This document presents a case study of the Enschede Council in the Netherlands and their use of social media for local politics. It introduces a Social Media Participation Model used to analyze the council's social media use, sense of community, and community engagement over time. The study found the council's social media presence had limited effect on community participation and engagement. While there was a negative correlation found between social media use and sense of community, no significant causal relationship could be determined. More refined measurements were suggested.
