Solid waste management is a major financial and environmental problem in the United States. Vast amounts of paper, plastic, aluminum and other materials are thrown away each year, representing billions of dollars in avoidable costs and lost revenue opportunities. Communities should treat solid waste disposal like other utilities by metering the amount of trash generated. Cities that have implemented trash metering programs have significantly reduced the amount of solid waste produced, with declines ranging from 41-59% over time periods of 3 months to 8 years.
