Background
1. Directed by the 47th SEAMEO Council Conference in
Vietnam 2013, though the SEAMEO College
2. “SEAMEO College” is a flagship project of SEAMEO
(supported by ADB) on forward –looking
discussions on education and cross-cutting issues at
various levels (ministers, high level officials,
practitioners, and youth leaders) in support of the
ASEAN Community
Objectives of the Study
1. To examine the global and Asia-Pacific discourses
on MDGs, EFA Goals and other key issues related to
the Post-2015 Education Agenda
2. To determine the application, implication and
adaptability of the global and Asia-Pacific
discourses on edication that are supportive of the
ASEAN Community
3. To identify gaps and recommend options for post
2015 education agenda in Southeast Asia
Features of the Study
1. Alignment of education agenda in Southeast Asia
with the requirement and sustainability of the
ASEAN Community (strengthen HRD, promote
people mobility, and prepare and integrate
workforce)
2. Through study and review of the existing efforts of
other organisations
3. Review and study of key achievements,
challenges, priority areas and emerging issues of
Southeast Asian countries
The Study Process
1. The use of foresight and future studies
2. May 2013 – March 2015: Several consultations and
regional workshops, expert meetings were conducted.
3. Delphi survey online with various levels of
stakeholders, partners, communities, private sectors,
students (1,100 respondents)
4. Final results are confirmed and prioritised by the
SEAMEO Strategic Dialogue of Education Ministers
(SDEM), Sept 2014, Lao PDR

Priorities for Post-2015 Education Agenda in
Southeast Asia
1. Promoting early childhood care and
education
2. Addressing barriers to inclusion and
access to basic learning opportunities
of all learners particularly for those out-
of-school or over-aged children in
primary schools
3. Preparing schools leaders, teachers,
students and local communities
towards resiliency in the face of
emergencies
4. Promoting technical and vocational
education and training (TVET)
among learners and their parents
5. Reforming teacher education and
make teaching profession a first
choice
6. Harmonizing higher education
and research
7. Adopting a truly 21st century
curriculum

Recommendations of Implementation
The Ministerial Round Table Meeting at SEAMEO Council Conference in
April 2015, Thailand endorsed the 7 priorities on education
for Southeast Asia and announced
5 recommendations for implementation,
starting from fiscal year 2015
5 Recommendations
1. Utilising of the 21 EAMEO Centres as the mechanism to implement the
7 priorities at the national, regional level and synergising with ASEAN
2. Linking the 7 priority areas with the curriculum and
moving towards global citizenship
3. Promoting teachers and school leaders’ competencies standards
in all Southeast Asian countries
4. Moblising and sharing of knowledge, skills, and best practices among 11 countries
in the areas of TVET, English proficiency skills, digital competencies,
21st century and employability skills
5. Involvement of parents in the education system through “partnering with
parents “ initiative to foster common understanding on quality education to
the parents in education of their children
Implementation at SEAMEO
• Set as SEAMEO’s Policy Direction
• Communicate to stakeholders, member countries,
partners, public at every available opportunity
• Integrate in the work plan of SEAMEO and SEAMEO
Centres
• Involve with policy makers, practitioners and
stakeholders at all levels
• Applying effective monitoring and evaluation
mechanism
• Seek for possible funding sources: cost sharing between
implementators, donors, regional partners

Directed by the 47th SEAMEO Council Conference in Vietnam 2013, though the SEAMEO College 2. “SEAMEO College” is a flagship project of SEAMEO (supported by ADB) on forward –looking discussions on education and cross-cutting issues at various levels (ministers, high level officials, practitioners, and youth leaders) in support of the ASEAN Community
  • 10. Objectives of the Study 1. To examine the global and Asia-Pacific discourses on MDGs, EFA Goals and other key issues related to the Post-2015 Education Agenda 2. To determine the application, implication and adaptability of the global and Asia-Pacific discourses on edication that are supportive of the ASEAN Community 3. To identify gaps and recommend options for post 2015 education agenda in Southeast Asia

Alignment of education agenda in Southeast Asia with the requirement and sustainability of the ASEAN Community (strengthen HRD, promote people mobility, and prepare and integrate workforce) 2. Through study and review of the existing efforts of other organisations 3. Review and study of key achievements, challenges, priority areas and emerging issues of Southeast Asian countries
  • 12. The Study Process 1. The use of foresight and future studies 2. May 2013 – March 2015: Several consultations and regional workshops, expert meetings were conducted. 3. Delphi survey online with various levels of stakeholders, partners, communities, private sectors, students (1,100 respondents) 4. Final results are confirmed and prioritised by the SEAMEO Strategic Dialogue of Education Ministers (SDEM), Sept 2014, Lao PDR

  • 14. 1. Promoting early childhood care and education 2. Addressing barriers to inclusion and access to basic learning opportunities of all learners particularly for those out- of-school or over-aged children in primary schools 3. Preparing schools leaders, teachers, students and local communities towards resiliency in the face of emergencies
  • 15. 4. Promoting technical and vocational education and training (TVET) among learners and their parents 5. Reforming teacher education and make teaching profession a first choice 6. Harmonizing higher education and research 7. Adopting a truly 21st century curriculum
  • 17. Recommendations of Implementation The Ministerial Round Table Meeting at SEAMEO Council Conference in April 2015, Thailand endorsed the 7 priorities on education for Southeast Asia and announced 5 recommendations for implementation, starting from fiscal year 2015
  • 18. 5 Recommendations 1. Utilising of the 21 EAMEO Centres as the mechanism to implement the 7 priorities at the national, regional level and synergising with ASEAN 2. Linking the 7 priority areas with the curriculum and moving towards global citizenship 3. Promoting teachers and school leaders’ competencies standards in all Southeast Asian countries 4. Moblising and sharing of knowledge, skills, and best practices among 11 countries in the areas of TVET, English proficiency skills, digital competencies, 21st century and employability skills 5. Involvement of parents in the education system through “partnering with parents “ initiative to foster common understanding on quality education to the parents in education of their children

Implementation at SEAMEO • Set as SEAMEO’s Policy Direction • Communicate to stakeholders, member countries, partners, public at every available opportunity • Integrate in the work plan of SEAMEO and SEAMEO Centres • Involve with policy makers, practitioners and stakeholders at all levels • Applying effective monitoring and evaluation mechanism • Seek for possible funding sources: cost sharing between implementators, donors, regional partners
