2. INTRODUCTION
• Public Administration generally means service to the people
rendered by a government agency. It is the result of evolutionary
process which can be viewed from two distinct perspectives – as an
activity and as a subject of study or intellectual discipline.
• Administrative system have existed since ancient times. Its evolution
as a separate discipline started from the late 19th century from 1887
onwards. Credit goes to Woodrow Wilson and his essays ‘ The study
of Administration ’ ; regarded as the father of discipline.

3. PHASE 1 –THE POLITICS/ADMINISTRATION DICHOTOMY:
1887-1926
• 1887- Woodrow Wilson in his essays, ‘ The study of administration ’ said
that it was more difficult to run a constitution rather than framing one;
stressed the need for a separate study of administration.
• 1926 - Leonard D. White wrote his work, ‘ Introduction to the study of
administration ’ 1st textbook of public administration.

4. PHASE 2 - PRINCIPLES OF PUBLIC ADMINISTRATION:
1927-1937
• 1927- W.F. Willoughby wrote on the importance of principles of
administration.
• 1937- Luther H. Gullick and Lyndal Urwick’s papers on the science of
administration and coinage of POSDCORB to promote seven principles
of administration.

5. PHASE 3 –THE CHALLENGE:1938-1950
• 1938- Chester l. Barnard’s ‘ The function of executive’.
• 1946- Herbert A. Simon's article entitled, ‘ The proverbs of
administration’ called principles as ‘proverbs’ , further wrote
‘Administration of Behavior’ published in 1947 and emphasized on
decision making as the heart of administration.
• 1950- John Meriam Gaus in his book article, ‘ Trends in the theory of
public administration’ stated that “theory of public administration means
in our time a theory of politics also” .

6. PHASE 4 – CRISIS OF IDENTITY: 1951-1970
• The politics and public administration dichotomy and the application of
universal principles in the field of public administration have been
abandoned by the theorists of public administration since the 1950s.
• This is why this phase of public administration is called crisis of identity in
public administration
• To overcome from this identity crisis, public administration came to be
seen as an interdisciplinary subject.

7. PHASE 5 – PUBLIC POLICY PERSPECTIVE/NEW PUBLIC
ADMINISTRATION
1970-PRESENT
• The aim of this theory is to establish which social, political and economic or personal
forces are effective in policy making.
• During this time, the context of politics has gained special importance in the discussion
of public administration. Accusing the conflict between politics and administration as
narrow and self-serving, the new writers have identified administration as a problem of
political theory. This was mainly in the United States and Europe.
• They are interested in judging the administration in terms of relevance, values,
democracy and change as much as in politics. This new trend of public administration is
known as New Public Administration.

8. OTHER TRENDS
• In the age of globalization, the rise of information technology is having an
impact on people’s lives, as well as every part of the system of
government.
• Because of this advancement several concepts also have developed in
public administration in recent times.
• Naturally, with this in mind, the mentality of studying public administration
in a new way can be noticed from the 1990s. The wave of change that
was seen in the administrative activities was also felt in the intellectual
practice of the administration.

9. POSDCORB
• In the field of public administration and organization, POSDCORB model
is largely used as the traditional assessment of organizational theory.
• The model was developed and disclosed by Luther Gulick and Lyndall
Urwick in 1930s.
• They published it in their ‘Papers on the Science of Administration’ in
1937.
• Primarily, POSDCORB was proposed in an action to advance public
provision authorities.
• According to them, POSDCORB model is common to all organizations.

10. CONCLUSION
• From the above discussion on 5 Phases of The Evolution of Public Administration,
it can be concluded that when the journey of public administration as an academic
discipline began in the late nineteenth century, there was a tendency to separate
public administration from politics and make public administration a science as like
natural science.
• But the great challenge to this division of public administration and politics came in
the 1930s. As a result, there is an identity crisis in public administration.
• With the advancement of information technology, digital governance or E-
Governance as well as environmental issues (disaster management) has taken
place in public administration.
