office. Completes and reviews numerous reports; analyzes trends, timelines of processing
actions, and status of numerous actions, identifies deficiencies or discrepancies; determine
improvement or changes in procedures; and prepares status reports and findings recommending
plans to improve efficiency of processing actions and solutions to eliminate recurrence of
unfavorable conditions. Provides advice and assistance to managers and supervisors on complex
personnel management matters involving staffing, recruitment and placement actions. Analyzes
command missions, management objectives and organizational goals, projecting personnel needs
and potential problems. Provides advice and assistant to management regarding loss of skilled
employees, recruitment, and decrease in mission, merit promotions, reassignments, reduction-in-
force, details and other placement actions. Interprets and explain all regulatory and procedural
requirements for all staffing, recruitment and placement actions. Initiates, monitor and tracks all
Request for Personnel Actions (RPA) for the 81ST RSC. Forwards all RPA ensuring
completeness, accuracy, and attachment of appropriate documents. Ensure RPA document all
required data to process actions. Track announcements and referrals and ensures recruit actions
are processed in a timely manner. Verifies accuracy of personnel data on all documents.
Maintains and reviews all required applications forms. In-processes new personnel; ensures
completion of all required forms, to include fingerprint cards and security clearance forms;
explains benefits such as health and life insurance, and all appropriate forms; and explains
general personnel issues such as pay adjustments, within-grade increases, merit promotions, and
probationary periods. Serves as local advisor for all classifications and position management
actions. Ensures personnel documents reflect appropriate TDA paragraph and line numbers,
work center codes, and location codes. Monitors the performance evaluation system, ensuring
management is assisted and understands the procedural and preparatory requirements. Advises
management on the Incentive Awards Program. Provides regulatory interpretation, guidance,
and assistance regarding authorized leave, work schedules, computation of service dates,
retirement benefits, TSP, awards, health and life insurance benefits and open seasons. Ensures
management and all levels of personnel are kept informed of new or changed guidance,
procedures and policies. Assist employees with questions regarding the Federal Employees
Retirement System (FERS), Civil Service Retirement System (CSRS) and Thrift Savings Plan
(TSP) programs. Tracks and maintain Civilian Education System (CES) requirements. Provides
CES policies and input applications for CES training into Army Training Requirements and
Resources System (ATRRS). Provide quarterly CES report to Branch Chief. Maintain adverse

and assures compliance with proper procedures and regulations. Purpose of contacts is to provide
advice to others on office issues and concerns on non-controversial matters. Very often contact is
to sell a viewpoint or resolve operating problems. Occasionally encounters conflict and
resistance in personal contacts. Provide technical advice on establishing and maintaining
military pay accounts ensuring compliance with laws and regulations. Research and resolve pay

Trainers (OWT) Program. I made sure that the OWT applicants have all documents for their
request. Prepared routine correspondence, messages, reports, and forms, proofread
correspondence for proper format and accuracy, and provided technical support to other clerical
personnel. Receives all incoming mail; screens for those items which can be handled personally,
those which can be handled by appropriate branch personnel, or those items which supervisor
