This document outlines a plan to reduce irresponsible alcohol use in the Navy through a 4-pronged approach of leadership engagement, education and training, accountability and deterrence mechanisms, and support systems. It recommends establishing a cross-functional team to develop program details and commence Phase 1 by December 2012, which includes implementing alcohol detection devices. The desired outcome is establishing a culture with no irresponsible alcohol use.

Slide 6 – Fiscal Year PlanIn order to provide effective policies, programs, and processes, we begin with a science based plan to build the foundation in FY-13. The goal is to ensure that command leaders understood the fundamentals of reducing irresponsible use of alcohol and relies on the necessity to have a consistent message through organizational collaborations. To reduce irresponsible use of alcohol we must address a full continuum of resources from information dissemination to education and training, to policy, and referral resources for help to return the Sailor to the Fleet. In FY-13, we focus on leadership accountability and deterrence, program management, and continued education and training to ensure commands have the basic support mechanisms in place and to understand where Sailors could go for assistance.In FY-14 we wanted to build on the efforts in FY-13 and bring the program to the next level and I’ll talk more about what we did in a few moments. Finally, we also wanted to think about what we will do next year to continue building our program. In FY-15, while still a work in progress, we want to focus on the Sailor and “strength of character.” The key to our model is to keep building, keep a consistent fresh message and reach out to subject matter experts.
