The Constitution of India guaranteed different provisions for socio -economic and political development of all sections of people by enjoying all their potential and rights as a citizen. There is no distinction or difference among the people of the country in terms of law under the Constitution in India. But how far these provisions of the constitution are implemented or in what way these provisions are enjoying by the Indian citizen or what are the factors that disturbed to the fulfillment of these provisions etc are the questions that need to be studied in an academic way and that will have to transmit to the civil populac. This small paper is a humble attempt to discuss about the policies and programmes of the Government of India for the welfare and development of women, and the real position of women, who are facing different problems in the name of different customs, cultures, traditions etc.
Trafficking is a crucial violation of human rights and is considered as a form of slavery all over the world. Women and children, particularly, are in great demand in so far as the different sites of trafficking are concerned.

The National Policy for Older Persons (NPOP) 1999 India Sailesh Mishra
The Indian government after many years of debate finally declared the National Policy of the Older Persons in January 1999, the International Year of the Older Persons. The policy highlights the rising elderly population and an urgent need to understand and deal with the medical, psychological and socio-economic problems faced by the elderly. However what the policy did emphasize was on the dominant role the non governmental organizations should play to assist the government in bringing forth a society where the needs and the priorities of the elderly are taken into account. It recognized the Older Persons as a Resource of the Country.

Universalisatio n of Education (UE)
UE was launched in 2000 with the primary objective of achieving Universalization of elementary education before 2010 with time bound integrated approach in participation with the states. The project aimed at completion of five years of primary schooling for all children by 2007 and completion of eight years of schooling by 2010 along with reduction of gender and social gaps. The expenditure was to be shared in the basis of 85:15 in the ninth plan and 75:25 from the tenth plan onwards. The SSA wanted to bring about the change in the following areas: Teacher training, improvement in quality of education, provision of teacher training materials, establishment of cluster groups for support and education guarantee centers.
The Australian Government has committed to remaining a firm and persistent advocate and practical supporter of gender equality, and has identified gender equality as a critical cross-cutting theme across the aid program. Three of the ten development objectives of An Effective Aid Program for Australia specifically address gender equality and the empowerment of women.
These are:
empowering women to participate in the economy, leadership and education;
saving lives of poor women through provision of quality maternal health care services; and enabling more girls to attend school.
Gender equality is central to economic and human development and to supporting women’s rights. Equal opportunity for women and men supports economic growth and helps to reduce poverty. To deliver real results and improve the lives of women and men, their families, and their communities,
Australia will organise the work on gender equality and women’s empowerment around four pillars:
1. Advancing equal access to gender-responsive health and education services.
2. Increasing women’s voice in decision-making, leadership, and peace-building.
3. Empowering women economically and improving their livelihood security.
4. Ending violence against women and girls at home, in their communities, and in disaster and conflict situations.
Australia will continue to invest strongly in improving gender equality across the aid program with a focus on what works, is effective aid and achieves results. This will include a more strategic and targeted focus in the areas where progress has been slow: women’s economic empowerment, women’s leadership, and ending violence against women. We expect the highest levels of expenditure in countries with the most severe gender gaps and constraints, including fragile states and conflict-affected countries.

- Men and women of full age, without any limitation due to race, nationality or religion, have the right to
marry and to found a family. They are entitled to equal rights as to marriage, during marriage and at its
dissolution. Marriage shall be entered into only with the free and full consent of the intending spouses.

9. Social Protection and Social Exclusion
The set of policies and programs that protect people against
risk and vulnerability is usually referred to as social
protection.
ILO: LO has placed Labour Market Policies (LMPs) at the core
of their social protection strategies.
ADB: ADB has expanded its scope of social protection
intervention and LMPs to areas such as child labour,
strengthening employment statistics, labour retrenchments
and legislation.
World Bank: World Bank strategy for social protection
revolves around its concept of Social Risk Management.
10. Global Objective
Protection
of
the
Social
The global objective of the social protection sector is to:
build a social protection system that tackles poverty and
inequality, enables the poor to move out of poverty, helps
reduce vulnerability and protect people from shocks, helps
improve health and education among the community and
contributes to economic growth.
11. National Social Protection Strategy
Pakistan National Social Protection Strategy aims to develop an
integrated and comprehensive social protection system, covering all
the population, especially the poorest and the most vulnerable.
The goals of the Strategy are:
•
To support chronically poor households and protect them
against destitution, food insecurity, exploitation, and social
exclusion;
•
To protect poor and vulnerable households from the impact
of adverse shocks to their consumption and wellbeing that, if not
mitigated, would push non-poor households into poverty, and poor
households into deeper poverty; and
•
To promote investment in human and physical
assets, including health, nutrition, and education, by poor
households capable of ensuring their resilience in the medium run
and of interrupting the intergenerational cycle of poverty.

18. Conclusion
