The aim of this study is to examine the effect of Information and Communication Technology (ICT) development on country’s scientific ranking as measured by H-index. Moreover, this study applies ICT development sub-indices including ICT Use, ICT Access and ICT skill to find the distinct effect of these sub-indices on country’s H-index. To this purpose, required data for the panel of 14 Middle East countries over the period 1995 to 2009 is collected. Findings of the current study show that ICT development increases the H-index of the sample countries. The results also indicate that ICT Use and ICT Skill sub-indices positively contribute to higher H-index but the effect of ICT access on country’s H-index is not clear.

the introductory computer course were surveyed to try to determine the relationship of CS enrollment and ICT
professionals and the factors contributing to decline in CS enrollments. The results revealed that most of ICT
professionals were developed from CS background. The top reasons for rejecting the CS major, were its’
difficulties and students’ desire to use IT as an application, instead of a construction. These were their weakness
in programming and technical work, but the reasons for choosing the CS major were opposite. Finally, this
paper proposes a revitalization of the CS education framework to reverse the trend of CS enrollment decline.

This study examined the challenges faced by the Pakistani higher education system (HES) in integrating information and communication technology (ICT); it aimed at understanding ICT needs, measuring the increase in ICT demand, determining the relationship between ICT and HES performance, and understanding how the HES copes with the challenges of implementing ICT. The results of these analyses were used as the basis to suggest solutions. The normative Delphi method was applied to evaluate a sample of 30 HES experts randomly selected from urban and rural areas of Pakistan by administering a literature-based 35-item questionnaire. The
experts revealed significant gaps in ICT demand and supply, ICT use, ICT-based higher education problems, and reasons for delays in ICT integration and provided suggestions for developing ICT-driven HES in Pakistan. This
study’s findings suggest that an effective and robust HES ICT policy could greatly improve the status of the Pakistani knowledge-based economy, thus helping establish ICT policy and planning, administration, and integration at the higher education level.

The study aims at measuring the effects of information technology on the transformation of businesses in communication companies in Jordan. The study population consisted of companies' directors as well as their deputies, assistants, advisors, in addition to department managers and their assistants. The total number of the study subjects is 3 designated communication companies in Jordan; these are: Zain, Umniah, and Orange. To achieve the aim of the study, the researcher had prepared a questionnaire which comprises of 45 items covering the three factors of the independent variable (Information Technology): infrastructure, developmental environment, and executive support systems and applications, as well as the three factors of the dependent variable (Transformation of Businesses): operations, organization change, and workers' competence. In order to test the hypotheses, the following three criteria were adequately used: The Medians, the Standard Deviations, as well as the Regression Analysis. The study has reached a number of results; the most notable amongst these results is that there is a positive effect that is statistically significant of information technology on the elements of business transformation in Jordanian communication companies and all of their relating elements.

the industrial revolution 4.0. This research was conducted at the Department of
Physics Education, Musamus University, Merauke, with a sample of 52 people. Data
was collected using questionnaires and analyzed using a simple percentage formula.
The results of the study showed that the students of Physics Education Department
had 76.4% of the overall standard of basic ICT skills. This means that students of the
Department of Physics Education are skilled in using ICT. Based on the results of this
study, it is advisable for policy makers to provide training to students and lecturers

eGovernment focusses on the use of technology to achieve levels of improvement in various areas of government, transforming the nature of politics and relations between the government and citizens. However, in Kenya, just like in other developing nations, many eGovernment projects have either stalled or failed to meet their objectives due to some key organizational factors. This study therefore highlights critical organizational factors affecting eGovernment projects and the nature of their relationships with eGovernment performance. The study employed cross-sectional survey design. Targeting the entire 18 eGovernment projects implemented through the Information Communications Authority of Kenya since 2005. Both primary and secondary data was collected and analyzed based on response from 217 respondents out of the 300 who participated (72% response rate). At the end, it emerged that out of the various organizational factors hypothesized to predict eGovernment projects Performance, only organizational structure, prioritization of deliverables, and organizational culture are critical in Kenyan context. Others identified in previous studies such as future needs of the organization, power distribution, structure, information system strategy alignment, prioritization of deliverables, and training were also important but not critical.

It is important to note that this research started by assessing the basics of ICTs adoption in 2009 which included ICT infrastructure, ICT hardware, software & information system, human resource and ICT Security which is always the initiation stage. ICT strategies and ICT plans should be continuously evaluated to align with institutional visions and missions in order to achieve effective use of ICT in their academic programs in preparation for the future human resource in various fields where they will be required to work. This study adopted Descriptive research design as a framework that guided the entire research process. The study was informed greatly by the theory of Marcus theoretical model of adoption and Continuum approach model. The data was collected through observation, the use of questionnaires and interviews. The data collected was analyzed qualitatively and quantitatively. The findings of this study acts as an ICT needs analysis and it will enable the university and other similar universities in East Africa to enhance acquisition, adoption and integration of ICTs in their academic programs.

“Research Tools” can be defined as vehicles that broadly facilitate research and related activities. Scientific tools enable researchers to collect, organize, analyze, visualize and publicized research outputs. Dr. Nader has collected over 700 tools that enable students to follow the correct path in research and to ultimately produce high-quality research outputs with more accuracy and efficiency. It is assembled as an interactive Web-based mind map, titled “Research Tools”, which is updated periodically. “Research Tools” consists of a hierarchical set of nodes. It has four main nodes: (1) Searching the literature, (2) Writing a paper, (3) Targeting suitable journals, and (4) Enhancing visibility and impact of the research. Several free tools can be found in the child nodes. In this workshop some tools as examples from the part 4 (Enhancing visibility and impact of the research) will be described. The e-skills learned from the workshop are useful across various research disciplines and research institutions.

The study aims at measuring the effects of information technology on the transformation of businesses in communication companies in Jordan. The study population consisted of companies' directors as well as their deputies, assistants, advisors, in addition to department managers and their assistants. The total number of the study subjects is 3 designated communication companies in Jordan; these are: Zain, Umniah, and Orange. To achieve the aim of the study, the researcher had prepared a questionnaire which comprises of 45 items covering the three factors of the independent variable (Information Technology): infrastructure, developmental environment, and executive support systems and applications, as well as the three factors of the dependent variable (Transformation of Businesses): operations, organization change, and workers' competence. In order to test the hypotheses, the following three criteria were adequately used: The Medians, the Standard Deviations, as well as the Regression Analysis. The study has reached a number of results; the most notable amongst these results is that there is a positive effect that is statistically significant of information technology on the elements of business transformation in Jordanian communication companies and all of their relating elements.
The last decade of the twentieth century and the turn of twenty-first century witnessed significant progress in technology in general and information technology and communication in particular. Such progress still continues until today, accelerating with wide quick strides more than ever. This age has produced many mechanisms for manufacturing knowledge and more advanced technological means that have made the globe as a small village. Communication technology, which is represented by the internet, has played a huge rule in transferring information and technological revolution from the north to the south passing by the east and the west at the same time. All of that have had an impact on all political, economic, educational, teaching, social, media, and advertisement systems in all communities.
The term technology is derived from Greek. It consists of two parts, techno, which means skills or art, and logy, which means science or study. Thus, the word technology means the science of performance, science of implementation, or the technical methods to achieve a practical purpose, the science of industrial operation.
ICT has had a significant impact on rural development in India. ICT initiatives have focused on infrastructure development and extending information and communication services from urban to rural areas. ICT can play an important role in many aspects of rural development such as poverty reduction by providing access to markets, education, and healthcare. ICT and e-governance in particular have helped strengthen governance in rural India by improving government processes and facilitating interaction between citizens, businesses, and government agencies. While ICT shows promise for rural development, initiatives must be tailored to local needs and involve stakeholders to ensure benefits are realized and sustained over the long term.

Physics Education, Musamus University, Merauke, with a sample of 52 people. Data
was collected using questionnaires and analyzed using a simple percentage formula.
The results of the study showed that the students of Physics Education Department
had 76.4% of the overall standard of basic ICT skills. This means that students of the
Department of Physics Education are skilled in using ICT. Based on the results of this
study, it is advisable for policy makers to provide training to students and lecturers
that are more intensive given the development of ICT that continues to progress

THE CRITICAL ORGANIZATIONAL FACTORS OF E-GOVERNMENT IN KENYA Editor IJCATR
eGovernment focusses on the use of technology to achieve levels of improvement in various areas of government, transforming the nature of politics and relations between the government and citizens. However, in Kenya, just like in other developing nations, many eGovernment projects have either stalled or failed to meet their objectives due to some key organizational factors. This study therefore highlights critical organizational factors affecting eGovernment projects and the nature of their relationships with eGovernment performance. The study employed cross-sectional survey design. Targeting the entire 18 eGovernment projects implemented through the Information Communications Authority of Kenya since 2005. Both primary and secondary data was collected and analyzed based on response from 217 respondents out of the 300 who participated (72% response rate). At the end, it emerged that out of the various organizational factors hypothesized to predict eGovernment projects Performance, only organizational structure, prioritization of deliverables, and organizational culture are critical in Kenyan context. Others identified in previous studies such as future needs of the organization, power distribution, structure, information system strategy alignment, prioritization of deliverables, and training were also important but not critical.

The main purpose of this was to investigate the progress in this area since 2009 when I conducted a related research in Moi University in Kenya. It is important to note that this research started by assessing the basics of ICTs adoption in 2009 which included ICT infrastructure, ICT hardware, software & information system, human resource and ICT Security which is always the initiation stage. ICT strategies and ICT plans should be continuously evaluated to align with institutional visions and missions in order to achieve effective use of ICT in their academic programs in preparation for the future human resource in various fields where they will be required to work. This study adopted Descriptive research design as a framework that guided the entire research process. The study was informed greatly by the theory of Marcus theoretical model of adoption and Continuum approach model. The data was collected through observation, the use of questionnaires and interviews. The data collected was analyzed qualitatively and quantitatively. The findings of this study acts as an ICT needs analysis and it will enable the university and other similar universities in East Africa to enhance acquisition, adoption and integration of ICTs in their academic programs.

The Effectiveness of Virtual R&D Teams in SMEs: Experiences of Malaysian SMEsNader Ale Ebrahim
The number of small and medium enterprises (SMEs), especially those involved with research and development (R&D) programs and employed virtual teams to create the greatest competitive advantage from limited labor are increasing. Global and localized virtual R&D teams are believed to have high potential for the growth of SMEs. Due to the fast-growing complexity of new products coupled with new emerging opportunities of virtual teams, a collaborative approach is believed to be the future trend. This research explores the effectiveness of virtuality in SMEs’ virtual R&D teams. Online questionnaires were emailed to Malaysian manufacturing SMEs and 74 usable questionnaires were received, representing a 20.8 percent return rate. In order to avoid biases which may result from pre-suggested answers, a series of open-ended questions were retrieved from the experts. This study was focused on analyzing an open-ended question, whereby four main themes were extracted from the experts’ recommendations regarding the effectiveness of virtual teams for the growth and performance of SMEs. The findings of this study would be useful to product design managers of SMEs in order to realize the key advantages and significance of virtual R&D teams during the new product development (NPD) process. This in turn, leads to increased effectiveness in new product development's procedure.

Small and medium enterprises (SMEs) are considered as an engine for economic growth all over the world and especially for developing countries. During the past decade, new product development (NPD) has increasingly been recognized as a critical factor in ensuring the continued survival of SMEs. On the other hand, the rapid rate of market and technological changes has accelerated in the past decade, so this turbulent environment requires new methods and techniques to bring successful new products to the marketplace. Virtual team can be a solution to answer the requested demand. However, literature have shown no significant differences between traditional NPD and virtual NPD in general, whereas NPD in SME’s virtual team has not been systematically investigated in developing countries. This paper aims to bridge this gap by first reviewing the NPD and its relationship with virtuality and then identifies the critical factors of NPD in virtual teams. The statistical method was utilized to perform the required analysis of data from the survey. The results were achieved through factor analysis at the perspective of NPD in some Malaysian and Iranian manufacturing firms (N = 191). The 20 new product development factors were grouped into five higher level constructs. It gives valuable insight and guidelines, which hopefully will help managers of firms in developing countries to consider the main factors in NPD.

Sentiment analysis of comments in social media IJECEIAES
Social media platforms are witnessing a significant growth in both size and purpose. One specific aspect of social media platforms is sentiment analysis, by which insights into the emotions and feelings of a person can be inferred from their posted text. Research related to sentiment analysis is acquiring substantial interest as it is a promising filed that can improve user experience and provide countless personalized services. Twitter is one of the most popular social media platforms, it has users from different regions with a variety of cultures and languages. It can thus provide valuable information for a diverse and large amount of data to be used to improve decision making. In this paper, the sentiment orientation of the textual features and emoji-based components is studied targeting “Tweets” and comments posted in Arabic on Twitter, during the 2018 world cup event. This study also measures the significance of analyzing texts including or excluding emojis. The data is obtained from thousands of extracted tweets, to find the results of sentiment analysis for texts and emojis separately. Results show that emojis support the sentiment orientation of the texts and those texts or emojis cannot separately provide reliable information as they complement each other to give the intended meaning.

This document summarizes a research study on the impact of information and communication technology (ICT) diffusion in Nigeria's higher educational institutions. The study found that ICT diffusion has positively impacted higher education in Nigeria in several ways: 1) it has provided access to remote learning resources beyond physical libraries; 2) it has broken down barriers of distance in knowledge acquisition through technologies like videoconferencing; and 3) it is altering the functions of libraries and changing the role of librarians as information becomes more digitally available. The researchers conducted interviews and observations at 6 universities in Southwestern Nigeria to understand the current status of ICT diffusion and its effects.

This study purposes to determine the impact of Education Management Information System variables such as system efficiency, service efficiency, information efficiency, and technical efficiency on the educational system in UNRWA schools in Lebanon. The authors employed an analytical descriptive approach by creating a questionnaire in Google Forms and disseminating it to the study sample participants via the WhatsApp application for data collection. The survey includes 1440 professional female and male teachers who demonstrated expertise in the 2022 academic year. However, the author only collected 128 questionnaires from teachers, which were studied and analyzed by the SPSS application. The findings of this analysis show that teachers have a good level of awareness of the factors of the information management system in general. The findings also revealed a statistically significant association between education information management system parameters and educational system development. This document describes a study that developed and validated a survey instrument to understand technology acceptance of an e-Government system called MYGOVSVC among Malaysian government employees. A literature review was conducted on previous studies applying the Unified Theory of Acceptance and Use of Technology (UTAUT) model to e-Government systems. A 21-item survey was developed containing questions on performance expectancy, effort expectancy, hedonic motivation, and facilitating conditions. The survey was translated to Malay and validated with stakeholders. It was administered to 419 government employees and results found the survey to be reliable in measuring acceptance of the MYGOVSVC system. The validated survey can be used to help improve e-Government services for Malaysian citizens.
