1. Executive Summary
Maskan is one of the districts found in Guraghe Zone of Southern region. According to 2016
zonal statistical report, 245,000 people are living in the district. The pure drinking water
coverage is about 36% of the total population. Only 20% of population have safe toilets. The
remaining majority are using either unsafe toilets or practicing open defecation.
Inadequate water quantity and quality is the underlying cause of most public health problems in
rural areas. There may not be sufficient water available to meet basic needs, so supplying an
adequate level of safe drinking water is essential. The priority is to provide an adequate quantity
of water, even if it is of intermediate quality.
The goal of the project is to contribute to create self-reliant, healthy and water -borne diseases
free community in the district. The total beneficiary of the project are 156,800 people using
unsafe water resources in the district. At the end of the project, 6.5kms of water line extended, 9
water points will be constructed, 9 model toilets will be constructed and 10,000 community
leaders will take training on sanitation, hygiene and using toilet and avoiding open defecation.
the total budget of the project is 11,927,000ETB funded by ABC local organization.
2. Project Area: Meskan District of Gurage Zone
Maskan is one of the districts found in Guraghe Zone of Southern Region. According to 2016
zonal statistical report, 245,000 people are living in the district. The ratio of male to female is 51
% to 49%. More than 45% of population are young below the age 30. 90 of population are living
in rural areas whereas 10% of them are living in towns.
3. Project context:
Everyone has the right to water and sanitation. People living in rural areas are more susceptible
to illness and death from disease, particularly diarrheal and infectious diseases. Such diseases are
strongly related to inadequate sanitation and water supplies and poor hygiene system. The project
is a kind of integrated approach that aims at water supply, sanitation, and hygiene promotion
(WASH) as a practical expression of the right to access water and sanitation in humanitarian
contexts.

the district is found in Rift Valley which is very low land area and hot temperature condition.
The nature of the area requires the accessibility of water. The government at both zonal and
district level is highly working on increasing the coverage of potable water supply in the district.
The Water and Energy office of the district encouraging local and international development
actors working in the district to fill the gap of drinking water coverage in the district. Water
resources are available such as Maskan River, different springs and under ground water. The
under ground has a problem of fluoride which is not suitable for drinking. Therefore, the focus
of this project is constructing reservoir, water channel extension, construction water points. In
addition, the project will work on improving the sanitation and hygiene system of the people.
4. Project justification
Water is very important for life. Without water life is impossible for all living things. Water uses
for drinking, cooking foods, sanitation, and hygiene of human being. With water man can take
sanitation and hygiene. WASH program or project is an integrated approach to improve the
whole system related with water supply and uses. Maskan district is highly populated area in
Guraghe zone. The coverage of pure water supply is only 20% in rural areas which is very low
and can be a cause for diseases particularly diarrheal and infectious diseases. Lack of access to
pure water supply results in increasing child mortality rate, diseases, lack of hygiene and
sanitation. The project aims at improving the sanitation and hygiene system in the community
through increasing access to drinking water supply.

5. Project Goal
The goal of the project is to contribute in creating self-reliant, healthy and water -borne diseases
free community in the district
6. General objective
To improve sanitary and hygiene condition of the community through provision Safe water and
appropriate sanitation facilities.
6.1. Specific objectives of the project
6.1.1. To construct 6.5 Kms of water line extension in the coming six months that can
serve 156, 800 people in the district.
6.1.2. To construct one water reservoir in the coming six months
6.1.3. To construct 9 water points in five kebeles in the coming six months
6.1.4. To train 10, 000 community leaders on importance of sanitation and hygiene for
one months
6.1.5. Construct 9 model toilets in five kebeles of the district
7. Project implementation strategy
 managing the entire water chain: water sourcing, treatment, distribution,
collection, household storage and consumption.
 Managing the entire sanitation chain in an integrated manner in the society
 enable positive healthy behaviors of the community
 ensuring access to hygiene items to the community
