succesfactoren die tijdens de mappingsessie zijn benoemd.
Met behulp van deze indicatoren kan de strategie worden geëvalueerd en zonodig worden bijgesteld. Dat geldt ook voor de oorzaak-en-gevolgrelaties in de strategy map. Beide instrumenten vormen een tandemconstructie: ontwikkelingen of veranderingen van de één, leiden tot veranderingen bij de ander.

Strategie implementatie is van groot belang voor iedere organisatie. Goed geformuleerde strategieën en beleid leiden alleen tot succesvolle resultaten indien succesvol uitgevoerd. Dit proefschrift onderzoekt het succes en falen van strategie implementatie binnen publieke en private organisaties. Uit dit onderzoek kwamen 24 factoren naar voren die van invloed zijn op het succes van een organisatieverandering. Deze factoren zijn samengebracht in een praktisch model voor strategie implementatie.

This presentation helps organizations plan and implement and manage their strategy but also monitor, learn and adapt their strategy implementation to achieve sustainable organizational success. This way, organizations can achieve succesful strategy implementation.
This presentation of my PhD thesis presents the Strategy Execution Framework consisting of 18 success factors related to the process, content and context of the implementation effort. Collectively, these factors help organizations develop and implement their strategies to achieve sustainable organizational success.

CONCURRENTIEVOORDEEL
o Om een duurzaam concurrentievoordeel te
realiseren moeten organisaties hun strategieën
continue aanpassen aan de steeds veranderende
omgeving.
o In de huidige economische realiteit is een goede
strategie niet meer voldoende.
o Om succesvol te zijn moet de strategie worden
omgezet in uitstekende bedrijfsprestaties.
o Zelfs de beste strategieën hebben pas waarde
wanneer ze daadwerkelijk worden uitgevoerd.

4. DE MEESTE STRATEGIE
IMPLEMENTATIES MISLUKKEN
o Al decennia blijkt uit onderzoek dat de meeste
strategie implementaties mislukken of niet tot de
gewenste resultaten leiden.
o Maar liefst 90 % van organisaties slagen er niet in
om hun strategieën effectief uit te voeren.
o Veel organisaties hebben een fundamentele breuk
tussen de ontwikkeling van hun strategie en de
uitvoering ervan.
o De meeste strategieën mislukken in de
implementatiefase.

PROBLEEM
o Nadat een strategie is ontwikkeld ontstaan er vaak
grote moeilijkheden tijdens het daaropvolgende
implementatieproces.
o Het implementatie probleem: de maar al te vaak
voorkomende mislukking om verandering te
realiseren nadat een schijnbaar levensvatbaar
strategisch plan is ontwikkeld.
o Het succesvol uitvoeren van strategieën blijft een
grote uitdaging voor managers en bestuursleden.
o Uit vele onderzoeken blijkt dan ook dat strategie
implementatie wereldwijd de belangrijkste prioriteit is
van topmanagers.

o Ondanks het grote belang is er in strategisch management
literatuur weinig aandacht voor strategie implementatie.
o De focus van strategie onderzoek is op strategie
ontwikkeling terwijl de echte uitdaging in strategie
implementatie ligt.
o Strategie implementatie wordt vaak gezien als een
rechttoe rechtaan uitwerking van uitgewerkt strategisch
plan.

STRATEGISCHE VISIE
o Strategie implementatie begint met de ontwikkeling
van een duidelijke en aansprekende strategische visie.
o De visie beschrijft de gewenste toekomstige staat van
de organisatie en geeft richting en doel aan de
implementatie.
o De visie heeft drie tot vijf concrete speerpunten.

o Benoem één duidelijke leider op directieniveau die
verantwoordelijk is voor de implementatie.
o De implementatieleideris in staat om organisatieleden
te motiveren en straalt vertrouwen uit over een goede
uitkomst van de implementatie.

strategie de dagelijkse gang van zaken van
organisatieleden beïnvloedt.
o Een goed begrip van de strategie verhoogd
commitment aan de strategie.
o Communiceer de strategie op eenvoudige wijze en
luister oprecht naar feedback.

19. STRATEGISCHE PLANNING &
CONTROL
o Implementatieplannen zijn voorbestemd om te
veranderen door gewijzigde omstandigheden.
o Zonder duidelijke en concrete doelen en milestones
is het onmogelijk om de voortgang van de
implementatie te monitoren, te leren en bij te sturen.
o Monitor de implementatie in goed gestructureerde
en korte voortgangsbijeenkomsten om informatie te
delen en prioriteiten te herbevestigen (Allio, 2005).
o Wanneer de aannames van de strategie incorrect of
niet meer van toepassing moet de strategie worden
aangepast of een nieuwe strategie worden
ontwikkeld.

20. VIER ZICHTBARE RESULTATEN
o Zichtbare resultaten en vooral ´quick wins´ verhogen
zelfvertrouwen, motivatie en toewijding van
organisatieleden aan de implementatie.
o Mensen zijn meer geneigd om nieuwe dingen te
accepteren als ze zien dat deze tot resultaten leiden.
o Het behalen van zichtbare resultaten tijdens een
crisis kan het vertrouwen van het personeel in de
organisatie en strategie herstellen.
o Maak veranderingen tastbaar door bijvoorbeeld een
nieuwe huisstijl, bedrijfskleding en bedrijfsruimten.
o Door verandering zichtbaar te maken kan personeel
zien dat de dingen echt aan het veranderen zijn.

21. WERF EN BEHOUD COMPETENT
PERSONEEL
o Competent management en personeel is de
belangrijkste voorwaarde voor succesvolle strategie
implementatie.
o Effectieve strategie implementatie vereist de continue
beoordeling van de competenties van medewerkers.
o Zorg voor competent personeel door werving, selectie,
promotie en demotie.
o Ontslaan van personeel leidt tot bezorgdheid en
slechte motivatie van achterblijvers en moet met grote
terughoudendheid worden gedaan.
o Aannemen van nieuwe managers en medewerkers is
één van de beste manieren om (radicale) verandering
te realiseren.

managers is cruciaal voor implementatiesucces.
o Toegewijde organisatieleden zijn gemotiveerder om
de strategie uit te voeren en extra inspanning te
leveren om de strategie tot een succes te maken.
o Zonder toewijding kunnen managers en
medewerkers de implementatie gaan tegenwerken.
o Realiseer commitment door managers en
medewerkers te betrekken in besluitvorming over de
strategie.
o Organiseer bijeenkomsten waarin de voorgestelde
strategie ter afstemming wordt voorgelegd.

30. HOU REKENING MET POLITIEKE
BELANGEN
o Conflicten en gebruik van macht door individuen en
groepen zijn onvermijdelijk tijdens een implementatie.
o Strategieontwikkeling en implementatie leidt
onvermijdelijk tot het ter discussiestellen van
machtsverhoudingen in een organisatie Alleen al het
idee van verandering bedreigt gevestigde posities
waardoor weerstand tegen verandering kan ontstaan.

COMPLIMENTEN
o Prestatiebeloning tijdens de implementatie verhoogd
motivatie, zelfvertrouwen en prestaties van
managers en medewerkers.
o Zonder feedback over prestaties weten
organisatieleden niet hoe ze presteren en kunnen ze
hun prestaties ook niet verbeteren.
o Niet-financiële beloning zoals complimenten en
waardering verhoogd het zelfvertrouwen en
motivatie van medewerkers.
o Vaak worden er geen complimenten gegeven bij
goede prestaties maar wel kritiek bij fouten. Dit heeft
een zeer negatieve invloed op zelfvertrouwen,
motivatie en prestaties van medewerkers.

32. CONCLUSIES
o Strategie implementatie succes wordt bepaald door
een veelheid van factoren gerelateerd aan het
proces, content en context van de implementatie.
o Succesvolle strategie implementatie vereist een ‘fit’
tussen het proces, de content en context van de
implementatie.
o Iedere strategie implementatie is uniek. Er is geen
‘one best way’ om een strategie te implementeren.
o Softe factoren zoals een relatie-georiënteerde
managementstijl worden vaak onderschat maar zijn
cruciaal voor implementatiesucces.
o Strategieontwikkeling en implementatie kunnen niet
los van elkaar gezien worden.
