SADC has 27 legally binding protocols dealing with
Defence, Development, Illicit Drug Trade, Free trade and
Movement of People.
 Protocol on Energy: Intended to promote harmonious
development of national energy policies.
 Protocol on Gender and Development: Urged to
accelerate implementation efforts towards the
achievement of concrete and transformative changes in
the lives of women and girls.
 Protocol on Politics, Defence and Security Co-
operation: Intended to foster regional security and
defence cooperation, promote peace, political stability
and conflict-management.
STRATEGIC
PLANS
 Regional Indicative Strategic Development Plan
(RISDP)
 Initiated in 2005
 Providing a comprehensive development agenda for
socio-economic development policies in the SADC region.
 Strategic Indicative Plan for the Organ (SIPO)
 Established in 1996
 Providing an institutional framework for implementation
of the objectives of the Organ on Politics, Defence and
Security Cooperation.

TREATY
 Adopted in Windhoek in 1992, its principles include
democracy, human rights, peace and national
sovereignty,
 its objectives focused on developmental goals, poverty
reduction and collective self-reliance amongst others.
 The Treaty was amended in 2001 to include changes to
the SADC structure and introduce the principle of a
Troika leadership.

l Programme
 The programme aims to enhance the capacities of
Member States to prevent and treat diseases,
especially HIV and AIDS, tuberculosis, and malaria.
 SADC established the Protocol on Health in August
2004, with specific provisions (Article 29) for improving
access, affordability, and effectiveness of
pharmaceuticals within the region.
SADC PharmaceuticalBusiness Plan(2007 - 2013)was
publishedin 2007
Goal of ensuringavailabilityof essential medicines– including
African TraditionalMedicines– to reduce the disease burden in
the region.
Objectiveof this business plan is to improve sustainable
availabilityand access to affordable,quality,safe, efficacious
essential medicines.

Goal
 to improve public health by achieving rapid and
sustainable access to safe and affordable essential ,
Based on a philosophy of collective action and
innovation, strives to strengthen the SADC region’s
capacity to supply essential medicines and diagnostics
medicines.
 The Southern African Regional Programme on Access
to Medicines and Diagnostics is currently working with
SADC to identify Member States’ ability to establish
Regional Centres of Regulatory Excellence designed to
build the regulatory capacity for the benefit of the
entire region.
Signed on 4th July 2003 to acknowledge HIV and AIDS as a top
priority for SADC and to highlight priorities in addressing the
pandemic in the region by member states.
Through the Declaration, Member States agree to focus on
prevention and social mobilisation campaigns, accelerating
development to create an enabling environment for the disease’s
eradication, committing adequate funding for the SADC
HIV/AIDS Strategic Framework and healthcare

Minutes,
The inaugural session of the Southern African
Development Community (SADC) and the Government of
India Forum was launched in the Republic of Namibia on
28 April 2006. It was launched in the spirit of a
Memorandum of Understanding (MOU) signed between
SADC and the Government of India in 1997 to provide a
framework for promoting technical co-operation between
SADC and the Government of India in all fields of
economic activity.
AREAS OF
CO-
OPERATION
SADC and the Government of India have agreed on the
following priority areas of co-operation:
 Agriculture, in particular irrigation and dry land
farming; agro-engineering; and seed technology;
 Promotion of small and medium scale enterprises and
entrepreneurial development; including enhancing
trade and investment;
 Health including Drugs and Pharmaceuticals;
 Human Resources Development;
 Water Resources Management; and
 Information, Communications Technology (ICT).
Drugs and Pharmaceuticals
The Forum acknowledges that the SADC region needs to be
self sufficient in the supply of essential medicines. However,
India can collaborate with the region in building capacity in
the production of essential medicines and other
pharmaceuticals. In addition, India would provide platform
for technology transfer, research and development in
traditional medicines as well as protection of local
ownership and protection of indigenous rights.

PROTOCOL S SADC has 27 legally binding protocols dealing with Defence, Development, Illicit Drug Trade, Free trade and Movement of People.  Protocol on Energy: Intended to promote harmonious development of national energy policies.  Protocol on Gender and Development: Urged to accelerate implementation efforts towards the achievement of concrete and transformative changes in the lives of women and girls.  Protocol on Politics, Defence and Security Co- operation: Intended to foster regional security and defence cooperation, promote peace, political stability and conflict-management.

STRATEGIC PLANS  Regional Indicative Strategic Development Plan (RISDP)  Initiated in 2005  Providing a comprehensive development agenda for socio-economic development policies in the SADC region.  Strategic Indicative Plan for the Organ (SIPO)  Established in 1996  Providing an institutional framework for implementation of the objectives of the Organ on Politics, Defence and Security Cooperation.

SADC TREATY  Adopted in Windhoek in 1992, its principles include democracy, human rights, peace and national sovereignty,  its objectives focused on developmental goals, poverty reduction and collective self-reliance amongst others.  The Treaty was amended in 2001 to include changes to the SADC structure and introduce the principle of a Troika leadership.

The SADC Pharmaceutica l Programme  The programme aims to enhance the capacities of Member States to prevent and treat diseases, especially HIV and AIDS, tuberculosis, and malaria.  SADC established the Protocol on Health in August 2004, with specific provisions (Article 29) for improving access, affordability, and effectiveness of pharmaceuticals within the region.

SADC PharmaceuticalBusiness Plan(2007 - 2013)was publishedin 2007 Goal of ensuringavailabilityof essential medicines– including African TraditionalMedicines– to reduce the disease burden in the region. New Pharmaceuticals Projects in SADC Goal  to improve public health by achieving rapid and sustainable access to safe and affordable essential , Based on a philosophy of collective action and innovation, strives to strengthen the SADC region’s capacity to supply essential medicines and diagnostics medicines.  The Southern African Regional Programme on Access to Medicines and Diagnostics is currently working with SADC to identify Member States’ ability to establish Regional Centres of Regulatory Excellence designed to build the regulatory capacity for the benefit of the entire region.
  • 15. Signed on 4th July 2003 to acknowledge HIV and AIDS as a top priority for SADC and to highlight priorities in addressing the pandemic in the region by member states. Through the Declaration, Member States agree to focus on prevention and social mobilisation campaigns, accelerating development to create an enabling environment for the disease’s eradication, committing adequate funding for the SADC HIV/AIDS Strategic Framework and healthcare Maseru Declaration on the fight against HIV and AIDS (2003)

SADC–India Forum,Agreed Minutes, The inaugural session of the Southern African Development Community (SADC) and the Government of India Forum was launched in the Republic of Namibia on 28 April 2006. It was launched in the spirit of a Memorandum of Understanding (MOU) signed between SADC and the Government of India in 1997 to provide a framework for promoting technical co-operation between SADC and the Government of India in all fields of economic activity.

AREAS OF CO- OPERATION SADC and the Government of India have agreed on the following priority areas of co-operation:  Agriculture, in particular irrigation and dry land farming; agro-engineering; and seed technology;  Promotion of small and medium scale enterprises and entrepreneurial development; including enhancing trade and investment;  Health including Drugs and Pharmaceuticals;  Human Resources Development;  Water Resources Management; and  Information, Communications Technology (ICT).
  • 18. Drugs and Pharmaceuticals The Forum acknowledges that the SADC region needs to be self sufficient in the supply of essential medicines. However, India can collaborate with the region in building capacity in the production of essential medicines and other pharmaceuticals. In addition, India would provide platform for technology transfer, research and development in traditional medicines as well as protection of local ownership and protection of indigenous rights.
