The National Commission on Labour made several recommendations to reform India's labor laws in 1999. It recommended new laws on labor relations, wages, occupational safety and health, small enterprises, and working conditions. It also suggested linking child labor prevention to education and ensuring minimum protections for unorganized sector workers, including access to compensation, provident funds, and maternity benefits. Additionally, it recommended strengthening trade unions financially and organizationally, encouraging dispute resolution through negotiation over compulsory adjudication, and defining social security and remuneration in labor laws.
