• In India, 2.36 students per 1000 population are enrolled in
engineering alone.
• 101 faculties of higher education in S&T
• In Nepal, 1.27 students per 1000 population are enrolled in S&T
faculty.
Is market saturated? Conditions for market saturation
• Generally, the field of science and technology is not saturated fully
in market.
• There are still many vacant seats available in affiliated colleges due
to lack of academic excellences.
• For proper saturation, these sectors must leverage fee structure or
leverage quality assurance.
• Similarly, job demand exceed the production rate of graduates in
current scenario of market.
Establishment of new institutions, procedures and challenge,
with statistics if possible.
• Higher Education Policy, 2015
• Ministry of Education to promote and develop national issues and the
contextualization of priorities related to higher education
• UGC have roles and responsibilities to be given to develop, coordinate, and
supervise HE
• QAA Board for the assurance of quality and accreditation
• HE Research Council integrates research and innovation related education with
national issues, priorities and issues)
• Establishment of HE Monitoring Board
• Strengthening of Students’ Financial Assistance Fund Development Board
• Establishment of National University Service Commission
Permissions required for starting new institutions
• Registration of institution on OCR.
• Approval from local authority and similar institutions of the locality.
• Registration from the affiliation of university/board.
• Approval from the official/authority of Education Development & Coordination
Unit.
• Registration from GoN through district authority/official.
Causes for decrease in attraction of students with
S&T field in Nepal
• Low standard of institutions in global market
• Political instability, fragmentation and corrupted bureaucracy
• Lack of Technology Transfer
• Lack of Periodic Educational Reforms
Causes for decrease in attraction of students with
S&T field in Nepal
• No provisions for job placement after completion of course
• Low Payment and lack of recognition/awards
• Lack of innovative centers and their promotion
Conclusions
• The major challenges of higher education in Nepal are to establish
and develop good governance, ensure quality and relevance of
higher education, expansion of technical higher education, and
increase the access of marginalized groups in higher education.
• The HE policy has focused on technical and vocational education,
which is good in the overwhelming context of current general
education. However, it is very hard to establish such HEIs or to
convert HEI imparting general education to the technical education
both administratively.
• Research, development, and innovation (RDI)
• Establishment and operation of the QAA system
• Public, community, and private (PCP) partnership in higher education
investmenth financially as well as administratively.
