Health Education England
Creating a flexible workforce that
embraces research and
innovation
Professor Nicki Latham
Executive Director of Performance and Development
www.hee.nhs.ukwww.hee.nhs.uk
HEE exists for one purpose only: to deliver a better
health and healthcare workforce for England, through
the education, training and personal development of
every member of staff and recruiting for values.
‘Health is all about people. Beyond the glittering surface of
modern technology, the core space of every health care
system is occupied by the unique encounter between one
set of people who need services and another who have
been entrusted to deliver them’
Health professionals for a new century [Lancet 2010]

The burden of disease ……
4 million
diagnosed
with diabetes
by 2030
There are
800,000 people
with dementia
in the UK
36% of the adult
population are
clinically obese
People with severe
mental illness die
on average 20
years younger than
the rest of the
population
15 million people
in England living
with a long term
condition
Those with
multiple long term
conditions is set
to rise to 2.9
million by 2018
With growing budgetary pressures, the NHS needs to
transform, not doing it more but doing it differently

“Ultimately, in order to really make a difference in improving
our nation’s health, concerted action will be required, with
individuals, families, local communities, local councils, the
NHS and government all taking responsibility and working
together towards a healthier population.”
Duncan Selbie, Chief Executive of Public Health
England

• The Mandate from the Government
to Health Education England April

• We have a duty to promote the
values of the NHS Constitution
“HEE’s objective is to
develop a more flexible
workforce that is able to
respond to the changing
patterns of service….. and
embraces research and
innovation to enable it to
adapt to the changing
demands of public health,
healthcare and care

Pathway

R&I Strategy - Objectives
1. Establish a system wide coherence to
education and training which will facilitate and
sustain the organisational and cultural
changes required to embed research and
innovation.
2. Ensure that the evidence on best practice for
training in research and innovation informs
and influences the delivery of effective
education and training within the healthcare
system.
3. Develop a multi-professional Clinical Academic
Careers Framework for patient benefit.
4. Establish a HEE Research and Innovation
Evidence Hub to ensure investment in future
education and training is evidence informed.

Workforce
www.hee.nhs.ukwww.hee.nhs.uk
“We are moving away from a 20th century model with its
outdated divisions of hospital based practice and of ‘health’
and ‘social’ care….towards a 21st century system of
integrated care, where clinicians work closely together in
flexible teams, formed around the needs of patients and not
driven by professional convenience or historic location.”

Shape of Caring & Shape of Training Reviews
“How can we ensure that the education and training of
nurses and care assistants is fit for purpose to support
them in delivering high quality care over the next 10-
15 years?”
“Appropriate organisations, including postgraduate
research and funding bodies, must support a flexible
approach to clinical academic training.”

• New ways of predicting,
preventing, diagnosing
and treating some
conditions
• How can we ensure NHS
staff have the skills to
respond to and adopt
new research, technology
and innovation, so that
patients can reap the
benefits?

“We know what happens to people
who stay in the middle of the road.
They get run over!”
Aneurin Bevan

“It is there to improve our health and wellbeing,
supporting us to keep mentally and physically well,
to get better when we are ill and, when we cannot
fully recover, to stay as well as we can to the end of
our lives. It works at the limits of science – bringing
the highest levels of human knowledge and skill to
save lives and improve health.
It touches our lives at times of basic human need,
when care and compassion are what matter most.”
The NHS belongs to the people…..

It works at the limits of science – bringing the highest levels of human knowledge and skill to save lives and improve health. It touches our lives at times of basic human need, when care and compassion are what matter most.” The NHS belongs to the people….. 20

Editor's Notes

  1. The draft HEE Research and Innovation Strategy engagement was launched on 19 May 2014. Over 70 organisations responded. The final version was approved by the HEE Board in September and is on the HEE website. Aims : To create an education & training system that is evidence based and underpinned by research and innovation; and To build the capacity and capability of our current and future workforce to embrace and actively engage with research and innovation
  2. More detail about HEE’s aspirations and the new Integrated Clinical Academic Programme are available on our website: http://hee.nhs.uk/work-programmes/clinical-academic-careers/, along with an animation we created with NIHR to showcase the fundamentals of a clinical academic career.
  3. How did you get in to research, the sorts of things you did, changes you’ve seen…………..
  4. It is not all about taking up a formal clinical academic career – the importance of evidence-based practice cannot be underestimated. You can become research champions in your service, Trust or local area and share best practice and ideas. Your research can help inform decisions to implement service change and improve services for patients. Mention the Research Hub…….. Consider how could create a community of practice – something that the NW R&D team are looking at locally???? Refer back to work done earlier in the conference Some of you may also have taken part in some of the sessions over the last couple of days about research dissemination, embedding a culture of innovation and research; and communicating your research ideas.
  5. HEE also has a responsibility for working across the system on workforce planning. As mentioned earlier, we will all be aware that across both health and social care, we will need to do things differently in the future… there are constant pressures on funding, with increasing numbers of us needing to access services. Research and evidence-based practice can also inform changes to workforce plans, how we train and educate staff, as well as major service reconfiguration. We are using R&I in part to help shape the work on transforming the future workforce / 5yfv????
  6. SoC seeks to address the question – “How can we ensure that the education and training of nurses and care assistants is fit for purpose to support them in delivering high quality care over the next 10-15 years?” It includes eight themes, including those which involve PPI; improving opportunities for healthcare assistants; flexible models of training; CPD for nurses; and enabling research. Considerable engagement taken place over the summer and up to end of Sept, which will help HEE and NMC to determine which recommendations should be taken forward in autumn 2015. SoT - HEE has established a Shape of Training Expert Advisory Group (EAG) to take forward the recommendations of the report, supported by an Academic Working Group (AWG) to focus on clinical academic careers. The AWG is a short-term group to take forward the recommendation that “Appropriate organisations, including postgraduate research and funding bodies, must support a flexible approach to clinical academic training.” The AWG is looking at how the current clinical academic training works for medicine; reviewing what the other 7% of medics who undertake research are studying and how being funded (only 1% undertake research via NIHR); and how best to give exposure to medics for good research in order to incentivise other undergraduate and postgraduates to join.
  7. Refer back to work done earlier in the conference You will have heard yesterday from Professor Tina Lavender, about ***************and from Helen Bevan about the importance of the change agenda and making connections. This morning Dominic Rickhards spoken about influence and impact and the importance of communication. The example of innovation and changing practice highlighted here picks up on these. Innovation does not always have to be something technological/ or large scale change…can be small things that make massive differences to patients care
