2. THE CONSTITUTION
The constitution is the supreme law of a state
or country with sovereign right. It is the
established organization approved by law.
On December 6, 1978 King Juan Carlos
sanctioned the Spanish Constitution. After
the 1977 elections, a constitutional
commission was created to draft the
constitution and when they finished after
many months of work, a referendum was
convened to approve it into law in 1978.
3. CHARACTERS
Juan Carlos the First: He was king of Spain
from 1975 to 2014. He sanctioned the
Spanish constitution in 1978.
Gabriel Cisneros Laborda: He belonged to
the “Union de Centro Democrático party
(UCD). He took part in the drafting of the
constitution. He was a member of
parliament and Director of Social Services
in the departments of Interior and Health,
positions which he occupied until 1979.

5. Manuel Fraga Iribarne:Member of
parliament for Alianza Popular party
(AP), of which he was a founding father.
He was Minister for the departments of
information and Tourism during the
Franco regime. He was also a Spanish
ambassador in London, vice president
of the Spanish Internal affairs
department and a member of
parliament during the Spanish
transition.
6. Gregorio Peces Barba
Martinez:During the drafting of
the Spanish constitution he was
a member of the Partido
Socialista Obrero Español
(PSOE) party. He held important
positions during his career such
as president of parliament or
general secretary in the Institute
of Human Rights.
