Urban Design and Street Typology: Do They Matter?William Riggs
Despite a growing body of work defining the benefits and methods to encourage multi-modal travel, only a small body of research has worked to fuse urban design and complete street philosophies. Based on work recently published in the Journal of Planning Education and Research on street design and two-way street conversions, Dr. William Riggs will discuss how street typologies and complete streets dialogues are linked, and how urban design policies might be advanced to facilitate safer and more livable streets.

This report is a synthesis of the ideas generated from a day-long design charrette in June 2011, and represents the community’s vision for a new waterfront open space. MAS released the report to the NYC Economic Development Corporation (EDC) and their consultant for the project, AECOM, with the intention of guiding the future transformation of the former Con Ed Pier into a new community park.
This is the turning point for waterfront access along the East Side of Midtown and is a continuation of MAS’ long standing commitment to bringing New Yorkers back to the waterfront and ensuring that the communities have a voice in shaping their future.
This is the final presentation given on October 4, at 5:30pm in the City Council Chambers. Mayor Keyserling gave an introduction, followed by Demetri Baches. Craig Lewis presented the work produced at the charrette, which went from Sept. 27-Oct. 4.

Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

Rehabilitation Strategic Plan

In 2013 the Strategic Plan for the rehabilitation of the
Gardiner Expressway (developed by McCormick Rankin ) the
plan:
o identified immediate, short and long term rehabilitation needs of Gardiner;
o developed an implementation schedule for the necessary rehabilitation works
to maintain the Gardiner in a safe and serviceable condition; and,
o Took into consideration:
• previous rehabilitation work;
• User impacts and associated costs;
• Capital costs, Life cycle costs, Cash Flow requirements; and
• Assumed traffic restrictions of no more than a single lane closure in each
direction.

In 2014, Staff presented the Strategic Rehabilitation plan to the
Public Works Committee and City Council.
On April 2, 2014 City Council:
o approved the “Accelerated Construction” approach for Gardiner
Rehabilitation reducing the traffic impacts for the anticipated work from 20
years to 12 years
o directed to report back with analysis of project delivery models and
procurement options.
On June 10, 2014, Council authorized retention of Infrastructure
Ontario for the purposes of preparing a procurement options
analysis in support of the implementation of the Strategic Plan

Editor's Notes
The Expressway is 18 km long extending from Highway 427 in the west to Logan Ave. in the east.
The Expressway is divided into two sections: At-Grade & Elevated
The “at-grade” section is 11 km long and extends from approximately from Highway 427 to 300m east of Dufferin Street.
The at-grade section includes 32 structures consisting of bridges, retaining walls and culverts
The “elevated” section is 7 km long and extends from east of Bathurst Street to the DVP ramp.
The elevated section consists of 335 spans on top 334 bents. It also includes 17 ramps
We are undertaking a detailed analysis of available project procurement models including:
Traditional delivery- the way we have been undertaking projects to date
P3- this is another method of project delivery, which we will discuss briefly in the slides that follow
In Ontario, P3 is also knows as “AFP”, or “Alternative Financing and Procurement”
Not all projects are suitable for delivery as P3s.
A detailed analysis needs to be undertaken to determine the optimal project delivery method
We are also required to investigate P3 procurement methods to receive financing under the above 2 federal funds.
Funding under the P3 Canada Fund is provided only for projects that are delivered as P3s.
This means not just any P3, but an in depth analysis must demonstrate that there is a positive “value for money” in undertaking a P3 for a particular project
The New Building Canada fund also funds projects that are not P3s.
All projects estimated at $100 million and more must undergo a P3 screen.
If this screen indicates that a particular project may be suitable for delivery as a P3, then a further “procurement options analysis” must be prepared and submitted in order to be considered for funding
There are various types of P3 models.
You will note that we are not talking about privatization. That appears at the top of this chart, above the various P3 models.
For this project, we are considering a model of a Design-Build-Finance-Operate-Maintain nature
This means that a private sector partner would design, construct, and finance the construction of the asset.
Post-construction, the private sector partner would be responsible for life cycle maintenance, and operations over a long-term concession contract
This slide compares traditional project delivery, with a P3
On the left hand side, under a traditional method, the public sector partner keeps all of the risks shown in blue, transferring only the construction risk to the private sector. This means that the private sector partner is responsible only for construction of the asset
In comparison, on the right hand side of the slide, under a P3, the risks shown in blue are transferred to the private sector partner. That is, project design, construction, financing (ie until the public sector provides payment), and life cycle maintenance as well as operations
