in households based
on the education level of the head of the household. This is
done to maintain the representativeness of the value of the
diversity of household characteristics.
1.2.3. Sample Design
A. March Susenas Regency/City Estimation
The sample was selected by the method of two stages
one phase stratified sampling:

B. Susenas September Estimasi Provinsi
Sampel untuk Susenas estimasi provinsi merupakan
subsampel dari Susenas Maret 2022 dan dipilih menggunakan
metode two stages stratified sampling seperti berikut:
Tahap 1: Memilih 7.500 blok sensus secara systematic sampling
dari 34.500 blok sensus Susenas Maret 2022 sesuai alokasi sampel.
Tahap 2: Memilih 10 rumah tangga hasil pendaftaran (listing)
rumah tangga secara systematic sampling dengan implicit
stratification pendidikan tertinggi yang ditamatkan kepala rumah
tangga.

B. Susenas September Provincial Estimate
The sample for the provincial estimation Susenas is a
subsample from the March Susenas 2022 and selected using
the two stages stratified sampling method as follows:
Stage 1: Selecting 7,500 census blocks by systematic
sampling from 34,500 March 2022 Susenas census blocks
according to the sample allocation.
Stage 2: Selecting 10 households from household listings by
systematic sampling with the highest implicit stratification of
education completed by the head of the household.

1.2.4. Metode Pengumpulan Data
Pengumpulan data dari rumah tangga terpilih dilakukan
dengan cara wawancara langsung antara petugas pencacah
dengan responden. Keterangan rumah tangga dikumpulkan
melalui wawancara dengan kepala rumah tangga, suami/istri
kepala rumah tangga atau ART yang mengetahui karakteristik yang
ditanyakan.
1.2.5. Pengolahan Data
Pengolahan data dilakukan melalui beberapa tahapan.
Proses pengolahan dimulai di BPS Kabupaten/ Kota dengan
kegiatan receiving/ batching, editing/coding, entri data, dan
validasi sederhana. Setelah terbentuk raw data, di BPS provinsi
dilakukan kegiatan validasi sederhana. Tahap terakhir dari proses
pengolahan dilakukan di BPS Pusat, yaitu proses validasi lengkap
untuk menghasilkan data yang bersih (clean data).
1.2.4. Method of collecting data
Data collection from selected households was done by
means of direct interviews between enumerators and
respondents. Household information is collected through
interviews with the head of the household, the husband/wife
of the head of the household or household members who
know the characteristics in question.
1.2.5. Data processing
Data processing is carried out through several stages.
The processing starts at the Regency/Municapality BPS with
receiving/batching, editing/coding, data entry, and simple
validation activities. After the raw data is formed, at the
provincial BPS, simple validation activities are carried out.
The last stage of the processing is carried out at Central BPS,
which is a complete validation process to produce clean data.

III. PENDIDIKAN/EDUCATION
PENJELASAN TEKNIS TECHNICAL NOTES
1. Dapat membaca dan menulis artinya dapat membaca dan menulis kata-
kata/kalimat sederhana dalam huruf latin/alfabet (a-z), huruf
arab/hijaiyah, atau huruf lainnya (contoh huruf jawa, kanji, dll).

(example Java, Japanese, etc).
2. Tidak/belum pernah bersekolah adalah anggota ruta berumur 5 tahun ke
atas yang tidak pernah atau belum pernah terdaftar dan tidak
pernah/belum pernah aktif mengikuti pendidikan baik di suatu jenjang
pendidikan formal maupun non formal (Paket A/B/C), termasuk juga yang
tamat/belum tamat taman kanak-kanak tetapi tidak melanjutkan ke
sekolah dasar.
2. Not/never attending school is household member aged 5 years and
over who has never attended or never been registered in a formal or
non formal education (Package A, B, and C). Those who just
completed kindergarten are considered as never attended school.
3. Pendidikan formal adalah jalur pendidikan yang terstruktur dan
berjenjang yang terdiri atas pendidikan dasar, menengah, dan pendidikan
tinggi, meliputi SD/MI/sederajat, SMP/MTs/sederajat,
SMA/MA/sederajat, dan Perguruan Tinggi.
3. Formal education is the hierarchically structured, chronologically
graded education system, includes primary school, secondary school,
and tertiary school.
4. Pendidikan non formal adalah jalur pendidikan diluar pendidikan formal
yang dapat dilaksanakan secara terstruktur dan berjenjang, meliputi
pendidikan kecakapan hidup (kursus), Pendidikan Anak Usia Dini (PAUD),
pendidikan kepemudaan, pendidikan pemberdayaan perempuan,
pendidikan keaksaraan, pendiidkan keterampilan, dan pelatihan kerja,

pernah terdaftar dan aktif mengikuti pendidikan baik di jenjang
pendidikan formal maupun non formal (Paket A/B/C), tetapi pada saat
pencacahan tidak terdaftar atau tidak aktif mengikuti pendidikan lagi.

and over who had enrolled and participated in formal or non formal
education (Package A, B, and C), but currently does not attend
school.
7. Pendidikan tertinggi yang ditamatkan adalah jenjang pendidikan
tertinggi yang ditamatkan oleh seseorang, ditandai dengan
sertifikat/ijazah.
7. Highest Educational Attainment is the highest education level
completed by an individual.
8. Tamat sekolah adalah menyelesaikan pelajaran yang ditandai dengan
lulus ujian akhir pada kelas atau tingkat terakhir suatu jenjang pendidikan
formal dan non formal (Paket A/B/C) di sekolah negeri maupun swasta
dengan mendapatkan tanda tamat belajar/ijazah. Seseorang yang belum
mengikuti pelajaran pada kelas tertinggi tetapi sudah mengikuti ujian
akhir dan lulus, dianggap tamat sekolah.
8. Completed particular level of education is someone who has
completed particular level of education in private or public school
and accepting graduation certificate. Someone who has never
attended the highest grade but passed the final exam is considered
as completed particular level of education.
9. Angka Partisipasi Sekolah (APS) adalah proporsi penduduk pada
kelompok umur jenjang pendidikan tertentu yang masih bersekolah
terhadap penduduk pada kelompok umur tersebut.

with the status still school divided by the population age group.

10. Angka Partisipasi Murni (APM) adalah proporsi penduduk pada kelompok
umur jenjang pendidikan tertentu yang masih bersekolah pada jenjang
pendidikan yang sesuai dengan kelompok umurnya terhadap penduduk
pada kelompok umur tersebut.
10. Net Enrollment Ratio (NER) is enrollment of the official age group
for a given level of education expressed as a percentage of the
corresponding population.
11. Pendidikan prasekolah adalah pendidikan yang diselenggarakan sebelum
jenjang pendidikan dasar, baik melalui jalur pendidikan formal maupun
non formal.
