Globally, education is regarded as an instrument per-excellence for the development of any nation. Nigeria, like other developing countries, needs to combat unemployment, poverty, social ineptitude, scientific and technological backwardness. The paper examined quality management skills adopted by school principals to enhance attainment of secondary education goals in Ahiazu Mbaise Local Government Area of Imo State. Two hypotheses were formulated to guide the study. Survey research design was adopted for the study. The 26 principals of public secondary schools in Ahiazu Mbaise LGA constituted the sample for the study using the census approach. An instrument titled: Principals' Quality Management Skills as Determinants of Goal Attainment Questionnaire (PQMSDGAQ) with a reliability coefficients 0.89 was used for data collection. Data was collected and analyzed through the Pearson Product Moment Correlation analysis. The results showed a significant relationship between effective 'instructional supervision, teachers’ performance evaluation and secondary school goal attainment. It was therefore recommended that principals should constantly carry out routine, and periodic instructional supervision and teachers’ performance evaluation to fast track secondary school goal attainment by Stanley U. To meet the globalization challenges raising higher education quality to the world standard is essential. Because Economic Factors, An Era of Competition, Demographic Realities, lack of infrastectural development ,Governmental Political and Legal Challenges, Religious Factors, internal conflicts among educational institutions, corruption etc affect quality of higher education in Bangladesh. Bangladesh Govt. has taken initiatives to develop the quality of tertiary education. Govt. plans to prepare university graduates in such way that they can successfully compete in the context of international knowledge society. The Government prepared a Higher Education Strategic Plan 2006-26, which was fully homegrown with participation of front-line academics from both public and private universities and representatives from think-tanks and the private sector. Accordingly, the Ministry of Education, with the assistance of the World Bank, has undertaken a Higher Education Quality Enhancement Project (HEQEP). The project aims at improving the quality of teaching-learning and research capabilities of the tertiary education institutions through encouraging both innovation and accountability and by enhancing the technical and institutional capacity of the higher education sector. he Higher Education Quality Enhancement Project (HEQEP) will comprise of the following 4 (four) components: (i) promotion of academic innovation in teaching-learning and research through an Academic Innovation Fun (AIF) allocating funds on a competitive basis to public and private universities; (ii) institutional capacity building at the University Grants Commission (UGC) and the universities; (iii) connectivity capacity building for universities and research centers through the development of the Bangladesh Research and Education Network (BdREN) ; and (iv) support to the operation of the project implementation unit. The University Grants Commission of Bangladesh is the implementing agency of the project. A HEQEP Unit has been established in UGC for implementation, management, monitoring and evaluation of the activities.
The Influence of Pedagogic Supervision on School Effectiveness in Public Prim...ijtsrd
The focus of this paper was to examine the influence of pedagogic supervision on school effectiveness in public nursery and primary schools in Fako division, South West Region of Cameroon. The survey research design was adopted for the study. Data was collected from 406 teachers and 62 head teachers from both nursery and primary schools and the number of accessible nursery and primary schools were twenty three. Questionnaire and semi structured interview guide were the instruments used for the study. The instruments consisted of both close and open ended questions. For the reliability statistics, the internal consistency of the head teachers' responses ranged from 0.782 to 0.893. The overall reliability coefficient was 0.989 which was above the recommended threshold of 0.7, while the internal consistency of the teachers' responses ranged from 0.734 to 0.876. Findings showed that while some inspectors could not rate the effectiveness of their schools, others said the effectiveness of their schools were above 12 , 50 and 80 respectively. Findings Comparing teachers' opinion on the carrying out of pedagogic supervision by head teachers showed that head teachers do not significantly differ in their opinion on the practice of pedagogic supervision in school P 0.05 . Furthermore, head teachers teaching in the nursery school, 77.8 and 96.2 of those teaching in primary schools disagreed that their head teachers are carrying out pedagogic supervision. On the same note, as findings showed that pedagogic supervision has a positive and significant effect on the effectiveness of public nursery and primary schools. This paper examined the issues and challenges of assuring the quality of secondary schools in Nigeria and the strategies on the way forward. In doing that, such concepts like quality, quality assurance, management, secondary education and state of secondary school in Nigeria were reviewed. Irrespective of the fact that some aspects of education may be considered as improving, reviews have shown that students’ ability for practical curricular activities are deteriorating showing that quality of our educational system is poor and not assured. The challenges of assuring quality among others were observed to be increasing school enrolment, ineffective teaching and learning process, the poor motivation of teachers, lack of educational resources, lack of quality control and poor funding to schools. To overcome these challenges the paper observed the following strategies as the way forward adequate funding, adequate equipment and facilities, provision of incentives to staff, provision of qualified manpower, effective supervisory system, improving on teachers’ level of training etc. When these are done it is believed that the quality of the educational system would be achieved and assured. The study investigated the effect of headteachers’ supervisory styles and teachers’ job performance in public basic schools in the Mankessim Education Circuit of the Mfantseman Municipality in the Central Region of Ghana. A descriptive survey in the form of mixed methods was used for the study. Through purposive and stratified sampling techniques, 134 respondents made up of 16 headteachers and 118 teachers were selected and used for the study. Two sets of questionnaires, one each for headteachers and teachers were used to collect quantitative data. Qualitative data were obtained through semi-structured interview guide from 10 respondents (headteacher and teachers) who were conveniently sampled. Means, standard deviation, t-test, one-way ANOVA, and multiple regression were used to analyse the quantitative data while content analysis was used to analyse the qualitative data. The study revealed that headteachers used directive control supervisory style most frequently as compared to collaborative, directive informational, and non-directive supervisory styles. Generally, teachers’ job performance was very good. Besides, the study discovered that headteachers’ supervisory styles were good predictors of teachers’ job performance. It was concluded that supervisory styles of headteachers were essential factors that influence teachers’ job performance in schools. Among the recommendations is that in-service training in the form of workshops and seminars should be organised for both headteachers and teachers on the need for effective supervision in public basic schools in the Circuit to achieve school and educational goals.
The expectation of the labour market on the quality of graduates produced by Faculties of Education in Nigeria universities has become burning issues that many stakeholders in the education sectorfelt unsatisfactory. It becomes imperative to assessthe challenges of quality assurance in teacher education.This study therefore assessedquality assurance in teacher education in Nigerian universities: challenges and way forward. A descriptive survey research design was adopted for the study. The population of the study was all university teachers in Faculties of Education in universities in Kwara State, Nigeria. A purposive sampling technique was used to select 240 university teachers. A researcher-design questionnaire was used for data collection for the study. The data collected were analysed using means ranking and standard deviation. The findings of the study showed thatthe provision of teachers with adequate academic and professional formativeexperience for teaching and control of examination system with clear procedures as well as ethics of confidentiality and impartiality are the most needed qualities to be assured in teacher education. Overcrowding that leads to poor classroom management and control; instability of academic calendar and adoption of outdated curriculum and inadequate exposure to practical teaching that ensure professionalism are the major challenges in the teacher education. Broadening the curriculum of research methodology to improve the student’s project writing skills and emphasis on the acquisition of knowledge in the teaching subject pedagogy, entrepreneurial studies, and computer literacy for functional education need to be considered. Based on the findings, it was recommended among others that internal quality assessment in teacher education should be strengthened in the Faculties of Education that would allow for improved pre-service teacher quality products in Teacher Education in Nigerian universities.

Applied learning methods have also undergone innovation in order to support a smooth learning. Media, media was used quite well, but in order to support a smooth and achievement of learning in line with the principles embodied in the curriculum applied, this fact needs to be improved towards better, both in terms of accuracy, presentation and materials used. This paper examined the issues and challenges of assuring the quality of secondary schools in Nigeria and the strategies on the way forward. In doing that, such concepts like quality, quality assurance, management, secondary education and state of secondary school in Nigeria were reviewed. Irrespective of the fact that some aspects of education may be considered as improving, reviews have shown that students’ ability for practical curricular activities are deteriorating showing that quality of our educational system is poor and not assured. The challenges of assuring quality among others were observed to be increasing school enrolment, ineffective teaching and learning process, the poor motivation of teachers, lack of educational resources, lack of quality control and poor funding to schools. To overcome these challenges the paper observed the following strategies as the way forward adequate funding, adequate equipment and facilities, provision of incentives to staff, provision of qualified manpower, effective supervisory system, improving on teachers’ level of training etc. When these are done it is believed that the quality of the educational system would be achieved and assured. Therefore efforts must be made to assure quality in the secondary school system in its totality consisting of quality teaching for quality products. The study investigated the effect of headteachers’ supervisory styles and teachers’ job performance in public basic schools in the Mankessim Education Circuit of the Mfantseman Municipality in the Central Region of Ghana. A descriptive survey in the form of mixed methods was used for the study. Through purposive and stratified sampling techniques, 134 respondents made up of 16 headteachers and 118 teachers were selected and used for the study. Two sets of questionnaires, one each for headteachers and teachers were used to collect quantitative data. Qualitative data were obtained through semi-structured interview guide from 10 respondents (headteacher and teachers) who were conveniently sampled. Means, standard deviation, t-test, one-way ANOVA, and multiple regression were used to analyse the quantitative data while content analysis was used to analyse the qualitative data. The study revealed that headteachers used directive control supervisory style most frequently as compared to collaborative, directive informational, and non-directive supervisory styles. Generally, teachers’ job performance was very good. Besides, the study discovered that headteachers’ supervisory styles were good predictors of teachers’ job performance. It was concluded that supervisory styles of headteachers were essential factors that influence teachers’ job performance in schools. Among the recommendations is that in-service training in the form of workshops and seminars should be organised for both headteachers and teachers on the need for effective supervision in public basic schools in the Circuit to achieve school and educational goals.
The expectation of the labour market on the quality of graduates produced by Faculties of Education in Nigeria universities has become burning issues that many stakeholders in the education sectorfelt unsatisfactory. It becomes imperative to assessthe challenges of quality assurance in teacher education.This study therefore assessedquality assurance in teacher education in Nigerian universities: challenges and way forward. A descriptive survey research design was adopted for the study. The population of the study was all university teachers in Faculties of Education in universities in Kwara State, Nigeria. A purposive sampling technique was used to select 240 university teachers. A researcher-design questionnaire was used for data collection for the study. The data collected were analysed using means ranking and standard deviation. The findings of the study showed thatthe provision of teachers with adequate academic and professional formativeexperience for teaching and control of examination system with clear procedures as well as ethics of confidentiality and impartiality are the most needed qualities to be assured in teacher education. Overcrowding that leads to poor classroom management and control; instability of academic calendar and adoption of outdated curriculum and inadequate exposure to practical teaching that ensure professionalism are the major challenges in the teacher education. Broadening the curriculum of research methodology to improve the student’s project writing skills and emphasis on the acquisition of knowledge in the teaching subject pedagogy, entrepreneurial studies, and computer literacy for functional education need to be considered. Based on the findings, it was recommended among others that internal quality assessment in teacher education should be strengthened in the Faculties of Education that would allow for improved pre-service teacher quality products in Teacher Education in Nigerian universities.

The learning model is a goal-oriented, but the majority has shifted towards the process and achievement of competence, although not total. Applied learning methods have also undergone innovation in order to support a smooth learning. Media, media was used quite well, but in order to support a smooth and achievement of learning in line with the principles embodied in the curriculum applied, this fact needs to be improved towards better, both in terms of accuracy, presentation and materials used. Supervision of instruction has been a neglected aspect of school management in Nigeria.
Instructional supervision, if properly organized and executed can lead to positive improvement in the
achievement of effective learning in our schools and consequently lead to rising standard in educational system.
Teachers are identified as individuals who have to develop professionally because they need the support of
colleagues whose professional development is greater. The head teacher possesses greater information about
the school system and about instructional and management strategies that can strengthen the teachers’ capacity
to cope with classroom problems and thereby ensure adequate and effective learning on the part of the students.
This paper examines the concept of instructional supervision, the head teacher as an instructional supervisor
and relevance of instructional supervision in effective teaching and learning of health education in Nigerian
primary schools. It concludes that a closer, regular and continuous supervision is urgently needed especially
now that a lot of changes have been introduced into the nigeria Universal Basic Education School System.
Teachers' Capacity Building And Productivity in Secondary Schools in Ondo Nor...CSCJournals
The stakeholders in the education sector has been persistent in expressing concern about the dwindling quality of secondary education in Nigeria, which seems to be attributed to the perceived inadequacies in teachers’ capacity building and productivity. This study therefore investigated the level of teachers’ capacity building and determined its implication on teachers’ productivity in secondary schools in Ondo North Senatorial District of Ondo State, Nigeria. Descriptive research design of the survey type was adopted. The sample comprised 30 principals and 600 teachers randomly selected from 30 public secondary schools. Data were collected using two research instruments titled Teachers’ Capacity Building Questionnaire (TCBQ) and Teachers’ Productivity Questionnaire (TPQ). Two research questions were raised and one hypothesis was formulated. Research questions were analyzed using frequency count and percentage while the hypothesis was tested using Pearson Product Moment Correlation (PPMC) at 0.05 level of significance. Results revealed that there was a significant relationship between capacity building and teachers’ productivity [r-cal=0.606, p<0.05]; It was concluded that in spite of the inadequacies in capacity building, teachers maintained high level of productivity possibly due to their strong commitment to professional duties. However, teachers are still faced with the challenges of excess workloads, large class size and shortage of instructional materials. It is recommended that the State Government should employ adequate number of qualified teachers to ensure manageable workloads and improve classroom management; the State Ministry of Education and other relevant stakeholders in the education sector should provide adequate instructional materials and step up efforts in organizing periodic capacity training workshops and seminars based on the professional needs assessment to update teachers’ knowledge and skills in instructional best practices to improve productivity in secondary schools.
This paper examines quality assurance mechanisms as correlates of goal achievement of Universal Basic Education (UBE) in public secondary schools of Kwara State, Nigeria. A structured questionnaire was developed and issued to collect information from the study samples. The questionnaire was administered to one thousand, five hundred (1.500) respondents. Data collected were analysed using mean, standard deviation, factor analysis, correlation analysis and regression analysis. The results of the study revealed that instructional supervision, staff development practices, continuous assessment and learning environment had a significant positive relationship with goal achievement in UBE public secondary schools. From the results, it was recommended among others that ministry of education should organise workshops and seminars on quality assurance mechanisms, so that principals and teachers could gain in-depth knowledge and understanding of the identified quality assurance mechanisms.

ABSTRACT: This study examined the role of teaching efficacy as a predictor of teaching effectiveness in Nigeria
through a comprehensive literature review. The focus is on the Nigerian educational system, aiming to shed light
on the multifaceted influence of teaching efficacy on teacher motivation, instructional practices, student
achievement, professional development, and school culture. The goal is to inform educational stakeholders and
policymakers to enhance educational standards and student outcomes in Nigeria. The review underscores the
dimensions of teacher effectiveness, highlighting aspects such as content knowledge, pedagogical knowledge,
classroom management, differentiated instruction, assessment and feedback, relationship building, and continuous
professional development. Several studies in the Nigerian educational context consistently demonstrate a positive
correlation between teachers' self-efficacy and their effectiveness. Teachers with higher self-efficacy exhibit
improved teaching techniques, heightened student motivation and achievement, and greater job satisfaction.
Recommendations based on the literature review include advocating for comprehensive professional development
programs, promoting mentorship and collaboration among educators, fostering supportive school leadership,
integrating research-informed policies into educational practices, and encouraging further research to deepen the
understanding of teaching efficacy and effectiveness within the Nigerian context. The study underscores the
importance of addressing teaching efficacy in educational policies and practices to elevate teaching standards and
improve student outcomes in Nigeria.

This study aimed to explore the survival of school financing management
during the COVID-19 pandemic, to assure the quality of teaching and
learning continuously. This study used a qualitative design, and data
collection is carried out by observing resource persons and in-depth
interviews, analysis or analysis of documentation and a combination of the
three as triangulation method. The collected data were analyzed using an
interactive model. The results showed that financial management strategies
in managing school finances effectively and efficiently, through
transparency, accountability and responsibility, are considered to have
contributed to the prospects, quality, progress and sustainability of education
in the midst of the COVID-19 pandemic. This is based on the fact that many
quality and good schools eventually experience setbacks due to the lack of
transparency, accountability and responsibility in the management of
education funds. Openness in schools can promote accountability and fight
corruption in education, if it is implemented effectively and any malpractice
is dealt with clear consequences. The implication is the strategies of
education financing management in terms of transparency, accountability and
accountability need to be carry out consistently to ensure the improvement of
school quality runs in a sustainable manner.
This research aimed to find out the constraints occurring in the implementation of craft and entrepreneurship education. This research employed qualitative research method. The research was taken place in three schools in DKI Jakarta as the beneficiaries of entrepreneurship program grant from the government. Data was collected through interview and observation. The result of research showed the less optimum implementation of craft and entrepreneurship education. The constraints the teacher encountered in the implementation of Craft and Entrepreneurship subject were: teacher having no background of Entrepreneurship Education, No Subject Teacher Discussion (MGMP) group available and no supporting activity for Craft and Entrepreneurship subject. Therefore, this research recommended the reinforcement of entrepreneurship education learning through establishing MGMP team, teacher training, and sustainable integration of entrepreneurship subject and program.
The importance of quality education in nation building cannot be over emphasized. The research objective of this study is to investigate school leadership on quality assurance in higher education, Adamawa State. The population made up of senior lecturers in 10 departments in the universities. Stratified random sampling method was used to sample 10 lecturers from each of these departments, which makes the total sample size of 100 lecturers. The instrument for data collection was 20-item questionnaire titled ‘‘Quality Assurance in Higher Education Questionnaire’’ (QAHEQ). PLS- 3 measurement models was used to assess the reliability, validity of instruments and data analyses in this study. The result shows that the instruments were reliable and pilot study indicated strong evidence of validity. Findings revealed that, the research is significant because it explores the use of autocratic leadership style to improve quality assurance in higher education. It was therefore recommended that, authority should re-address the issue of funding university with adequate budget for training and re-training of staff.

The study investigated supervision as a determinant of public secondary school teachers’
effectiveness in Central Senatorial District of Delta State. Seven research questions were raised and answered
and seven hypotheses were formulated and tested to guide the study. The study used the correlational research
design. A sample of 997 teachers was utilized for the study. The research instrument used for data collection
was the questionnaire titled teachers’ supervision and teachers’ effectiveness (TSTE) questionnaire. The data
collected were analyzed using simple percentage for the socio-demographic data and simple regression and
correlation statistics for the research questions and hypotheses. The seven hypotheses were tested at 0.05 level
of significance. The results revealed that there was a significant relationship between teachers’ supervision and
their teaching effectiveness, there was a significant relationship between teachers’ educational qualification and
their teaching effectiveness, and there was a significant relationship between teachers’ teaching experience and
their teaching effectiveness, hence supervision was seen as a vital and critical element of teaching effectiveness.

The study identified administrative strategies for motivating teachers and students of agricultural science towards academic performance in Senior Secondary Schools in Abia State. The study was guided by two specific objectives with corresponding research questions and hypothesis. It adopted a survey research design. The target population for the study comprised 780 persons made up of 513 teachers of agricultural science and 267 principals in all the 267 public senior secondary schools. The sample size of the study was 385 persons made up of 225 teachers and 160 school principals. This was determined using Taro Yamane formula (1967). Simple random sampling technique (SRST-without replacement) was used to select the sample size. A researcher-developed structured questionnaire titled: “Administrative Motivation Strategies for Teachers and Students Questionnaire (AMSTSQ)”, validated by 3 experts was used as instrument for data collection. The reliability of AMSTSQ was determined at .87 using Cronbach Alpha Reliability Coefficient Test. Descriptive statistics such as mean and standard deviation were used to analyze the data collected for the study. Hypotheses were tested at 0.05-level of significance using Independent Sample t Test. The study identified 13 administrative strategies for motivating teachers and 10 administrative strategies for motivating students of Agricultural Science towards academic performance in Senior Secondary Schools. Thus, researchers recommended among others that school administrators should adopt the administrative strategies identified by this study to motivate teachers and students of Agricultural Science for improved academic performances in Senior Secondary Schools in Abia State.
Policy implementation has presented the Nigerian educational system with countless obstacles cum problems. This research explored the principles and problems of policy implementation reconsiderations for effective secondary school administration. The study adopted a descriptive research design. The study population was 286 principals. The study sample was 229 principals drawn through a simple random sampling, representing 80% of the population. An instrument, principles and problems of policy implementation for effective secondary school administration was utilized for data collection. Cronbach alpha established a reliability coefficient of 0.89. Mean and standard deviation were used for data collection, while a t-test was utilized to test the hypotheses at a 0.05 significance level. The researchers found that the principles of policy implementation for effective secondary school administration are founded on ensuring a positive and clear policy statement, flexibility in the policy statement, fact-based policy statement, effectiveness in policy statement communication, openness to review, and properly documented in writing. It was recommended that school principals provide copies of the school policy to all the teachers. The principals should not be subjective in implementing policy for effective school administration. The implication of the study is that principals should adopt effective principles for policy implementation.

Endoprosthesis replacement-operational treatment of diseases and damages of hip joint. The problem of prevention of complications and their negative effects is extremely actual today. However the role of different beam techniques in identification of adverse effects and complications of endoprosthesis replacement of joints is studied insufficiently. Results of clinic and diagnostic and beam researches of 40 patients with pathology of hip joint are analyzed. The used beam methods of research - roentgenography, multispiral computed tomography. At presurgical stage the main objective was detection of pathology of joint, definition of indications and planning of operative measure. Situation and relationship of components of endoprosthesis, condition of bone tissue, and also bone cement round cup and leg of prosthesis were key parameters of radiological assessment of outcomes of endoprosthesis replacement. ABSTRACT
Globally, education is regarded as an instrument per-excellence for the development of any nation.
Nigeria, like other developing countries, needs to combat unemployment, poverty, social ineptitude, scientific
and technological backwardness. The paper examined quality management skills adopted by school principals
to enhance attainment of secondary education goals in Ahiazu Mbaise Local Government Area of Imo State.
Two hypotheses were formulated to guide the study. Survey research design was adopted for the study. The
26 principals of public secondary schools in Ahiazu Mbaise LGA constituted the sample for the study using
the census approach. An instrument titled: Principals' Quality Management Skills as Determinants of Goal
Attainment Questionnaire (PQMSDGAQ) with a reliability coefficients 0.89 was used for data collection.
Data was collected and analyzed through the Pearson Product Moment Correlation analysis. The results
showed a significant relationship between effective 'instructional supervision, teachers’ performance
evaluation and secondary school goal attainment. It was therefore recommended that principals should
constantly carry out routine, and periodic instructional supervision and teachers’ performance evaluation to
fast track secondary school goal attainment.

1. Introduction
National growth and development is a hallmark of high productivity of the employees. Education is
widely acknowledged as a major instrument for promoting socio-economic political and cultural development
because it is an indispensible instrument for human progress, empowerment and capacity development. The
Federal government, in its opening statement on the National Policy on Education (NPE), maintained that
“education in Nigeria is an instrument per-excellence for effecting national development” (FGN, 2013:1). This
suggests that a nation that lacks a sound educational culture and philosophy stands the risk of decay whereas
a nation that embraces education development is bound to achieve greatness and success (Amaechi et al,
2012).
Among all the levels of education in Nigeria, secondary education is the mediator between primary
and tertiary education. Secondary school teachers determined the level of efficiency, effectiveness,
productivity and ability to achieve the educational goals in any country. Based on principals’ quality
management skills, the teachers, (Eduese, 2006) serve as the fulcra upon which the entire education system
revolves. According to FGN (2013), secondary education is a form of post-primary education given to youths
to prepare them for livelihood and higher education. This level of education provides youths with enabling
skills and necessary competencies for civic participation and economic success (Anyadike, 2013).
The attainment of these noble goals and objectives of secondary education highly depends on effective
instructional leadership as well as the adoption of appropriate quality management skills by school principals.
It is the principal with its managerial skill that plays a significant role in the attainment of the goals and
objective of secondary schools. However, goal attainment in secondary education implies the successful
inculcation of the relevant knowledge, skills, and attitude needed for successful life in the society and
academic advancement to or success in higher education. It is obvious that goal attainment in secondary school
education as stated in the NPE involves the production of functional school leavers who can contribute
positively to the development of the society as well as have the intellectual capacity to progress academically
in tertiary education. The attainment of the goals of secondary education is absolutely important, especially in

developing countries where youths hardly pursue tertiary education. Failure to achieve the set goals of
secondary education will result to a huge damage to any nation and the world at large.
In spite of the seeming awareness of the utmost importance of secondary education by key players in
the subsector, it seems, the attainment of its goal and objectives remains a mirage especially in Ahiazu Mbaise
Local Government Area. Hence, many school leavers complete this cycle of education without acquiring the
basic skills of reading, writing and effective communication. This could be attributed to poor quality control
initiatives by most secondary school principals in the Local Government Area. However, Umeh (2018)
observed that principals' role in the actualization of national and global goals is increasingly becoming
significant with much emphasis on educational activities in school. In fact, principals are responsible for
ensuring quality education in schools. Arekewuyo (2009) maintained that the principal is the chief executive
of the secondary school in Nigeria and s/he is responsible for all that happens in the school. Therefore, the
effectiveness or attainment of the goals of secondary education to a large extent depends on the effectiveness
of the School administrators (Akomolafe, 2012) who are responsible for conducting the activities of the school.
Hence, administrative effectiveness has been pointed out as a key variable inhibiting the attainment of the
goals of secondary education. Ebuara (2012) found that effective principals work relentlessly to improve
achievement by focusing on the quality of instruction. He further stated that it helps define and promote high
expectations, teacher isolation, fragmented effort, and connect directly with teachers and the classroom.
Effective principals also encourage continual professional learning. They achieve this through effective quality
managerial skills.
Quality management is the act of overseeing all activities and tasks that must be accomplished to
maintain a desired level of excellence. This includes the determination of a quality policy, creating and
implementing quality planning and assurance, and quality control and quality improvement (Igbokwe, 2015).
Quality management skill is a comprehensive practice that aims to promote the performance of organizations
through the cultivation of sound quality culture. It is also the development of a set of values and convictions
that make every employee aware of the fact that quality is the main goal of the organization. Quality control
is a procedure or a set of procedures intended to ensure that a manufactured product or performed service
adheres to a defined set of quality criteria or meets the requirements of the client or customer. Therefore, in
the context of the secondary school, quality control measure entails a variety of procedures intended to protect
academic standards and promote/improve learning conditions such as effective instructional supervision,
teachers’ appraisal or evaluation, and strategic school visions. Adeyinka cited in Adenaike and Olaniyi (2010)
advises that school managers are expected to incorporate and build into the system in which they manage self-
regulating and effective control mechanism and measure so that the purpose of the system could be achieved.
Similarly, Adenaike and Olaniyi (2010) opine that quality management control in secondary education is
supervision and inspection. They further maintained that quality management control could be internal or
external. It is said to be an internal quality control measure when it is carried out by principals, vice-principals
and sectional heads. It is external when carried out by staff of Local Government Authority designated as
monitoring officers and inspectors from the zonal education office. The key among the internal quality
management skills adopted by principals in secondary schools in Ahiazu Mbaise Local Government Area is
instructional supervision and routine teacher evaluation. These control measures are very essential to the
achievement of the goals of secondary education because they are directly concerned with the quality of
teaching and learning process which determines the quality of school leavers from this level of education.
Instructional supervision has been cited by many scholars as an essential quality control measure that serves
as a catalyst in the production of desirable high quality students in secondary school. Definitively, instructional
supervision refers to fundamental activities aimed at school improvement through the enhancement of
teachers' abilities by means of careful, purposeful and intelligent guidance (Chukwubikem, 2013).
Instructional supervision is an important aspect of educational management, it can be seen as tile
process of bringing about improvement in the teaching-learning process through a network of cooperative
activities and democratic relationship of persons concerned with teaching arid learning and it is considered as
an important activity to achieve an effective education system (Oyewble & Ehinola, 2014). It is mainly
concerned with pupil learning in the classroom, and it is seen as a collaborative effort which involves a set of
activities structured with the aim of improving the teaching and learning process thereby enhancing the quality
of students (Aguba, 2009; Archibong, 2013). This means that instructional supervision is characterized by all
the activities undertaken to help teachers maintain and improve their effectiveness in the classroom as well as
the quality of educational organizations.
It is therefore logical that to promote quality teaching and learning in basic schools in Ahiazu Mbaise
LGA, stakeholders need to pay attention to instructional supervision. Lockheed and Verspoor (1991) observed
that the quality of education partly depends on how well teachers are trained and supervised since they are one
of the key inputs to educational delivery. It is universally acknowledged that improvement in educational
systems is significantly dependent on effective teacher self-evaluation. Effective teaching evaluation is a key
to the enhancement of teaching skills, improvement of the quality of instruction or students’ learning, and the
attainment of the overall goals of education. Teacher evaluations are often design to serve two purposes which
are: to measure teacher competence and to foster professional development and growth (Nwankwo, 2014).
Effective teacher appraisal can also help schools to become sensitive to individual talent, performance, and

motivation by allowing teachers to progress in their career and take on new roles and responsibilities based on
the evaluations of their performance. It is on this note that the study examined principals' quality management
control and secondary school goal attainment in Ahiazu Mbaise LGA.
2. Statement of the problem
There is need for improvement in secondary schools management in Nigeria, precisely in Ahiazu
Mbaise Local Government Area of Imo state because of the consistent average performance in examinations
and inability to achieve the basic goals of producing quality secondary school leavers. Reasons given for this
average performance range from inadequate number of teachers especially in rural areas, lack of trained
teachers and recruiting of unprofessional teachers to teach in public schools. There is need therefore to
examine the quality management skills adopted by the school principals’ in Ahiazu Mbaise LGA of Imo state
which is the focus of this study.
3. Purpose of the study
The study sets out to:
1.Determine the relationship between effective instructional supervision and secondary school
goal attainment.
2.Investigate the relationship between teacher performance appraisal and secondary school
goal attainment.
3. Hypotheses
The following research questions were answered in the study:
1. There is no significant relationship between effective instructional supervision and secondary school
goal attainment.
2. There is no significant relationship between teacher performance evaluation and secondary school
goal attainment.
4. Methods
The study adopted a descriptive research design of survey type. The population of the study was all the
26 principals of public secondary schools in Ahiazu Mbaise LGA for the 2017/2018 academic session. The
census approach was adopted to select the 26 principals as sample for the study. This was because the
population of the study is reasonably small and manageable. Principals' Quality Management Skills and
Secondary School Goal Attainment Questionnaire (PQMSSGAQ) were used to collect data from the
respondents. The (PQMSSGAQ) had two (2) sections. Section A dealt with demographic information. Section
B had twenty (20) items. Ten (10) items each were used to assess each sub-variable. Response pattern to the
items was structured on a four (4) point Likert type scale of Strongly agree (SA), Agreed (A), Disagreed (D),
Strongly Disagree (SD) with values 4,3,2, and1 respectively. Cronbach Alpha reliability technique was used
and 0.89 was the reliability coefficient derived. The researcher with the help of two trained research assistants
administered the instruments and data collected were analyzed with the help of SPSS version 20 using means,
Standard deviation and Pearson Product Moment Correlation (PPMC) analysis.

The results in table 1 above, the p-value .000 is less than .05 level of significance at 24 degrees of
freedom. Based on this result, the null hypothesis was rejected while the alternate hypothesis was upheld. This
implies that, there is a significant relationship between Instructional Supervision and Secondary School Goal
Attainment in Ahiazu Mbaise Local Government Area of Imo State.

6. Discussion of findings
The results as shown on table 1 for hypothesis 1 revealed that there is a significant relationship between
instructional supervision and secondary school goal attainment. The instructional supervision is an essential
school improvement exercise to help the teachers adopt instructional best practices that directly influence the
quality of teaching and learning process for both students and teachers. The findings of the study appropriately
align with the view of Soyewole and Ehinola, (2014) that instructional supervision is fundamentally a range
of activities aimed at school improvement through the enhancement of teachers' abilities by means of careful,
purposeful and intelligent guidance. Therefore, increase in teachers’ efficiency will result to the attainment of
the overall goals of education.
The second finding of the study was that teacher performance evaluation significantly relates with
secondary school goal attainment. The reason for these findings is not far-fetched because teacher performance
is universally acknowledged as an activity that leads to improvement in educational systems. Effective
teaching evaluation is a key index in helping teachers improve their teaching, which then improves student
learning thereby resulting in the attainment of the overall goals of secondary school education. This finding
agrees with Omoniyi (2014) that the assessment of teachers by school management in terms of general attitude
to work, teaching, and management contributes to the quality of instruction and students’ learning outcomes.
The study revealed that teachers' general attitude to work and teaching for effective service delivery could be
enhanced through regular assessment of teachers in the area of curriculum delivery and capacity building by
the school management. In the same vein, Onyali and Akinfolarin (2017) in their study on principals'
application of instructional leadership practices for secondary school effectiveness in Oyo State revealed that
effective teacher evaluation practices promote effectiveness of secondary school teachers. It was also revealed
that it enhances teachers' instructional delivery, commitment to teaching, and level of compliance to school
schedules.
7. Conclusion
The findings of the study shows that effective instructional supervision and routine teacher performance
appraisal are very essential tools that facilitate teachers' preparedness for the implementation of the school
curriculum and culminate into the achievement of the overall goals and objective of education. Therefore,
instructional supervision and periodic teacher evaluation are an essential quality control measure in the hands
of a creative and innovative principal for enhancing school goals attainment
8. Recommendations
Based on the findings of this study, the following recommendations were made:
1. Principals should constantly carry out routine and periodic instructional supervision of
teachers’ performance evaluation to fast track secondary school goal attainment.
2. The Principals should democratize instructional supervision practices, and periodic needs
assessment for secondary school teachers in the local government to enhance greater gains in the
achievement of school goals.
3. Principals should introduce staff appraisal through locally designed forms to enhance
standards and engage in evaluative class observation, to ensure that a variety of teaching methods,
apart from class discussion, are utilized.
4. The Imo State Senior Secondary School Board should frequently assess the quality of
teachers posted to schools to ensure that the policy frameworks that only applicants with the teaching
qualifications are recruited and posted to schools are adhered to.
5. Secondary school Principals should take up their roles as quality assurance officers in their
schools and ensure that there is adequate departmental supervision.
