- Agriculture is an important sector that provides both economic and non-economic benefits. While it supports over 22 million jobs in Europe, many farms are not economically viable without support. - Direct payments to farmers have multiplier effects that support rural economies. They also allow farmers to provide non-market public goods like landscape management, biodiversity, climate action, animal welfare, cultural heritage, and food security. - However, declining prices and need for intensification threaten the supply of these public goods. Future CAP policy should have a stronger focus on incentivizing the provision of public goods through targeted, measurable agri-environmental programs centered in Pillar I.
