There is pent up demand for broadband internet services in regional and outer metropolitan areas of Victoria, Australia. A survey of 1,780 residents and businesses in the Great South Coast region found that while many use ADSL2+ broadband, satisfaction with internet speeds is low. Faster third wave fixed broadband services like the National Broadband Network are not widely available yet. The lack of access restricts opportunities for economic and social development. Regional collaboration and an accelerated rollout of high-speed broadband could help strengthen existing competitive advantages and increase adoption of new technologies.

Broadband penetration in Nigeria has reached 30.9% as of December 2018, surpassing the country's 30% target. Mobile networks are predominantly used to access broadband in Nigeria. The introduction of InfraCo projects aims to accelerate the deployment of optic fiber backbone and increase broadband penetration nationwide. However, challenges remain around right of way issues, multiple regulation and taxation, and delays in permit processing. Harmonization of policies is recommended to address these challenges and support the growth of broadband in Nigeria.

Among the key actions in meeting this objective is to create demand for broadband services in the rural areas. However there are some inherent challenges in achieving this goal namely apprehension from service providers, return of investment and lack of awareness and need. Goal: Please formulate a strategic proposal on the key initiatives the government can develop to specifically address the gap in ICT adoption in the rural areas.
