This document discusses open governance and civic hacking. It notes that hackers may be individuals but civic hackers form a network. It advocates for open technologies like open data visualization and collaborative tools. It also advocates for open culture where code, content and relations are open by default, there is a code of conduct, and work is done through releasing early and often. Humor and fun are also encouraged. Open governance is discussed as a multi-stakeholder model involving global digital citizens. Concerns about open washing are also raised.
