This document discusses designing an ontology for the agriculture domain in India using semantic web technologies. It aims to integrate dispersed government agricultural data through semantic linking. The methodology involves identifying concepts, establishing relationships between subjects and objects, and defining rules to guide querying. An agricultural ontology model is designed using Protégé with various components. RDF datasets are generated and stored in a database to enable complex querying of the data through a SPARQL endpoint. The system seeks to provide farmers and stakeholders easier access to consistent agricultural information and services. Future work will expand the ontology and integrate additional domain components to better share resources across different areas.

(CSF) for the adoption of big data in the government. It includes the critical success
factor of the adoption of Big Data in the government in the last 10 years. It presents
the general trends that examine 183 journals and numerous literary works related to
government operations, the provision of public services, citizen participation, decision
making and policies, and governance reform. We selected 90 journals and found 11
classification factors that refer to the successions of a Big Data adoption in the
government

The aim of this study is to provide an introductory presentation of the concept of human recourse information system in theoretical framework and to identify the degree of satisfaction of uses Human resource information systems in Jordan. A questionnaire was justified and developed by the researcher to measure the performance of employees based on previous studies was applied to (95) employees at public sector in Jordan. The study was using SPSS to analyses data. The results indicate that employees at public sector in Jordan there were a statistically significant relationship between the planning, recruitment, training and development, performance appraisal, compensation and incentives, and career planning and performance of employees. However the sample reported a significant in the seven hypotheses and accepted but the hypotheses (Ha1, Ha2 and Hb1) is rejected. The study have recommendations should gives more attention to focus on.

Context-aware services are attracting attention of world as the use of web services are rapidly growing. We designed an architecture of context-aware semantic web which provides on demand flexibility and scalability in extracting and mining the research papers from well-known digital libraries i.e. ACM, IEEE and SpringerLink. This paper proposes a context-aware administrations system, which supports programmed revelation and incorporation of setting dependent on Semantic Web administrations. This work has been done using the python programming language with a dedicated library for the semantic web analysis named as “Cubic-Web” on any defined dataset, in our case as we have used a dataset for extracting and studying several publications to measure the impact of context aware semantic web application on the results. We have found the average recall and averge accuracy for all the context aware research journals in our research work. Moreover, as this study is limited journal documents, other future studies can be approached by examining different types of publications using this advance research. An efficient system has been designed considering the parameters of research article meta-data to find out the papers from the web using semantic web technology. Parameters like year of publication, type of publication, number of contributors, evaluation methods and analysis method used in publication. All this data has been extracted using the designed context-aware semantic web technology.

Big data analytics allows a vast amount of structured and unstructured data to be effectively processed so that correlations, hidden patterns, and other useful information can be mined from the data. Several open source big data analytic tools that can perform tasks such as dimensionality reduction, feature extraction, transformation, optimization, are now available. One interesting area where such tools can provide effective solutions is transportation. Big data analytics can be used to efficiently manage transport infrastructure assets such as roads, airports, bus stations or ports. In this paper an overview of two open source big data analytic tools is first provided followed by a simple demonstration of application of these tools on transport dataset.

Contribution of Information and Communication Technology (ICT) in Country’S H...Nader Ale Ebrahim
The aim of this study is to examine the effect of Information and Communication Technology (ICT) development on country’s scientific ranking as measured by H-index. Moreover, this study applies ICT development sub-indices including ICT Use, ICT Access and ICT skill to find the distinct effect of these sub-indices on country’s H-index. To this purpose, required data for the panel of 14 Middle East countries over the period 1995 to 2009 is collected. Findings of the current study show that ICT development increases the H-index of the sample countries. The results also indicate that ICT Use and ICT Skill sub-indices positively contribute to higher H-index but the effect of ICT access on country’s H-index is not clear.

The main concern in this research is minimizing the total searching time for a given keyword. This can be done if we can pre-establish the idea of getting the data belonging to the searching keyword. The primary and secondary key-code generated by the Double Metaphone Algorithm for each word is used to establish that idea about the word. This algorithm is used for creating the map of the original database, through which the keyword is matched against the data.

Mining in Ontology with Multi Agent System in Semantic Web : A Novel Approachijma
A large amount of data is present on the web. It contains huge number of web pages and to find suitable
information from them is very cumbersome task. There is need to organize data in formal manner so that
user can easily access and use them. To retrieve information from documents, there are many Information
Retrieval (IR) techniques. Current IR techniques are not so advanced that they can be able to exploit
semantic knowledge within documents and give precise results. IR technology is major factor responsible
for handling annotations in Semantic Web (SW) languages. With the rate of growth of web and huge
amount of information available on the web which may be in unstructured, semi structured or structured
form, it has become increasingly difficult to identify the relevant pieces of information on the internet. IR

Knowledgeable representation languages are used for retrieving information. So, there is need to build an
ontology that uses well defined methodology and process of developing ontology is called Ontology
Development. Secondly, Cloud computing and data mining have become famous phenomena in the current
application of information technology. With the changing trends and emerging of the new concept in the
information technology sector, data mining and knowledge discovery have proved to be of significant
importance. Data mining can be defined as the process of extracting data or information from a database
which is not explicitly defined by the database and can be used to come up with generalized conclusions
based on the trends obtained from the data. A database may be described as a collection of formerly
structured data. Multi agents data mining may be defined as the use of various agents cooperatively
interact with the environment to achieve a specified objective. Multi agents will always act on behalf of
users and will coordinate, cooperate, negotiate and exchange data with each other. An agent would
basically refer to a software agent, a robot or a human being Knowledge discovery can be defined as the
process of critically searching large collections of data with the aim of coming up with patterns that can be
used to make generalized conclusions. These patterns are sometimes referred to as knowledge about the
data. Cloud computing can be defined as the delivery of computing services in which shared resources,
information and software’s are provided over a network, for example, the information super highway.
Cloud computing is normally provided over a web based service which hosts all the resources required. As,

This article as part of an Enhanced Genetics Project assumes special significance in the light of emergence of electronic mode of data collection system. Pen and paper method of data collection although very familiar to field people, but is generates the errors and requires digitization and data cleaning. The software solution surveying is easier mode of ensuring uniformity in data collection, reducing errors and better storage and analysis of data. In this regard, this article gives a clearer picture of the digital tablet based data collection system employed part of the Enhanced Genetics Project across 49 selected Data Recorders (Data Enumerators) in Maharashtra, Uttar Pradesh, Jharkhand, Punjab, Odisha, Gujarat, Andhra Pradesh, Rajasthan, and Bihar. The manual outlines the processes to be fulfilled by the digital mobile based solution, the user interface involved and the software and hardware infrastructure to support such a platform independent system. In this project we have enrolled the 33,293 dairy animals and collecting there production, reproduction, body weight data, as well as, collecting the baseline & herd management information of that farm. This system increase Data Accuracy GPS (Global Positioning System) enabled data collection system for genomic evolution. This is very unique software solution developed for to collect the structured phenotype data of the dairy animals in Indian conditions on realtime basis. As well, show case the robust data collection system for the Genomic Selection for dairy animal’s initiative. This sub-system also focused on the various activities and operations related to molecular biological laboratory. In this software solution system the two major feedback systems for actively participation of the farmers were participation certificate and Graphical Animal Ranking system for the farmer and animal. The locational data collection with seamless interfacing with the user and the data repository for Genetic Improvement Data collection system. Data capture system was quite successful in gathering field phenotype data for Genetic Improvement Program in the complex dairy production system like India.

Stacked Generalization of Random Forest and Decision Tree Techniques for Libr...IJEACS
The huge amount of library data stored in our modern research and statistic centers of organizations is springing up on daily bases. These databases grow exponentially in size with respect to time, it becomes exceptionally difficult to easily understand the behavior and interpret data with the relationships that exist between attributes. This exponential growth of data poses new organizational challenges like the conventional record management system infrastructure could no longer cope to give precise and detailed information about the behavior data over time. There is confusion and novel concern in selecting tools that can support and handle big data visualization that deals with multi-dimension. Viewing all related data at once in a database is a problem that has attracted the interest of data professionals with machine learning skills. This is a lingering issue in the data industry because the existing techniques cannot be used to remove or filter noise from relevant data and pad up missing values in order to get the required information. The aim is to develop a stacked generalization model that combines the functionality of random forest and decision tree to visualization library database visualization. In this paper, the random forest and decision tree techniques were employed to effectively visualize large amounts of school library data. The proposed system was implemented with a few lines of Python code to create visualizations that can help users at a glance understand and interpret the behavior of data and its relationships. The model was trained and tested to learn and extract hidden patterns of data with a cross-validation test. It combined the functionalities of both models to form a stacked generalization model that performed better than the individual techniques. The stacked model produced 95% followed by the RF which produced a 95% accuracy rate and 0.223600 RMSE error value in comparison with the DT which recorded an 80.00% success rate and 0.15990 RMSE value.

The large amount of information on web has led to impossible accurate search and integration of the information. One of the attractive procedures for facing the redundancy of information is the Semantic Web (SW). So, to structuring the information, improving the searches and presenting the meaning of the information, a technology is needed to create relationship between the existing information in the World Wide Web (WWW) and find the clear meaning among them. SW has meaningful relationship among information and is able to revolute the Information Retrieval (IR) method in web environment. SW is the development of the existing web by equipping it with the semantic cognitive elements and content mining, and then a combination of the continuous and accurate information will be produced. The SW creates a procedure by which information will be understandable for the machines. It is possible to suppose the SW as an effective way for presenting information in the web or as a global and universal link to the information database. In the web environment, there is need for a tool for integration of the information and techniques for processing the information because of the non-heterogeneous and non-concentrated information resources. Ontology is a suitable solution for fast and right access to the common information. utmost important in this sector in view of time bound farm activities involved in all stages of the
crop cycle [9]. Population and Agriculture is closely related according to FAO, UN and every
country should make their strategy accordingly to reduce the cost of generation of census data
and plan better. India is so vast and rich in varied agricultural product and its produces that
distribution of products and service access remains untouched to some parts of the country. One
major component of an progressive workplace is ICT accessibility - including websites and
intranets. In this connection semantic web technology is well suited to facilitate the services and
manage the resource distribution through proper management of knowledge base. Semantic web’s
support for linked data is one of the solution to integrate all data sets and information spread
across the various URL sites, that promises the availability of information and data at any time
any were in the web. Making a consistent data available in web is one of the challenge and
difficult to maintain. Semantic web’s RDF data support is the building blocks for developing
ontology of any domain of interest. Our agriculture domain ontology is based on this RDF data
and because of its inherent powerful feature of machine readability, representation of information
and dynamic linking with other information datasets is amazing over XML based datasets. We
are using Protégé framework to design and develop the our agricultural model and generate RDF
data set to further use in query building and searching techniques. Also Oracle database has been
used to store RDF/OWL datasets to enhance the farmers database. We also used SPARQL end-
point for querying the RDF datasets. Rest of the paper is organized as - In section 2, we first
briefly describe in the Indian scenario and shortcomings in agricultural domain which eventually
builds a motivation for building such integrated development environment. Section 3 describes
methodology of design and development. Section 4 we have design a logical Agriculture
Ontology model to generate RDF/OWL format. Section 5 defines the query processing over
SPARQL end-point. Section 6 describes the future scope for enhancement and section 7 includes
conclusion.
2. INDIAN AGRICULTURE AND ITS RESOURCE DISTRIBUTION - A
CHALLENGE FOR SEMANTIC WEB TECHNOLOGY
Well this is fine to rate our agriculture in the world scenario, but still we have some of the
unfinished agenda in land reform, quantity and quality of water available, technological fatigues,
access to information and data, adequacy and timeliness of institutional credit, etc. Adverse
meteorological factors add to these problems. The worst affected are small and marginal farmers,
tenants and share croppers, landless agricultural labour and tribal farmers, since their coping
capacity is very limited[14]. Women suffer more since they have little access to institutional
credit or organized extension support. Under these initiatives, Ministry of Agriculture Govt. of
India itself has number of websites and portals for different divisions, directorates and projects
related to various departments is currently existing. However these websites do not share web
services among them and hence contents are static, non-consistent, non-integrated. Many time
farmers and other stakeholders in the agricultural sector have to visit multiple websites to trace
the desired piece of information or to avail a single service. Because of the varied technology
standards, look-and-feel and aesthetics involved in these sites resulting a lot of inconvenience to
the user and requires a lot of learning on their part to access the information and services. This
results in repeated efforts, obsolete content, multiple sources of information, mismatch of
information and hence confusing the service consumers.

3. METHODOLOGY
Semantic Data Model for Indian Agriculture Domain for e-governance is using Semantic Web
Technology and is based on RDF/XML/OWL data format of raw unstructured government data
spread across various sites, which is further analyzed by setting trend analysis and spline curve
fitting method in Matlab for interpolation of data into matrix format to minimize the error.
Protégé Framework is used to design and develop our logical model into RDF/XML/OWL format
dataset, which is the immediate objective of our getting well-form validated datasets. Protégé
helps in correlating datasets, defining and describing well among the piece of datasets and

3.3 Set a Rule for Control
Constraints are imposed to set SWRL axioms and laws to guide the search criteria or specific
purpose and move to the right destination dynamically. We use OWL for describing rules to
guide the search path, reasoning and inferring during clients request.
4. AGRICULTURE ONTOLOGY DESIGN – LOGICAL MODEL
This model is an Agricultural Logical Model, there are various associated components attached
with this overall model. We tried to generalized it by depicting its components. Other components
are attached with its characteristic and functionality based on resources input /output and other
concerning dependent bodies. Content management system supports handling all features and
terms available including local datasets structured/unstructured as well as web related resources
such as data available at URLs, which gets processed to get in RDF/OWL format and stored into
database and accessed by various components to provide services to farmers/stakeholders.
Ontology engg. Process helps to do proper analysis and reasoning /inferring of each component
process with demand which will guide through OWL. Analyst /Expert can avail the resources and
do queries of interest. Also can get various generated data /information reports and other form of
resources in return.

5. QUERY PROCESSING
In this section we define the query processing done at SPARQL end-point which takes RDF
format data and generating desired query result if any criteria set for. We have used open link’s

SPARQL end –point to generate query. Query in triplet is generated to see the desired result of
specific interest.

6. FUTURE SCOPE OF WORK
Here in this paper we have drawn an overall idea of querying and searching RDF data by creating
an ontology of agriculture domain through Protégé, there are various other way to develop and
design ontologies using other frameworks. One of the way is to use of Jena/ Sesame that can be
used to process RDF datasets for describing ontology better way. In our future work we are likely
to include axioms and rule language of OWL to query in complex and specific query requirement
to meet the desired result. Also, our effort will go to integrate other components of the agriculture
domain and establish integrity and relations so that every component can share wherever it is
needed.
7. CONCLUSIONS
RDF/OWL dataset has its inherent capacity to establish natural relationship between URLs.
Although it is very unpredictable to draw idea about next URLs network with whom current URL
is trying to make relationship. And there exist a dynamic complex model of class to handle this.
We draw a conclusion by saying Semantic Web Technology has amazing and tremendous power
of mapping complex logical model into graphical model which binds and describes to the
machine to understand that reduces lot of intermediate intricacies to carry out web based linking
URLs with ease. This technology opens a door for intelligence era in web technology.
