PROGRAM TITLE:
SAN NICOLAS ELEMENTARY SCHOOL 2023 TEAM BUILDING
BACKGROUND/RATIONALE
The Gender and Development (GAD) budget was introduced through the General Appropriations
Act (GAA) in 1995 as “The Women’s Budget” to support with actual resources to the implementation of
programmes and projects on the ground focused on gender advocacy and commitment to women empowerment.
This policy directs all government departments and agencies to allocate a minimum of five percent (5%) of their
total annual projects for Gender Programs, projects and activities. It has been an important feature of the annual
GAA and further strengthened by the Magna Carta of Women (RA 9710)
Along with this, San Nicolas Elementary School 2023 Gender and Development Program with its following
components:
1. AWARENESS OF GENDER ISSUES AND CONCERNS
Republic Act 9710. Known as Magna Carta of Women (MCW) is a comprehensive women’s
human rights law that seeks to eliminate discrimination through recognition, protection, fulfillment, promotion, of
the rights of the Filipino women. It conveys a framework of rights for women based directly on international law.
The MCW establishes the Philippine government’s pledge of commitment to the Convention on the Elimination of
all Forms of Discrimination Against Womens (CEDAW) Committee on its 36th session in 2006 and to the UN
Human Rights Council on its first Universal Periodic Review in 2009.It is the local translation of the provisions of
the CEDAW, particularly in defining gender discrimination, state obligations, substantive equality and temporary
special measures. It also recognizes human rights guaranteed by the International Covenant on Economic, Social
and Cultural Rights (ICESCR)
Likewise, Joint Memorandum Circular 2013-01, guidelines on the localization of the Magna Carta
for Women articulated in 2.2 Pursue women’s empowerment and gender equality pursuant to RA 7160 or the
Local Government Code of 1991 (LGC), the General Appropriations Act (GAA). The MCW and other international
commitments particularly the Convention on the Elimination of all forms of Discrimination Against Women
(CEDAW), the Beijing Platform for Action (BPA): and the Millenium Development Goals (MDGs) and adopt gender
mainstreaming as strategy to promote and fulfill women’s human rights and eliminate gender discrimination and
government systems, structures, policies, programs, processes, and procedures as mandated by the MCW.
Pursuant to the above mentioned joint memorandum 2013-01. San Nicolas Elementary School will have its 2023
GAD Awareness Program on Gender Issues and Concerns among teaching and non-teaching personnel with the
following programs
 Seminar about Awareness on D.O no. 40 s. 20212 Deped Child Protection Policy
2. MENTAL HEALTH PROGRAMS
Provincial Government Ordinance No. 548. An ordinance Enacting the Gender Development Ordinance of the
Province of Pampanga and for the other Purposes otherwise known as the Gender Development Ordinance of the
Province of Pampanga declared the policy of the province to promote and protects the rights,interests, and
opportunities of women and girls that will enable women to thereby ensuring equality among men and women and
boys and girls that will enable women to participate actively in the task of the nation building. Towards this end,
the Province of Pampanga shall endeavor to free women and and girls from any discrimination: and shall uphold

and promote the rights of women and girls which are enumerated therein : (one of which is) “ the right to have the
adequate nutrition and proper health care”
Pursuant to the above mentioned ordinance San Nicolas Elementary School will have its GAD Health Program for
the parents with the following Program

 Distribution of School VAWC flyers
OBJECTIVES:
Terminal Objective:
At the end of the program, the clients will be able to initiate and adopt sustainable and efficient programs,
projects, and services to effectively promote gender equality and women empowerment. To promote
effective economic development programs. Provide the infrastructure support for mobility and
accessibility of all.
Specific Objectives:
1. To raise awareness of the problem of violence and the elimination of all forms of violence
against women and girls.
2. Encourage and support advocacy campaigns and capability-building activities on the prevention
of child abuse, violence, exploitation, discrimination, bullying, etc.
