Summary of Experience
Mr. Lima has approximately nine years of construction experience in the Civil Engineering Industry and
Project Management. He demonstrates advanced organizational, analytical, negotiation, and
communication skills. He also has advanced computer skills. He specializes in the areas of underground
utilities, roadway construction, deep foundation systems, and underwater construction. He has extensive
experience in plan takeoffs, value engineering, planning and the scheduling of utility relocations as well
as resolve analysis of utility conflicts with respect to project savings. Recent projects include
underground utility construction including water mains, force mains, roadway drainage, heavy precast
structures, and roadway reconstruction. Other recent projects include utility relocation management and
coordination between several major utility owners on the largest Florida Department of Transportation
Project (I-595 Roadway Improvement Project). Previous projects include performing quality assurance
and management on several deep foundation projects and the preparation of a two story mansion located
by the intercostals’ waterway in Palm Beach County, Florida.

Project Manager
I-95 from North of SR-60 to Indian River/Brevard County line, Indian River County, Florida
Responsible for managing and coordinating drainage upgrade and extension as a subcontractor
for Community Asphalt’s roadway expansion of I-95 northbound and southbound in Indian River
County.
Project highlights include replacement of existing culvert with a new triple 9’x5’ box culvert
across I-95 Northbound and Southbound lanes in separate traffic phases.
CR-708 Bridge Replacement, Martin County, Florida
Responsible for managing and coordinating existing bridge replacement as a subcontractor for
JW Cheatham roadway project in Martin County.
Project highlights include replacement of existing bridge with a new precast Contech sectional
bridge. Due to its innovative engineering ingenuity and skillful contractor abilities, the bridge was
able to be set in two full days. Successful dewatering allowed the canal to be bypassed and
provided a dry platform to perform the complete demo, replacement, and reconstruction of
roadway in less than 60 days.
FDOT Maintenance Contract – Push Button E4M88, WPB County, Florida
Responsible for managing and coordinating successful small drainage work orders for the
Department of Transportation extending from Broward County to Indian River County.
Performing a total of over 15 work orders during a year period from projects ranging from 1 week
to 6 weeks in duration accomplishing a total contract value of $1,000,000.
Project highlights include 72 inch culvert replacement. Several trench drain and french drain
projects alleviating drainage ponding on several flooding areas in Broward and WPB counties.
Emergency inlet replacements on a quick 1 week turnaround.
Utilities and Drainage Construction – WPB County, Florida
Responsible for managing and coordinating drainage projects for Palm Beach County, Martin
County, Saint Lucie County, and local municipalities.
Performing a total of over 40 drainage and utility projects within a six month period maintaining
an average profit of 20% (after overhead) varying in sizes and ranging from $20,000 to
$2,000,000 in size.
Project highlights include several culvert replacements to 3 miles of water and sewer utilities
replacement.

Utilities & Intelligent Transportation System (ITS) Manager
I-595 Roadway Improvements Project, Davie, Florida
Budget: 1.2 Billion
The largest roadway improvement project in the State of Florida. Florida Department of Transportation
project. Voted the United States Project of the Year in 2009.
Responsible for all Utility Relocations, Negotiations, and agreements with Utility Owners for the
largest roadway improvement project in the State of Florida.
Responsible for all ITS planning and installation of underground infrastructure by way of
Dragados-USA self performance.
Responsible for the ITS Construction for the I-595 Project including one Toll Building, three pre-
cast Hub Buildings, several new DMS signs, and vehicle monitoring sites for the 3 lane I-595
reversible express lanes.
Responsible for acquiring and managing subcontractors to perform fiber-reinforced concrete slab
roadway paving under toll gantry, from design through construction phases.
Responsible for controlling a budget of $23M and formulating periodic economic projections and
cost control reports.
Negotiate monthly payment requisitions with subcontractors
Negotiate and value engineer with Utility owners to obtain the best price for utility relocations for
the I-595 Corridor Roadway Improvements Project
Weekly and monthly reporting of Utility and ITS status to upper management
Strong leadership, negotiation, and business development skills specializing in underground
construction and roadway work.
Supervisor of Utility Superintendent, ITS Superintendent, and the One Call Coordinator
overseeing a total of 15 employees.
Instrumental member of the roadway coordination team for Dragados-USA.
Responsible for ITS Infrastructure works including supervision of at least 14 subcontractors
