2 Job Description
2.1 HSE Manager
 Strict implementation of Saudi Aramco/POSCO E&C safety Plan and procedures at
site.
 Be familiar with the Project emergency procedures.
 Conduct safety Kick off Meeting with subcontractor and explain PMT/Client Safety
requirement.
 Ensure all Contractor & Subcontractor employee attend safety induction class before
commence activity at site.
 Conduct & participate in the site safety training and toolbox & meetings.
 Conduct Weekly Monthly Safety Meeting with Subcontractor Safety & Construction
team
 Arrange Emergency Evacuation Drill, Fire Drill, Medical Drill ,
 To assist the project construction team in day to day safety requirements.
 To ensure that adequate risk assessments and Work Permit are carried out and that
control measures are implemented and monitored.
 Leads and participates in investigation and analysis of near miss and incidents to
determine root cause of each Near Miss and incident and the required corrective /
preventive actions to prevent reoccurrence.
 Ensure and Maintain Log Books near miss and incident report
 Carry out regular site inspections to check policies and procedures are being
properly implemented.
 Keep records of inspections ,MOM and management Walkthrough findings ,
 Ensure the safe installation & Inspection of equipment.
 Enforce company PPE, Welfare and Housekeeping and general site safety rules.
 Review safety procedures as submitted by the sub-contractors and ensure
implementation are in compliance with contract requirements.
 Coordinate with client /PMT and sub- contractor’s safety department.
 Update & Review Company Plan and Procedure as per amended by PMT or Client,
 Prepare HSE Daily, Weekly & Monthly Report, & Conduct daily safety inspections
and monthly safety audit reports.
 Carry out HSE management Walkthrough together PMT/Client Management Team,
 Ensure Construction Site Safety Program implementation as per standard ,
 Ensure Proper Corrective action taken against PMT/Client observation, and Close on
time,
 To ensure that all records for vehicles, drivers, equipment’s etc., are maintained and
up dated regularly.

 Daily inspect all Work site to monitor safety in every activity at all locations where
the work is performed in such manner, as to avoid any risk or bodily harm to
persons or damage to property.
 Make sure General Safety Signage Banner Posted at designated area is
understandable language to all project employee,
 Co-ordinate with all department to ensure safety practices, Establish and maintain
safe work environment etc., To set as a good example for all Project staff.
2.2 HSE Supervisor – Miguel Morante
 Location: WASIT GAS PLANT
 General Responsibilities
 Advice Management of any unsafe acts/conditions and the mitigating control
measures.
 Conduct periodic site inspection
 Investigate near-miss, accident, and incident.
 Record safety related statistics.
 Assist in the training of employees
 Communicate with stakeholders regarding HSE related matters.
 Liaise with the contractors at site.
 Update management of any related legislation and standards.
 Liaise with the workers at site.
 Main Tasks/Duties
 Engineering of Safety Plans and Procedures to be use in the Project.
 Review Safety Deliverables of Sub-contractor for approval.
 Weekly and Monthly Reporting to Project Management Team.
 Supervising the training of POSCO E&C employees and sub-contractors.
 Processing of Temporary Access Request of POSCO E&C personnel to restricted
areas for Safety Orientation and other purposes.
 Manages and issuance of Safety materials and logistics for employees of POSCO
E&C.
 Assist the HSE Manager in ensuring the competence of HSE staff of sub-
contractor to be use at site.
 Give advice to colleagues and sub-ordinates to execute an activity safely.
 Manage and organize the Department’s documentation and filing system in
relevance to the Quality Management System 9001:2007.
 Advising sub-contractor on HSE related issues and resolving them to continue
activity in a safe manner.
 Supervising a team of safety officers at site to execute what is written on our
Safety Plans.

2.3 Environmental Coordinator – Herman Moral
 Location: WGP, BGP, KGP & Pipeline
 General Responsibilities
 Supports project and site/facility management in fulfilling their Environmental
Health and Safety responsibilities.
 Coordinate the project HSE effort with the company and client requirement.
 Maintain a current knowledge of OSHA standard, client safety standard and
company safety standard.
 Administer project HSE Policies and procedures with focus on potentially
hazardous operations and emphasizing proactive solution.
 Communicate to project management and division managers the progress of the
project safety program.
 Participates in a formal weekly HSE inspection program with a document report
reflecting safety discrepancies and recommendations for appropriate corrective
actions by the responsible party.
 Attend and provides safety input weekly supervisors safety meeting.
 Monitor the implementation of Project Environmental Heal and Safety Program.
 Evaluates and distributes project incident reports, health and safety reports and
records of achievement to the safety manager.
 Main Tasks/Duties
 Environment
 Assigned to maintain safety in area of responsibility and ensure environment
requirements are complied.
 Attend meetings with environmental counterpart from the PMT of Saudi
Aramco and represent also as a Waste Management coordinator.
 Assign as signatory for waste manifest used in the Project and to ensure that
waste are disposed properly out from the vicinity of the project.
 Attended in the camp, office, lay down and worksite for inspection in daily,
monthly and annually basis; received / furnish comments /reports, assisted
corrective actions and submit the documents to the safety manager and client’s
PMT – Loss Prevention and Environment coordinator and the copy to the camp
manager and camp administrator.
 Check food safety if implemented in the food preservation and preparation at
the kitchens, and food consumption in food services at the mess halls of camp.
 Check welfare facilities if maintained and complete in requirements for daily
use and monitor housekeeping if done regularly.
 Assist to check water supply if acceptable, report fuel consumptions and waste

generation in the project and submit monthly environmental reports to HSE
Manager.
 Making logs and reports for record keeping and maintain the necessary
document folders for camp, firefighting equipment, waste management and
environment concerns for audit purposes.
 Check temperature and humidity and coordinates it to the safety supervisors
with regards for the safety codes and safety advice for its application in site.
 Coordinate environment safety matters and concerns to the client’s PMT
representative and delegate the advice from them to the concern supervisor
and safety manager.
 Assisted in the investigation of accidents / incidents, injuries / illnesses, fire,
property damage and other related issues and reports as required.
 Safety
 Enforce company site safety rules and regulations inside the worksite.
 Conducting first day at work orientation to all newly hired employees and
subcontractors and safety trainings.
 Monitor safety toolbox meeting to all project workers prior to start of work
together with field supervisors.
 Participate in weekly safety audit together with all members of safety

 Implement the preparation and inspect of work permits prior to start of
operation as required by clients.

2.4 HSE Supervisor – Manzer Azam

2.5 HSE Supervisor – Shamsher Ali
 Location: Berri Gas Plant
 General Responsibilities
 Be familiar with the company established emergency procedures (HSE PLAN,
CSM)
 Monitoring the Permit to Work (PTWC) every morning before start the job.
 Implement all the safety rules of the company and assist tool box talk to the
worker in safety.
 To ensure that personal protective equipment are in working condition and
being used by workers in hazardous situations.
 To assist the Project site manager & construction manager in day to day safety
requirements.
 Implantation of Company Health Safety & Environment Policy at site.
 Review Safety Procedures as submitted by the Contractors and ensure
implementation is in compliance with Contract requirements.
 Conduct & Participate in The Site safety training or toolbox & meetings.
 Participate in HSE audit Conducted by Client, Consultant as well as theirs
Departments Managers.
 Review Inspection, Test, and Plans as submitted by the Contractors and ensure
compliance with safety requirements.
 Weekly HSE report.
 Monthly HSE progress report.
 HSE management walk through report.
 HSE weekly safety meeting.
 Conduct daily safety inspection as per checklist and record keeping for
documentation.
 Conduct safety induction for new employees & attend weekly safety

 Enforcing the system of reporting including incidents or accidents or near miss
or unsafe act & unsafe condition according to company procedures.
 Briefing about do's & don’ts in case of a fire And Emergency.
 Prepare incident and near miss reports.
 Prepare job safety analysis for specific construction activities.

 Conduct internal safety orientation for new employees at BGP site.
 Arranged safety orientation for employees inside Berri Gas Plant.

2.6 HSE Supervisor – Yousef Buhelaigah
 Location: Khursaniyah Gas Plant & Pipeline
 General Responsibilities
 Supervises all Safety Officers in the construction sites and ensure that safety
rules and regulations are strictly and properly implemented by the project
construction team.
 Provide logistical support to the Safety Officers by providing them all the safety
materials needed in the construction sites.
 Assists the Safety Officers in conducting fire and emergency response drills,
toolbox meetings and other relevant HSE activities.
 Conduct regular safety inspections at construction sites and prepare reports;
 Prepare Monthly inspection for Heavy Equipment accordingly;
 Assists in the safety planning;
 Establishes the guidelines for a safety program and helps the project
construction team through the Project Manager, Construction Superintendent,
Project Engineer, Field Engineer & Foremen to effectively implement the S.

Aramco approved Contractor Site Safety Program, Job-specific and Location-
specific Hazard Identification Program (HIP) & Job Safety Analysis (JSA),
including implementing safety procedures and instruction employees on how to
asses certain hazards.
 Teaches the project construction team techniques for reducing injuries and
accidents on the job site, residential camps, fabrication and lay down yard by
conducting safety drills and meetings such as Toolbox meeting on a regular
basis.
 Ensures that the project construction team has a plan of action for each type of
emergency as well as the equipment and supplies that might be necessary.
Emergency situations on a construction site include electrical shocks or falls.
 It is also the safety supervisor responsibility to make sure the people
understands all the regulations regarding work safety.
 To increase health and safety awareness at all levels within the project site(s).
 To investigate and report on all serious/critical personal injury accidents
occurring to contractor workers, subcontractors, suppliers/vendors and/or
visitors to the appropriate senior official, and to assist in the investigation of all
accidents/incidents that result in substantial damage to company’s facilities,
equipment, materials and vehicles.
 To investigate and report on complaints of hazardous working conditions to the
Safety Coordinator, Safety Manager and other Senior staff.
 To respond to employee’s safety concerns;
 To assist the Contractor’s Joint Occupational Health and Safety Committee;
 To respond to fires and other emergencies on or about the Company’s property;
 Responsible for the emergency response in case of personal injury by providing
first aid and immediate transport of injured personnel to the hospital for
appropriate medical treatment.
 To receive reports from and respond to orders issued by client’s safety
advisors/representatives and Ministry of Labor and Civil Defense inspectors.
 To arrange for Occupational and Health and Safety Testing and/or evaluations
of the workplace by external agencies/consultants as may be necessary;
 To coordinate the training of personnel in areas of safety, including First Aid,
CPR, accident prevention and investigation, work place inspections and other
matters related to implementing safety procedures in company’s facilities;
 To coordinate the company’s emergency procedures and act as the company’s
emergency on-site coordinator;
 To assist the executive management, operations supervisors and staff in
emergency preparedness;
 To liaise with the Fire Department regarding emergency procedures,
communications and fire safety education programs;
 To manage all safety materials for effective distribution to all jobsites as
required by the works.

officer and ensure strict implementation of company’s security rules and

 Responsible for the medical and health safety such as first aid and medical
emergency response of the contractor’s personnel and subcontractors.

2.7 HSE Officer – SungWan Park
 Location: Berri Gas Plant
 General Responsibilities
 Be responsible and accountable for the proper performance of field safety
officer under my authority
 Be empowered in writing by my management to stop their own work and work
related to the contract that they deem to be unsafe and take immediate
corrective actions as needed
 Understand safety and health requirements of the contract.
 Conduct safety kickoff meetings with subcontractors to explain site-specific
safety requirements and expectations.
 Provide/assist with safety training for personnel.
 Communicate safety rules and standards to the contractor and subcontractor
workforce.
 Main Tasks/Duties
 Safety management of BGP
① Check requirements of heavy equipment
→ Work permit, operator certification, equipment certification, daily check
list, flagman.

 Main Tasks/Duties
 Ensuring compliance with all current legislation, codes of practice and relevant
standards.
 Investigate accidents and dangerous occurrences if required.
 Maintaining proper records.
 Ensuring that equipment is installed correctly and safely.
 Preparing reports by collecting, analyzing, and summarizing regulatory and
compliance data and trends.
 Making regular site inspections in various area including scaffolding,
excavations, confined space, storage areas
 Producing concise reports for managers on Health and Safety matters.

 To attend Tool Box Meeting of Sub-Contractor and carry out site safety
inductions if required.
 Maintaining an audit trail of all H&S documents. Assisting in the documentation
of contractual agreements with third party organizations.
 Check the housekeeping after work.
2.11 Nurse
 Medical Personnel shall be provided by SAMSO approved Health care Provider
(HCP) with contract agreement between POSCO and HCP in compliance with
Minimum Medical Standards Requirements (MMSR) Manual.
 The Site Nurse shall be in charge of the first aid facilities and ensure a prompt
treatment for any worker at all times when work is in progress period.
i. Site Nurse will be responsible in administering first aid cases on site.
ii. POSCO E&C Safety Team shall be checked all first aid cases on a daily basis.
iii. Contractor Medical Clinic Record Log shall be maintained on daily basis and
it should be submitted to site POSCO HSE Department.

Sulfur Railcar Loading Facilities Project SRLF-S-5654-0000 HSE Staff Role and Responsibilities Rev 0 Page 5 of 16 2 Job Description 2.1 HSE Manager  Strict implementation of Saudi Aramco/POSCO E&C safety Plan and procedures at site.  Be familiar with the Project emergency procedures.  Conduct safety Kick off Meeting with subcontractor and explain PMT/Client Safety requirement.  Ensure all Contractor & Subcontractor employee attend safety induction class before commence activity at site.  Conduct & participate in the site safety training and toolbox & meetings.  Conduct Weekly Monthly Safety Meeting with Subcontractor Safety & Construction team  Arrange Emergency Evacuation Drill, Fire Drill, Medical Drill ,  To assist the project construction team in day to day safety requirements.  To ensure that adequate risk assessments and Work Permit are carried out and that control measures are implemented and monitored.  Leads and participates in investigation and analysis of near miss and incidents to determine root cause of each Near Miss and incident and the required corrective / preventive actions to prevent reoccurrence.  Ensure and Maintain Log Books near miss and incident report  Carry out regular site inspections to check policies and procedures are being properly implemented.  Keep records of inspections ,MOM and management Walkthrough findings ,  Ensure the safe installation & Inspection of equipment.  Enforce company PPE, Welfare and Housekeeping and general site safety rules.  Review safety procedures as submitted by the sub-contractors and ensure implementation are in compliance with contract requirements.  Coordinate with client /PMT and sub- contractor’s safety department.  Update & Review Company Plan and Procedure as per amended by PMT or Client,  Prepare HSE Daily, Weekly & Monthly Report, & Conduct daily safety inspections and monthly safety audit reports.  Carry out HSE management Walkthrough together PMT/Client Management Team,  Ensure Construction Site Safety Program implementation as per standard ,  Ensure Proper Corrective action taken against PMT/Client observation, and Close on time,  To ensure that all records for vehicles, drivers, equipment’s etc., are maintained and up dated regularly.

Sulfur Railcar Loading Facilities Project SRLF-S-5654-0000 HSE Staff Role and Responsibilities Rev 0 Page 6 of 16  Daily inspect all Work site to monitor safety in every activity at all locations where the work is performed in such manner, as to avoid any risk or bodily harm to persons or damage to property.  Make sure General Safety Signage Banner Posted at designated area is understandable language to all project employee,  Co-ordinate with all department to ensure safety practices, Establish and maintain safe work environment etc., To set as a good example for all Project staff. 2.2 HSE Supervisor – Miguel Morante  Location: WASIT GAS PLANT  General Responsibilities  Advice Management of any unsafe acts/conditions and the mitigating control measures.  Conduct periodic site inspection  Investigate near-miss, accident, and incident.  Record safety related statistics.  Assist in the training of employees  Communicate with stakeholders regarding HSE related matters.  Liaise with the contractors at site.  Update management of any related legislation and standards.  Liaise with the workers at site.  Main Tasks/Duties  Engineering of Safety Plans and Procedures to be use in the Project.  Review Safety Deliverables of Sub-contractor for approval.  Weekly and Monthly Reporting to Project Management Team.  Supervising the training of POSCO E&C employees and sub-contractors.  Processing of Temporary Access Request of POSCO E&C personnel to restricted areas for Safety Orientation and other purposes.  Manages and issuance of Safety materials and logistics for employees of POSCO E&C.  Assist the HSE Manager in ensuring the competence of HSE staff of sub- contractor to be use at site.  Give advice to colleagues and sub-ordinates to execute an activity safely.  Manage and organize the Department’s documentation and filing system in relevance to the Quality Management System 9001:2007.  Advising sub-contractor on HSE related issues and resolving them to continue activity in a safe manner.  Supervising a team of safety officers at site to execute what is written on our Safety Plans.

Sulfur Railcar Loading Facilities Project SRLF-S-5654-0000 HSE Staff Role and Responsibilities Rev 0 Page 7 of 16  Communicate with the Saudi Aramco Project Management Team when needed.  Liaise with different departments of SRLF Project in HSE related issues.  Task assigned by the HSE Manager in relation to HSE matters from time to time. 2.3 Environmental Coordinator – Herman Moral  Location: WGP, BGP, KGP & Pipeline  General Responsibilities  Supports project and site/facility management in fulfilling their Environmental Health and Safety responsibilities.  Coordinate the project HSE effort with the company and client requirement.  Maintain a current knowledge of OSHA standard, client safety standard and company safety standard.  Administer project HSE Policies and procedures with focus on potentially hazardous operations and emphasizing proactive solution.  Communicate to project management and division managers the progress of the project safety program.  Participates in a formal weekly HSE inspection program with a document report reflecting safety discrepancies and recommendations for appropriate corrective actions by the responsible party.  Attend and provides safety input weekly supervisors safety meeting.  Monitor the implementation of Project Environmental Heal and Safety Program.  Evaluates and distributes project incident reports, health and safety reports and records of achievement to the safety manager.  Main Tasks/Duties  Environment  Assigned to maintain safety in area of responsibility and ensure environment requirements are complied.  Attend meetings with environmental counterpart from the PMT of Saudi Aramco and represent also as a Waste Management coordinator.  Assign as signatory for waste manifest used in the Project and to ensure that waste are disposed properly out from the vicinity of the project.  Attended in the camp, office, lay down and worksite for inspection in daily, monthly and annually basis; received / furnish comments /reports, assisted corrective actions and submit the documents to the safety manager and client’s PMT – Loss Prevention and Environment coordinator and the copy to the camp manager and camp administrator.  Check food safety if implemented in the food preservation and preparation at the kitchens, and food consumption in food services at the mess halls of camp.  Check welfare facilities if maintained and complete in requirements for daily use and monitor housekeeping if done regularly.  Assist to check water supply if acceptable, report fuel consumptions and waste

Assisting in the documentation of contractual agreements with third party organizations.  Check the housekeeping after work. 2.11 Nurse  Medical Personnel shall be provided by SAMSO approved Health care Provider (HCP) with contract agreement between POSCO and HCP in compliance with Minimum Medical Standards Requirements (MMSR) Manual.  The Site Nurse shall be in charge of the first aid facilities and ensure a prompt treatment for any worker at all times when work is in progress period. i. Site Nurse will be responsible in administering first aid cases on site. ii. POSCO E&C Safety Team shall be checked all first aid cases on a daily basis. iii. Contractor Medical Clinic Record Log shall be maintained on daily basis and it should be submitted to site POSCO HSE Department.
