The Education Bureau of Hong Kong has just published (May 2014) exciting and innovative guidance on ‘The Fourth Strategy on Information Technology in Education.’ The strategy is a challenge for all teachers but in particular it will require ingenuity and creativity from teachers of students with special education needs. Each and every student should be able to benefit from the strategy no matter what their level of attainment or range disabilities. The pedagogical implications have potential to change the mindsets of teachers and to revolutionise the student access to the new information age. This presentation will discuss six special challenges that will permeate the five key actions that are recommended by the EDB.

Across the New York City public school district (NYC Schools), educators are successfully using education technology (edtech) to support instructional objectives and student learning. These schools demonstrate that edtech is not a “silver bullet” or teacher replacement, but can be used enhance good teaching practice when integrated into instruction. We created this guide to support educators with small-scale implementation of instructional edtech tools by sharing insights, tips, and lessons learned from real-life cases of integrating education technology.

AA261: DevOps lessons in collaborative maintenanceLindsay Holmwood
On January 31, 2000, Alaska Airlines Flight 261 plunged into the Pacific ocean in an extreme "nose down" position, killing all 88 crew and passengers on board. The NTSB concluded AA261's horizontal stabiliser trim system's jackscrew was inadequately maintained, causing the pilots to lose all control of the plane.
There are striking parallels with the problems we face daily in IT operations & software development, and the 30 years of give and take between the aircraft manufacturer's engineers, airline maintenance staff, and federal regulators that preceded AA261's simple mechanical failure.
In this talk, Lindsay looks at the complex interplay between the parties in the AA261 crash through a DevOps lens, investigating the collaborative approach to maintenance and operation of the MD-83 aircraft, and relating the complexities back to the complex IT systems we build and maintain.

Solution Teacher Technology Change Management “To achieve the kinds of technology uses required for 21st-century teaching and learning, we need to help teachers understand how to use technology to facilitate meaningful learning, defined as that which enables students to construct deep and connected knowledge, which can be applied to real situations.”(Ertmer and Ottenbreit-Leftwich, 2010)
16. Problem: Effectiveness of DIBELS and Read 180 Only 42% of Read 180 classrooms are implementing correctly Less than 1/4 of teachers felt they had sufficient training Only 26% of DIBELS teachers feel sufficiently trained
18. Problem: Parent Involvement Parents in CCSD are not as involved with their children’s education as they should be. Teachers are not taking full advantage of the numerous communication tools at their disposal.
20. What does all this mean? According to Cennamo, Ross, and Ertmer (2010), to achieve technology integration that targets student learning, teachers need knowledge that enables them to: • Identify which technologies are needed to support specific curricular goals • Specify how the tools will be used to help students meet and demonstrate those goals • Enable students to use appropriate technologies in all phases of the learning process including exploration, analysis, and production • Select and use appropriate technologies to address needs, solve problems, and resolve issues related to their own professional practice and growth.(p. 10)

Teacher Technology Change ManagementNot Just Training Specifically, teacher professional development programs should do the following: Align experiences with existing pedagogical beliefs and knowledge Provide examples of other teachers’ successes emphasizing student outcomes Provide support for risk-taking and experimentation Expand the definition of “good teaching” to include technology integration
