SAMARA CHEDA CADD
Ms. Cheda’s 17 years of experience include the preparation of roadway,
signing & pavement marking, and signalization plans for the Florida
Department of Transportation (Districts 4 and 6) and MDX municipalities such
as Miami-Dade County, the City of Hialeah, and the City of Tamarac. Ms.
Cheda’s primary area of expertise is in the preparation of construction
drawings using software such as MicroStation, AutoCADD, Guidesign,
GeoPak, EDI2 and PEDDS.
PROJECT EXPERIENCE
SR 845 / Powerline Road RRR, FDOT 4 (12/2012 – Present). FRA was
selected as the Prime consultant for this RRR project, Ms. Cheda served as
Designer for this project. This corridor is classified as urban, other principal
arterial, approximately 1.23 miles in length, traverses within the City of Fort
Lauderdale, between north of SR 838/Sunrise Blvd to north of NW 19th Street
in Broward County. The existing typical section consists of six 11 ft. wide
travel lanes typically separated by a 15.5 raised median with a posted speed
limit of 40 MPH. These services benefited our client by meeting its schedule,

I-75 at University Parkway Interchange - Manatee County, FDOT 1
(4/2012 – Present). FRA served as a subconsultant to HDR, this project
represents construction of the first Diverging Diamond Interchange (DDI) in
the State of Florida. FRA provided ITS design which included relocation and
replacement of ITS devices affected by the roadway construction, new ITS
devices, relocation of 2,500 feet of Fiber Optic Cable, and Installation of 4,500
feet of new 96 counts Fiber Optic Cable. Ms. Cheda served as Designer.

SR 23 Toll South (First Coast Expressway) - Clay & Duval Counties,
FDOT 2 (9/2012 – Present). FRA served as a major subconsultant to TY Lin.
SR 23 is a 7.8 mile new toll facility being constructed in Jacksonville Metro
Area. FRA provided lighting, signalization and ITS plans. Ms. Cheda served
as Designer, the ITS plans included CCTVs, MVDSs, DMSs, TTSs, Local,
Master Hubs, and 96 count fiber optic cable for the length of the project.

I-295 Express Lanes Buckman Bridge to I-95 - Duval County, FDOT 2
(6/2014 – Present). FRA served as a subconsultant to the TY Lin / Dragados
Team for this project which includes the widening of 7.5 miles of I-295 in the
Jacksonville Metro Area from an existing six-lane section to an eight-lane
section including express lanes. FRA serves as the ITS Designer of the
$90,000,000 Design-Build project. Additionally, we have provided survey and
SUE services. The ITS system exceeds the roadway construction by three
miles to provide CCTVs, MVDSs, and DMSs on the Buckman Bridge. Ms.

Veterans Expressway Section 5 Sugarwood to S. of Van Dyke Road -
Hernando County, FDOT TPK (12/2014 – Present). FRA served as a
subconsultant to the Prince / GAI Team for this 3-mile section of SR
589/Veterans Expressway is being reconstructed to include express lanes.
FRA is providing ITS plans which include nine DMSs, some of which are
related to the tolls’ operation and are beyond the limits of this project. Intense
coordination is required to ensure all devices are served with necessary

I-75 Pasco / Hernando County Line to US 98/SR 50/Cortez - Hernando
County, FDOT 7 (2/2014 – Present). FRA served as a subconsultant to the
American Consulting Engineers/Middlesex Team. This project involved 5.4
miles of widening an existing four-lane interstate highway to six lanes. FRA

performed the project design traffic analysis and is completing the ITS
construction plans. The project included the design of a complete ITS utilizing
a MVDS, CCTV, HAR, RWIS, DMS, fiber optic and wireless communications

Street from Broadview Drive to E. of Bay Harbor Drive, FDOT
6. Ms. Cheda serves as Sr. Engineering Technician and designer for this 0.63
mile, 4-lane undivided, urban RRR project in Miami-Dade County.
SR-5/US-1 from Beach Road to County Line Road, FDOT 4. Ms. Cheda
serves as Sr. Engineering Technician and designer for this 1.19 mile, 6-lane
undivided, urban RRR project in Palm Beach County. He is also acting as the
Engineer of Record for the Roadway and Signalization Plans.
Fort Lauderdale-Hollywood International Airport Expansion of Runway
9R-27L. $790 million Design Build Project to expand the Ft. Lauderdale-
Hollywood International Airport’s runway. The scope of this project also
includes improvements to the adjacent airport interchange. BPA is responsible
for designing the Northbound US-1 / I-595 Braided Ramp at the north end of
the Interchange, and an Airport Exit Ramp at the south end. Ms. Cheda
serves as the Sr. Engineering Technician and designer.
SR-997/Krome Avenue from SW 122 Street to SR-94/Kendall Drive, FDOT
6. Ms. Cheda served as Sr. Engineering Technician and designer for this 2.9
mile, 2-lane undivided, rural RRR project.
SR-860/Miami Gardens Drive from NW 57 Avenue to NW 28 Place, FDOT
6. Ms. Cheda served as Sr. Engineering Technician and designer for this 2.9
mile, 6-lane divided, urban RRR project. This project included addressing
operational deficiencies at the NW 47 Ave and NW 37 Ave intersections as
part of required safety improvements.
MIA Mover, Miami International Airport. Ms. Cheda served as Utility
Inspector on this MIA Mover Project that consisted in the construction of a 1.2
mile elevated transit structure connecting the Miami Intermodal Center (MIC)
and the Miami International Airport (MIA). The scope of work included the
inspection of all structural steel and reinforced concrete elements including
post tensioned columns & pier caps for the elevated guideway system.
SR 80 from US-27 to Canal No. 2, Palm Beach County, FDOT 4. Ms. Cheda
served as CADD Technician and designer on this 2.5 mile, 4 lane divided
resurfacing project for FDOT. The project limits included both urban and rural
typical sections with a construction cost estimated at $3.5M.
