The War of the French Revolution
“In Maritime Supremacy, I suggested that we, the liberal western nations,
are the heirs of [Sea Power]: …our beliefs and the present dominance of
those beliefs throughout much of the world are the result of…the global
distribution of sea and land masses which has conferred strategic
advantage on powers able to use and dominate the seas….the first
maritime power in the modern era was the 17th century Dutch Republic;
the British superseded the Dutch in the 18th century and were in turn
superseded by the Americans in the 20th century.

The American Revolution and its 1787 sequel—establishment of government of,
by and for the people—had worldwide consequences. None of these consequences
would have a more profound effect on later events than the French Revolution.
Indeed, among historians 1789, rather than 1776, is often chosen for the watershed
point defining modern history.
The ‘Second Hundred Years War’ would reach its thundering climax in a twenty-
three-year-long global war between the British and French Empires. It began as
Britain joined a Continental Coalition formed to rescue the Bourbon monarchy from
its revolutionary enemies.
The French revolutionary attempt to set up popular government went through
several recensions in its first five years. Then its oligarchy of five (Directors) lasted
another four years before being replaced by a threesome (Consuls).
It was clear, even in 1799, that this Consulate was a fig leaf for a single military
dictator. He would make it explicit five years later….

Another Democratic Revolution?
The American Revolution and its 1787 sequel—establishment of government of,
by and for the people—had worldwide consequences. None of these consequences
would have a more profound effect on later events than the French Revolution.
Indeed, among historians 1789, rather than 1776, is often chosen for the watershed

“Because the Treaty of Paris, concluding the War of the American Revolution, gave France
comparatively little to show for her generous expenditure men and money, some of her public
men,• including Navy Minister Castries, regarded the termination of hostilities as little more than
a truce. In the years immediately following, Castries set out to correct abuses that had become
traditional in French naval administration. Among other reforms he made naval conscription less
capricious, placed the recruitment of seaman gunners on a voluntary basis, and stiffened officer
training with a view to stamping out the insubordination of juniors that had handicapped every
outstanding officer • from Tourville to Suffren.…”

inactivity of ‘half pay.’ Nevertheless, after 1786 the balance of power in Europe inclined steadily
in Britain’s favor, for the armed strength of France was being undermined, at first by insolvency
and then, in 1789, by revolution and civil war….”

the British government was determined to harness the monarchies of Europe and the networks of
royalist counter-revolutionaries within and outside France to destroy the Revolution. There were

revolution. The secret agent accompanying an official French mission to London the previous Oct

“…29,000 men. Even this modest force was fragmented in a dozen expeditions as the Cabinet
undertook simultaneously to reinforce Austria in Belgium, to harass the French coasts, and to
seize enemy colonies in the E and WI. As a result there were rarely enough British troops in any
one area to exploit opportunities or reach permanent decisions.
“To cooperate with the Austrians in the Netherlands, the 29-year-old Duke of York • in Aug
1793 landed at Ostend at the head of 10,000 British soldiers. Adding an equal number of
Hanoverians and Austrians, he took the initiative and moved rapidly on the commerce raiders’
haven of Dunkirk. But here he found no siege artillery waiting for him off the port, as promised
by the Admiralty. Instead, he faced an encirclement of superior enemy reinforcements, for his
thrust at the sensitive Channel coast brought quick reaction from the War Minister Lazare Carnot
• at Paris. The Duke, thus pressed, withdrew to the Austrian Netherlands, leaving behind all his
field artillery and baggage.

Opening Operations Against

pass up the numerous openings presented by the raging counterrevolution, spreading from
western to southern France, that threatened to engulf the French republican government.
Britain’s greatest chance came in Aug, the month of the Dunkirk expedition, when the entire
French Med fleet passed temporarily into her hands. Had she successfully exploited this
opportunity, French naval power would have been eliminated from the Med once and for all.

The Glorious First
of June, 1794
“Hood’s fleet of fourteen of the line arrived off the French Med naval base, Toulon, in Jul
[1793] at a critical time in that city’s revolt against the Republic. The nearby commercial city of
Marseilles was also in revolt, and both were prepared to…form an alliance with Britain to
support them against Paris. The provincial urban revolts arose…from local conditions,
particularly the defense by local elites of their property and interests against the communal
aspirations and violence of local Jacobins inspired by the Paris government. They were
supported by the majority of the people, who had been ground down by years of hunger and
sickened by violence. Earlier the arsenal workers in Toulon had petitioned the National
Convention in Paris for ‘peace in our towns and bread for our families. A declining paper money
and your terrible political squabbles suggest we will not obtain either.’ These were not so much
royalist uprisings as desperate anti-Jacobin revolts on behalf of moderation and normality.”

But was it a royalist uprising?
The French naval commander at Toulon, reflecting the royalist sentiments of his officers,• had
transferred to Lord Hood the city’s arsenal and 31 ships of the line, 19 of which were ready for

“During the night Jervis closed Cape St. Vincent. He had his victory: he also had nine cripples in
tow. Typical entries in the British logs record: ‘All night employed knotting and splicing rigging’
and ‘Served an extra allowance of grog to the ship’s company.’ Throughout most of the next day the
two fleets remained in sight of each other. Though Cordoba still had 20 ships, at least half of which
had not participated in the battle, he made no attempt to close. His ships made a leisurely return to
Cadiz, on which Jervis, in response to the First Lord’s instructions, ‘never if possible to suffer the
main body of the fleet of Spain to be between you and us,’ soon clapped a blockade.
“For his victory, which lifted the spirits of all Englishmen at a time of profound depression and
near bankruptcy, Jervis was created Earl of St. Vincent and granted an annual pension of £3,000.
Nelson was promoted to rear admiral, and each captain of the fleet received a medal.
The main tactical significance of the Battle of Cape St. Vincent lies in the manner in which
Nelson’s single ship,• the British van led by Troubridge, and the rear and center led by Jervis
independently closed in on a portion of the Spanish fleet, enveloping and crushing it before the rest
of the enemy ships could arrive and lend support.…”

“…lend support. While this concentration of force was merely an extension of chase tactics, it
demonstrated that the RN had now fully regained the tactical flexibility lost since the Anglo-Dutch
wars. It also introduced a new principle into naval warfare, that of dividing one’s force in order to
move each segment with the greatest facility to the point where it is most needed. Nelson further
developed this principle in his victorious battles of the Nile and of Trafalgar, which became the
study of later generations of naval officers. The divided Japanese forces that the Americans and
their allies met time and again in World War II thus had their origin in the spontaneous tactical
innovations at Cape St. Vincent.
“The battle brought Nelson fame. The British public acclaimed his daring in leading boarders
over the heavily armed San Nicholas (‘Nelson’s Patent Bridge for Boarding First Rates’) to capture
the still stronger San José. Within the RN however Nelson had his critics. Had he not abandoned
the line without orders? But Jervis praised his initiative, which, had it failed, would have been
insubordination. When Jervis’ fleet captain, Robert Calder, pointed out that Nelson had disregarded
signals, the Adm snapped, ‘It certainly was so, and if ever you commit such a breech of your
orders, I will forgive you also.’….”

“Cordoba’s defeat cost him his command and destroyed the morale of the Spanish navy. There
would be no Spanish support for any further French invasion schemes—at least not for several
years. But this advantage, from the British point of view, was quickly off set by the victories of
General Bonaparte. On 2 Feb he had captured Mantua. On 23 Mar he led his triumphant troops into
Trieste. On 18 Apr he took Austria out of the war by forcing on her the Truce of Leoben, a
preliminary to the Treaty of Campo Formio. England now stood virtually alone against the Atlantic
alliance of France, Holland and Spain. Her only remaining ally was Portugal, whose sole
contribution was permission to use Lisbon as a base for blockading Cadiz.
“Prudent statesmanship required that the Directory, having gained its military objectives on the
Continent, now secure a peace with England in order to gain a breathing space for reconstruction of
its neglected navy. Only by commanding the sea could France check British influence and preserve
her newly-won dominions in western Europe. But caution did not commend itself to men whose
policy of all-out offensive had unfailingly produced success in every corner of the Continent. They
showed little understanding of sea power and total ignorance of its influence in European affairs.
For the moment indeed the potency of the RN appeared on the wane. Four days before the peace at
Leoben, the seamen of the Channel fleet had refused to go to sea. During the next month the
mutiny spread from Spithead to the Nore and to the fleets off Texel and Cadiz.”

“Long-standing discontent among the seamen of the RN found vent early in 1797 in respectful
remonstrance. Failure in official quarters to heed the obvious danger signals permitted the situation
to develop into a large-scale mutiny that immobilized the British fleets in home waters in the face
of threatened enemy invasion.
“In Mar, crews of the Channel fleet sent a petition for redress of grievances to Lord Howe, their
ailing CinC, who was taking the waters at Bath. Howe, widely known as ‘The Sailors’ Friend,’
made no reply. A similar petition sent to the Admiralty at the same time brought peremptory orders
to Lord Bridport, Howe’s deputy, to take the ships to sea. The crews refused point-blank and
proceeded to elect delegates to a General Assembly that shortly afterward assumed authority over
the fleet.
“Inadequate pay was foremost among the sailors’ grievances. For able bodied seamen this had
stood at 22s. 6d. a month since the reign of Charles II [more than a century!], and it was but a
fraction of the current wages of the merchant marine. The men were paid only in home ports and at
six months’ intervals. Even then the payment was by warrant, a form of check which could be
cashed at face value only in naval offices. Particularly galling was the fact that all pay ceased
during any period of disability from duty—even when resulting from wounds incurred in
combat….”

“…in combat. Prize money proved an irregular source of income, and the share allocated to seamen
was disproportionately small.
“Food aboard men-of-war was both scanty and bad. Rations were reduced by the use of 14-
ounce (‘purser’s’) pounds to allow for mythical ‘leakage.’ The generally poor quality of provisions
was hardly compensated by the daily issue to every member of the ship’s company of one gallon of
beer and a half pint of rum, which when watered was called ‘grog.’ Despite experiments with fresh
vegetables that had kept WI squadrons healthy, the Admiralty issued only flour, dried peas and
beans, and salted meat. Hence even Duncan’s officers and crews, operating close to home, suffered
from scurvy.
“A principal complaint concerned inadequate shore leave. During hostilities this was curtailed at
home and abroad, liberty being confined to dockyard precincts. Though in home ports women and
children were usually permitted to live on the berth decks, the men themselves might spend years
without setting foot on shore. In practice the system amounted to virtual imprisonment.
“It is significant that the seamen made no demand for mitigating flogging and other brutal
punishments. The threat of the cat was after all no more terrifying than the harsh laws ashore….”

  • 3. “In Maritime Supremacy, I suggested that we, the liberal western nations, are the heirs of [Sea Power]: …our beliefs and the present dominance of those beliefs throughout much of the world are the result of…the global distribution of sea and land masses which has conferred strategic advantage on powers able to use and dominate the seas….the first maritime power in the modern era was the 17th century Dutch Republic; the British superseded the Dutch in the 18th century and were in turn superseded by the Americans in the 20th century. “During their periods of dominance these three powers were fundamentally different from rivals whose power was based upon territorial dominion.   • 4. The American Revolution and its 1787 sequel—establishment of government of, by and for the people—had worldwide consequences. None of these consequences would have a more profound effect on later events than the French Revolution. Indeed, among historians 1789, rather than 1776, is often chosen for the watershed point defining modern history. The ‘Second Hundred Years War’ would reach its thundering climax in a twenty- three-year-long global war between the British and French Empires. It began as Britain joined a Continental Coalition formed to rescue the Bourbon monarchy from its revolutionary enemies. The French revolutionary attempt to set up popular government went through several recensions in its first five years. Then its oligarchy of five (Directors) lasted another four years before being replaced by a threesome (Consuls).   • 21. 6: The War of the French Revolution “Because the Treaty of Paris, concluding the War of the American Revolution, gave France comparatively little to show for her generous expenditure men and money, some of her public men,• including Navy Minister Castries, regarded the termination of hostilities as little more than a truce. In the years immediately following, Castries set out to correct abuses that had become traditional in French naval administration. Among other reforms he made naval conscription less capricious, placed the recruitment of seaman gunners on a voluntary basis, and stiffened officer training with a view to stamping out the insubordination of juniors that had handicapped every outstanding officer • from Tourville to Suffren.…” Sea Power, p. 96.

France was approaching bankruptcy, and national revolution impended. “Across the Channel, the British government was headed by William Pitt the Younger.• His coalition ministry, formed shortly after the American Revolution, when Pitt was not yet 25, was to continue with but minor interruptions for more than 20 years. Lord Hood, in his last campaign before retirement, set out to remedy this situation by occupying Corsica, where patriot partisans were revolting against the French. For lack of sufficient soldiers, British seamen did much of the fighting ashore, in the course of which Captain Horatio Nelson was wounded in the face, losing the sight of his right eye. While this concentration of force was merely an extension of chase tactics, it demonstrated that the RN had now fully regained the tactical flexibility lost since the Anglo-Dutch wars. It also introduced a new principle into naval warfare, that of dividing one’s force in order to move each segment with the greatest facility to the point where it is most needed. Nelson further developed this principle in his victorious battles of the Nile and of Trafalgar, which became the study of later generations of naval officers. There would be no Spanish support for any further French invasion schemes—at least not for several years. But this advantage, from the British point of view, was quickly off set by the victories of General Bonaparte. On 2 Feb he had captured Mantua. On 23 Mar he led his triumphant troops into Trieste. On 18 Apr he took Austria out of the war by forcing on her the Truce of Leoben, a preliminary to the Treaty of Campo Formio. England now stood virtually alone against the Atlantic alliance of France, Holland and Spain. Her only remaining ally was Portugal, whose sole contribution was permission to use Lisbon as a base for blockading Cadiz. “Prudent statesmanship required that the Directory, having gained its military objectives on the Continent, now secure a peace with England in order to gain a breathing space for reconstruction of its neglected navy. Only by commanding the sea could France check British influence and preserve her newly-won dominions in western Europe. But caution did not commend itself to men whose policy of all-out offensive had unfailingly produced success in every corner of the Continent. They showed little understanding of sea power and total ignorance of its influence in European affairs. For the moment indeed the potency of the RN appeared on the wane. Four days before the peace at Leoben, the seamen of the Channel fleet had refused to go to sea. During the next month the mutiny spread from Spithead to the Nore and to the fleets off Texel and Cadiz.”

Failure in official quarters to heed the obvious danger signals permitted the situation to develop into a large-scale mutiny that immobilized the British fleets in home waters in the face of threatened enemy invasion. “In Mar, crews of the Channel fleet sent a petition for redress of grievances to Lord Howe, their ailing CinC, who was taking the waters at Bath. Howe, widely known as ‘The Sailors’ Friend,’ made no reply. A similar petition sent to the Admiralty at the same time brought peremptory orders to Lord Bridport, Howe’s deputy, to take the ships to sea. The crews refused point-blank and proceeded to elect delegates to a General Assembly that shortly afterward assumed authority over the fleet. “Inadequate pay was foremost among the sailors’ grievances. For able bodied seamen this had stood at 22s. 6d. a month since the reign of Charles II [more than a century!], and it was but a fraction of the current wages of the merchant marine. The men were paid only in home ports and at six months’ intervals. Even then the payment was by warrant, a form of check which could be cashed at face value only in naval offices. Particularly galling was the fact that all pay ceased during any period of disability from duty—even when resulting from wounds incurred in combat….”

Prize money proved an irregular source of income, and the share allocated to seamen was disproportionately small. “Food aboard men-of-war was both scanty and bad. Rations were reduced by the use of 14- ounce (‘purser’s’) pounds to allow for mythical ‘leakage.’ The generally poor quality of provisions was hardly compensated by the daily issue to every member of the ship’s company of one gallon of beer and a half pint of rum, which when watered was called ‘grog.’ Despite experiments with fresh vegetables that had kept WI squadrons healthy, the Admiralty issued only flour, dried peas and beans, and salted meat. Hence even Duncan’s officers and crews, operating close to home, suffered from scurvy. “A principal complaint concerned inadequate shore leave. During hostilities this was curtailed at home and abroad, liberty being confined to dockyard precincts. Though in home ports women and children were usually permitted to live on the berth decks, the men themselves might spend years without setting foot on shore. In practice the system amounted to virtual imprisonment. “It is significant that the seamen made no demand for mitigating flogging and other brutal punishments.
