ACTIVITIES UNDERTAKEN DURING THE STATE
OF PUBLIC HEALTH EMERGENCY DUE TO COVID-
19 CRISIS THAT MAY EARN CPD CREDIT UNITS
PURSUANT TO COMMISSION RESOLUTION NO.

CONTINUING PROFESSIONAL DEVELOPMENT (CPD)
The inculcation of advanced knowledge, skills and ethical
values in a post-licensure specialization or in an inter- or
multidisciplinary field of study, for assimilation into
professional practice, self-directed research and/or lifelong
learning.
INFORMAL LEARNING
Learning that occurs in daily life, assessed through the
Recognition, Validation and Accreditation (RVA) process,
and which can contribute to a qualification.
In some cases, the term experiential learning is used to
refer to informal learning that focuses on learning from
experience.
PRIOR LEARNING
A person’s skills, knowledge and competencies that
have been acquired through work experience,
training, independent study, volunteer activities and
hobbies, that may be applied for academic credit, as
a requirement of a training program or for occupational
certification.
PROFESSIONAL WORK EXPERIENCE
any participation that a professional gains while working
in a specific field.
Amendment of CPD Act of 2016 in the
18th Congress
The Committee on Higher and Technical Education
(CHTE) and the Committee on Civil Service and
Professional Regulation will conducted its first joint
regular meeting on July 8, 2020 (Wednesday), 1:30
p.m. via Zoom
Concerned PRC officials and PRBs for the deliberation
on the Measures Proposing to Amend/Repeal the
Continuing Professional Development Act were
invited.

“AN ACT REPEALING REPUBLILC ACT NO. 10912,
otherwise know as the “CONTINUING
PROFESSIONAL DEVELOPMENT ACT OF 2016,”
introduced by Representatives Alan Peter
Cayetano, Ferdinand Martin G. Romualdez,
Paolo Z. Duterte, Luis Raymund F. Villafuerte Jr.,
Eric Go Yap, Michael T. Defensor, Jose Antonio R.
Sy-Alvarado, Sandro L. Gonzales, and Claudine
Diana D. Bautista.
PRC Position on CPD Amendments
• Public interest is the paramount consideration in regulating the
practice of regulated professions under the Professional
Regulation Commission.
Our position is anchored mainly on the established state policy to
“recognize[s] the important role of professionals in nation-building
and, towards this end, promote[s] the sustained development of a
reservoir of professionals whose competence has been determined by
honest and credible licensure examinations and whose standards of
professional service and practice are internationally recognized and
considered world-class brought about the regulatory measures,
programs and activities that foster professional growth and
advancement” Section 2, R.A. No. 8981, PRC Modernization Act of
2000.

• R.A. No. 10912 or the CPD Law serves the purpose of
upgrading the professional competencies, promotion of
general welfare, and development of the nation.
RA No. 10912 or the Continuing Professional Development
Law (CPD Law) supports the established national policy in the
regulation of the practice of regulated professions. Thus, the
CPD Law declares it as a national policy “to promote and
upgrade the practice of profession in the country ... [and to]
... improve the competence of the professionals in accordance
with the international standards of practice, thereby,
ensuring their contribution in uplifting the general welfare,
economic growth and development of the nation” Section 2,
R.A. No. 10912

• There must be consistency in legislation.
Legislation concerning the practice of profession and CPD must be
consistent with other laws.
Prior and after the enactment of the CPD law in 2016, the laws of
various professions incorporated the CPD as a major feature in the
regulation of the practice of the profession.
R.A. No. 10968 or the Philippine Qualifications Framework (PQF) Act
and other professional regulatory laws that have been enacted
subsequent to the CPD law likewise reinforce the importance of the
CPD. [The close link between the PQF and CPD makes the latter an
integral component in the implementation of the PQF.]

• R.A. No. 10912 or the CPD Law serves the purpose of
upgrading the professional competencies, promotion of
general welfare, and development of the nation.
RA No. 10912 or the Continuing Professional Development
Law (CPD Law) supports the established national policy in the
regulation of the practice of regulated professions. Thus, the
CPD Law declares it as a national policy “to promote and
upgrade the practice of profession in the country ... [and to]
... improve the competence of the professionals in accordance
with the international standards of practice, thereby,
ensuring their contribution in uplifting the general welfare,
economic growth and development of the nation.”

4. Quality Assurance of our professionals is our paramount
considerations to International Commitments.
4.1 CPD is a state mandated quality assurance system
for registered or licensed professionals.
There is no question that the CPD is a state mandated quality
assurance system that ensures professionals to be competent
and updated of the new technologies, trends, best practices and
development while providing services to the public. The public
expects and deserves nothing less than quality and excellent
services or performance of our professionals which can only be
assured through the quality assurance of the CPD.

4.2 As qualification assurance, CPD is integral part of the
Philippine Qualifications Framework.
R.A. No. 10968 or the Philippine Qualifications Framework (PQF)
Act which was signed into law on January 16, 2018 by President
Rodrigo Roa Duterte reinforced the importance of the CPD. The
PQF sets the national quality reference framework mechanism
that describes the knowledge, skill and values required of the
person per level in the national qualification framework. The
PQF “encourages lifelong learning of individuals, provide
employees specific training standards and qualifications aligned
with industry standards, ensure that training … comply with
specific standards …”Section 2, R.A. No. 10968
4.3 As quality assurance, CPD is a local and international
referencing of qualification standards.
CPD is likewise a tool that enables the professionals to be competitive in
terms of global standards of practice. CPD is not distinct or unique to the
Philippines. Many countries impose the CPD requirement not only to
their own professionals but also to those seeking to enter their domestic
market.
A case in point is the ASEAN Mutual Recognition Agreements/
Arrangements (MRAs) wherein CPD is one of the requirements for
mobility of professionals across ASEAN countries which are likewise
continually working under the monitoring of the ASEAN Coordinating
Committee on Services to fully attain their set objectives in facilitating
mobility of professionals through the mutual recognition of credentials
or qualifications.

5. Easing the burden on the Professionals.
In response to the clamor of professionals during the early implementation of
the CPD Law, the PRC issued several Resolutions that will address the
complaints of some professionals concerning financial, logistical and
psychological burdens.
PRC issued Resolutions,
• amending the IRR of CPD Law providing, among others, the issuance of the
profession’s CPD Transitory Operational Guidelines, limiting the number of
units to 15, exemptions given to OFWs and newly registered professional
on their first renewal, and presumptive approval of applications, relaxation
of the undertaking in the CPD Compliance. The purpose of the Transitory
IRR is to ensure maximum flexibility in the implementation of the CPD.
• providing the Guidelines on the formulation of CPD Provider’s Registration
fees making it cost-effective for CPD Programs

5. Easing the burden on the Professionals.
• providing the guidelines on the accreditation of online training programs
so that professionals may earn CPD units other than face to face CPD
Programs to suit their physical needs and convenience and address the
issue of accessibility.
• providing the guidelines on the accreditation of informal learning and
professional work experience (PWE) so that professionals may earn credit
units through their work experience.
• recognizing the services rendered by licensed professional as personnel
during examinations which can earn for them CPD credit units.
• providing for the Formulation of Career Progression and Specialization
that will also serve as basis for the CPD.
• calling for the Accreditation of CPD Provider addressed to All Government
Agencies including State Universities and Colleges (SUCs) and Government
Owned and Controlled Corporations (GOCCs).
PRC’s response to COVID19 crisis for the benefits of affected registered
professionals:
During this State of Public Health Emergency brought about by the COVID19
crisis, the PRC recognized the difficulty of professionals to earn credit units for
renewal of their PIC especially those in the frontlines and responders. Thus,
the PRC issued the following Resolutions, to wit:
• Extending the Validity of Professional Identification Cards of all covered
Professionals during the Enhanced Community Quarantine period.
• Granting Continuing Professional Development (CPD) credit units to
professionals serving as frontliners and responders during the state of
public health emergency due to Corona Virus Disease 2019 (COVID-19).
• Reiterating the ways of learning that can earn Continuing Professional
Development (CPD) credit units particularly during the COVID-19
pandemic period and extending the acceptance of undertaking for the
renewal of the Professional Identification Card (PIC) until December 31,
2021.

GUIDELINES ON SELF-
DIRECTED LEARNING
CREDITABLE
ACTIVITIES
Effective October 24, 2019
DEFINITION OF TERMS
SELF-DIRECTED ACTIVITIES
Learning activities such as online training, local/
international seminar/ non-degree courses, institution/
company-sponsored training programs, and the like,
which did NOT undergo CPD accreditation but may be
applied for and awarded CPD units by the respective
CPD Council.
These activities are driven by one’s need and
motivation to learn either through a professional
activity or volunteer engagement.
PROFESSIONAL ACTIVITY
Activity which promotes and facilitates
enhancement of knowledge, skills and values as a
professional.
VOLUNTEER ENGAGEMENT
Activity done under the ambit of social
responsibility, which MAY OR MAY NOT directly
involve the practice of profession, but may help in
the development of the professional in the social
milieu.
ONLINE LEARNING ACTIVITIES
Activities acquired through digital platforms
and through the internet.
WEBINAR
CPD programs that are broadcasted live over
the internet.
TUTORIAL
Provides practical information about a specific subject (e.g.,
teach by example and supply the information to complete a
certain task) via face-to-face or internet to an individual or a
small group.
COLLOQUIUM
A pre-arranged informal meeting for consultation or exchange
of information or discussion at which specialists/ experts
deliver talks on a topic or on related topics and then answer
questions relating to them.
CREDIT HOURS
The number of hours a participant spends to master a
specified skill or learning outcome for an hour seminar/
symposium/ workshop etc.
NOTIONAL LEARNING HOURS
The number of hours a participant spends, on the average, to
master a specified skill or learning outcome. It also involves
the preparation time like pre-activity readings and research,
as necessary.
REQUIREMENTS:
1. Duly accomplished application form;
2. Proof of attendance/participation; and
3. Program of activity or a narrative report on
what has been learned.
• All applications for SDL shall be submitted to the
CPD Council at least fifteen (15 days) before the
expiration of the Professional Identification Card
(PIC) or during the renewal process.
• Only a MAXIMUM OF 30% SDL CPD Units (Non-
Formal activities) of the total required for
compliance may be credited for renewal of the
PIC.

FOR CPD UNITS
• SDL activities may be categorized as either:
1. professional activity or
2. volunteer engagement.
• Granting of CPD Credit Units using credit hours or
notional learning hours is left to the DISCRETION of the
CPD Council, to include such other activities as may be
approved by the CPD Council.

DETERMINATION OF CPD
PROVIDERS’
SEMINAR/REGISTRATION
FEES
Effective November 4, 2019
REGISTRATION FEE
Based on industry practice and within the
bounds of accounting norms, the CPD
Provider shall charge Registration Fees per
participant the amount corresponding to One
Hundred Twenty Percent (120%) or less of the
total expenses for the event divided by the
target number of participants.
FORMULA
SEMINAR/ REGISTRATION FEE = (Total
Expenses1 x 120%) ÷ Target Number of
Participants
1Any expected receipts from sponsors shall be
deducted from the total expenses.
EXPENSES OF CPD ACTIVITIES
The template for the breakdown of expenses is
provided. For any of the listed expenses not
applicable to the applied program, Not
Applicable or N/A shall be indicated.
• All CPD Providers with public offering of programs
and for a fee shall follow and be guided by these
guidelines.
• CPD Councils shall be guided by these guidelines
in the approval of CPD activities.
• For in-house or in-service trainings offered for
free by CPD providers, the computation of
seminar/registration fee is NOT required.

ACCREDITATION OF
ONLINE TRAINING
PROGRAM
Effective November 30, 2019
DEFINITION OF TERMS:
BANDWIDTH
The amount of data that can be transmitted
in a fixed amount of time. For digital devices,
it is usually expressed in bits per seconds
(bps) or bytes per second. For analog
devices, it is expressed in cycles per second,
or Hertz (Hz).
ONLINE LEARNING
Activities acquired through digital platforms and
through the internet.
ONLINE CONTINUING PROFESSIONAL
DEVELOPMENT PROGRAM
A form of instruction that takes place completely
on the internet. It involves a variety of
multimedia elements, including graphics, audio,
video, and web-links, which all can be accessed
through one's internet browser.
PLATFORM
a group of technologies that are used as a base upon which
other applications, processes or technologies are
developed.
VIDEO-ON-DEMAND
CPD programs that are filmed then uploaded for
consumption after the fact.
WEBINAR
CPD programs that are broadcasted live over the internet.
REQUIREMENTS:
a) Accredited CPD Providers may apply for accreditation of their
online course/program.
b) Proof of functioning website. The website shall have:
1. Mode of delivery: Uniform Resource Locator (URL);(user ID
and password must be provided to access the course).
2. Sufficient bandwidth and necessary platform to service all
users accessing simultaneously. If the CPD Provider does not
have the required bandwidth and necessary platform, the
provider may use the services of other delivery platforms and
internet service providers.
3. Mode of assessment and grading system must be clearly defined.
4. Feedback mechanism shall be provided to all users.
5. Clearly defined Terms of Use and Privacy Policy as required by the
Republic Act (R.A.) No. 10173 or the “Data Privacy Act of 2012”.
6. Shall accept online payments with safe and secured online payment
gateway.
c) Course syllabus (objectives, course topics, methodology, mode of
assessment and grading system).
d)Sample Certificate with URL of Completion awarded to participant.
PROCEDURE:
a) Fill up the application form for accreditation of CPD program
fifteen (15) working days before the initial date of offering.
b) For Video-on-demand, indicate the proposed program
duration which shall NOT exceed twelve (12) months. After
this period, the CPD Provider may apply for extension with
the CPD Council.
c) For Webinar, indicate the exact date(s) and the number of
program/s to be offered which shall NOT exceed twelve (12)
months.
d) PROVIDE the CPD Council with the URL, user ID and
password for evaluation of the program.
MONITORING OF ACCREDITED
ONLINE CPD PROGRAM
• Only the CPD Council, alternates and evaluators are
allowed to monitor online training courses/programs.
• The CPD providers shall submit Completion report and
summary of the participant’s assessment of the
program, as follows:
– VIDEO-ON-DEMAND: at the end of every month
– WEBINAR: ten (10) days after the conduct of the Program.
ONLINE ADVERTISEMENT
Advertisements are ALLOWED provided that
the participants have the option to skip the
same. However, they shall not appear during
the period of the program.
CERTIFICATE OF COMPLETION
Certificate of Completion of the participant
shall be generated digitally as soon as they
pass the assessment. The said certificate shall
indicate the name of the participant and with
a verifiable link which the CPD Council or any
authorized PRC personnel can visit to confirm
the legitimacy of the certificate.
NO CHANGES TO THE PROGRAM
AFTER ACCREDITATION
NO changes shall be made to the program
AFTER accreditation of the Video-On-
Demand/Webinar.
VALIDITY OF THE PROGRAM ACCREDITATION
The accreditation of the program is valid for a
MAXIMUM of TWELVE (12) months from
approval of the CPD Council.
PENAL PROVISION
Any violation committed in the conduct of the
online training program shall be referred to
the Office of the Legal Service for appropriate
action.

DEFINITION OF TERMS:
ACCREDITATION
The formal or official approval granted to a person, a
program or an organization, upon meeting essential
requirements of achievement standards, including
qualifications or unit(s) of a qualification, usually for a
particular period of time, as defined by an accrediting
agency.
COMPETENCE
An ability that extends beyond the possession of
knowledge and skills, which include cognitive, functional,
personal and ethical competence.
CONTINUING PROFESSIONAL DEVELOPMENT (CPD)
The inculcation of advanced knowledge, skills and ethical
values in a post-licensure specialization or in an inter- or
multidisciplinary field of study, for assimilation into
professional practice, self-directed research and/or lifelong
learning.
INFORMAL LEARNING
Learning that occurs in daily life, assessed through the
Recognition, Validation and Accreditation (RVA) process,

LEARNING OUTCOMES
What a learner can be expected to know,

QUALIFICATION
A status gained after a person has been assessed to have
achieved learning outcomes or competencies in
accordance with the standard specified for a qualification
title, and is proven by a document issued by a recognized
agency or body.
PATHWAYS AND EQUIVALENCIES
Mechanisms that provide access to qualifications and
assist professionals to move easily and readily between the
different education and training modes, and between
these modes, and the labor market, through a Philippine
Credit Transfer System.

The outcome resulting from the assessment of experiential
learning measured against external standards, requirements,
or criteria.
VALIDATION
The result of the assessment of the individual’s learning
outcomes and may result in a certificate or diploma.
REQUIREMENTS:
2.1. DIAGNOSTIC ASSESSMENT to establish personal
development needs--Evidence of prior learning.
2.1.1. Curriculum Vitae and statement of competences
2.1.2. Certification of performance from the employer
or direct supervisor or client or beneficiary or self-
declaration if self-employed
2.2. FORMATIVE ASSESSMENT to know the
progress of an individual’s learning—Evidence
that learning has occurred.
2.2.1. Documentation of progress of
approximately 200 words with appropriate
photos
2.2.2. Reference letter from supervisors or client
or beneficiary
2.3 SUMMATIVE ASSESSMENT
Annual performance appraisal report from the
employer or certification of performance from
direct supervisor or client or beneficiary or
self-declaration for the self-employed.
PROCEDURE:
1 Submit complete requirements for accreditation of
informal learning and professional work experience to
the PRC Regulation Division of the Regional Offices or
Satellite Offices.
2 The CPD Council shall assess the documents submitted
for validation. Annex “A” is the ASSESSMENT FORM.
The Council may conduct interview if necessary, to
further validate the submitted documents.

4. ACCREDITATION -- Awarding of CPD Credit
units. The respective CPD Councils shall
determine the appropriate number of CPD
credit units.
RECOGNITION OF CREDIT UNITS
All duly validated and recognized CPD credit
units earned by professionals towards a
specialization shall be accumulated in
accordance with the pathways and
equivalencies of the Philippine Qualifications
Framework (PQF).
AWARDING OF CPD CREDIT UNITS
The CPD Councils shall determine the
appropriate number of CPD credit units.
CERTIFICATE OF CREDIT UNITS EARNED
Certificate of Credit units earned shall be
issued upon approval of the CPD Council.
PROFESSIONAL WORK EXPERIENCE
For purposes of earning CPD credit units, only

CONTINUING PROFESSIONAL DEVELOPMENT (CPD) The inculcation of advanced knowledge, skills and ethical values in a post-licensure specialization or in an inter- or multidisciplinary field of study, for assimilation into professional practice, self-directed research and/or lifelong learning. INFORMAL LEARNING Learning that occurs in daily life, assessed through the Recognition, Validation and Accreditation (RVA) process, and which can contribute to a qualification. In some cases, the term experiential learning is used to refer to informal learning that focuses on learning from experience.
  • 11. PRIOR LEARNING A person’s skills, knowledge and competencies that have been acquired through work experience, training, independent study, volunteer activities and hobbies, that may be applied for academic credit, as a requirement of a training program or for occupational certification. PROFESSIONAL WORK EXPERIENCE any participation that a professional gains while working in a specific field.
  • 12. Amendment of CPD Act of 2016 in the 18th Congress The Committee on Higher and Technical Education (CHTE) and the Committee on Civil Service and Professional Regulation will conducted its first joint regular meeting on July 8, 2020 (Wednesday), 1:30 p.m. via Zoom Concerned PRC officials and PRBs for the deliberation on the Measures Proposing to Amend/Repeal the Continuing Professional Development Act were invited.

HOUSE BILL No. 6662 “AN ACT REPEALING REPUBLILC ACT NO. 10912, otherwise know as the “CONTINUING PROFESSIONAL DEVELOPMENT ACT OF 2016,” introduced by Representatives Alan Peter Cayetano, Ferdinand Martin G. Romualdez, Paolo Z. Duterte, Luis Raymund F. Villafuerte Jr., Eric Go Yap, Michael T. Defensor, Jose Antonio R. Sy-Alvarado, Sandro L. Gonzales, and Claudine Diana D. Bautista.
  • 14. PRC Position on CPD Amendments • Public interest is the paramount consideration in regulating the practice of regulated professions under the Professional Regulation Commission. Our position is anchored mainly on the established state policy to “recognize[s] the important role of professionals in nation-building and, towards this end, promote[s] the sustained development of a reservoir of professionals whose competence has been determined by honest and credible licensure examinations and whose standards of professional service and practice are internationally recognized and considered world-class brought about the regulatory measures, programs and activities that foster professional growth and advancement” Section 2, R.A. No. 8981, PRC Modernization Act of 2000.
  • 15. PRC Position on CPD Amendments • R.A. No. 10912 or the CPD Law serves the purpose of upgrading the professional competencies, promotion of general welfare, and development of the nation. RA No. 10912 or the Continuing Professional Development Law (CPD Law) supports the established national policy in the regulation of the practice of regulated professions. Thus, the CPD Law declares it as a national policy “to promote and upgrade the practice of profession in the country ... [and to] ... improve the competence of the professionals in accordance with the international standards of practice, thereby, ensuring their contribution in uplifting the general welfare, economic growth and development of the nation” Section 2, R.A. No. 10912
  • 16. PRC Position on CPD Amendments • There must be consistency in legislation. Legislation concerning the practice of profession and CPD must be consistent with other laws. Prior and after the enactment of the CPD law in 2016, the laws of various professions incorporated the CPD as a major feature in the regulation of the practice of the profession. R.A. No. 10968 or the Philippine Qualifications Framework (PQF) Act and other professional regulatory laws that have been enacted subsequent to the CPD law likewise reinforce the importance of the CPD. [The close link between the PQF and CPD makes the latter an integral component in the implementation of the PQF.]
  • 17. PRC Position on CPD Amendments • R.A. No. 10912 or the CPD Law serves the purpose of upgrading the professional competencies, promotion of general welfare, and development of the nation. RA No. 10912 or the Continuing Professional Development Law (CPD Law) supports the established national policy in the regulation of the practice of regulated professions. Thus, the CPD Law declares it as a national policy “to promote and upgrade the practice of profession in the country ... [and to] ... improve the competence of the professionals in accordance with the international standards of practice, thereby, ensuring their contribution in uplifting the general welfare, economic growth and development of the nation.”
  • 18. PRC Position on CPD Amendments 4. Quality Assurance of our professionals is our paramount considerations to International Commitments. 4.1 CPD is a state mandated quality assurance system for registered or licensed professionals. There is no question that the CPD is a state mandated quality assurance system that ensures professionals to be competent and updated of the new technologies, trends, best practices and development while providing services to the public. The public expects and deserves nothing less than quality and excellent services or performance of our professionals which can only be assured through the quality assurance of the CPD.
  • 19. PRC Position on CPD Amendments 4.2 As qualification assurance, CPD is integral part of the Philippine Qualifications Framework. R.A. No. 10968 or the Philippine Qualifications Framework (PQF) Act which was signed into law on January 16, 2018 by President Rodrigo Roa Duterte reinforced the importance of the CPD. The PQF sets the national quality reference framework mechanism that describes the knowledge, skill and values required of the person per level in the national qualification framework. The PQF “encourages lifelong learning of individuals, provide employees specific training standards and qualifications aligned with industry standards, ensure that training … comply with specific standards …”Section 2, R.A.   • 20. 4.3 As quality assurance, CPD is a local and international referencing of qualification standards. CPD is likewise a tool that enables the professionals to be competitive in terms of global standards of practice. CPD is not distinct or unique to the Philippines. Many countries impose the CPD requirement not only to their own professionals but also to those seeking to enter their domestic market. A case in point is the ASEAN Mutual Recognition Agreements/ Arrangements (MRAs) wherein CPD is one of the requirements for mobility of professionals across ASEAN countries which are likewise continually working under the monitoring of the ASEAN Coordinating Committee on Services to fully attain their set objectives in facilitating mobility of professionals through the mutual recognition of credentials or qualifications.   • 21. PRC Position on CPD Amendments 5. Easing the burden on the Professionals. In response to the clamor of professionals during the early implementation of the CPD Law, the PRC issued several Resolutions that will address the complaints of some professionals concerning financial, logistical and psychological burdens. PRC’s response to COVID19 crisis for the benefits of affected registered professionals: During this State of Public Health Emergency brought about by the COVID19 crisis, the PRC recognized the difficulty of professionals to earn credit units for renewal of their PIC especially those in the frontlines and responders. Thus, the PRC issued the following Resolutions, to wit: • Extending the Validity of Professional Identification Cards of all covered Professionals during the Enhanced Community Quarantine period. • Granting Continuing Professional Development (CPD) credit units to professionals serving as frontliners and responders during the state of public health emergency due to Corona Virus Disease 2019 (COVID-19). • Reiterating the ways of learning that can earn Continuing Professional Development (CPD) credit units particularly during the COVID-19 pandemic period and extending the acceptance of undertaking for the renewal of the Professional Identification Card (PIC) until December 31, 2021.

DEFINITION OF TERMS SELF-DIRECTED ACTIVITIES Learning activities such as online training, local/ international seminar/ non-degree courses, institution/ company-sponsored training programs, and the like, which did NOT undergo CPD accreditation but may be applied for and awarded CPD units by the respective CPD Council. These activities are driven by one’s need and motivation to learn either through a professional activity or volunteer engagement.
  • 29. PROFESSIONAL ACTIVITY Activity which promotes and facilitates enhancement of knowledge, skills and values as a professional. VOLUNTEER ENGAGEMENT Activity done under the ambit of social responsibility, which MAY OR MAY NOT directly involve the practice of profession, but may help in the development of the professional in the social milieu.

TUTORIAL Provides practical information about a specific subject (e.g., teach by example and supply the information to complete a certain task) via face-to-face or internet to an individual or a small group. COLLOQUIUM A pre-arranged informal meeting for consultation or exchange of information or discussion at which specialists/ experts deliver talks on a topic or on related topics and then answer questions relating to them.

CREDIT HOURS The number of hours a participant spends to master a specified skill or learning outcome for an hour seminar/ symposium/ workshop etc. NOTIONAL LEARNING HOURS The number of hours a participant spends, on the average, to master a specified skill or learning outcome. It also involves the preparation time like pre-activity readings and research, as necessary.
  • 33. REQUIREMENTS: 1. Duly accomplished application form; 2. Proof of attendance/participation; and 3. Program of activity or a narrative report on what has been learned.
  • 34. • All applications for SDL shall be submitted to the CPD Council at least fifteen (15 days) before the expiration of the Professional Identification Card (PIC) or during the renewal process. • Only a MAXIMUM OF 30% SDL CPD Units (Non- Formal activities) of the total required for compliance may be credited for renewal of the PIC.

  • 37. GUIDELINES ON THE DETERMINATION OF CPD PROVIDERS’ SEMINAR/REGISTRATION FEES Effective November 4, 2019

REGISTRATION FEE Based on industry practice and within the bounds of accounting norms, the CPD Provider shall charge Registration Fees per participant the amount corresponding to One Hundred Twenty Percent (120%) or less of the total expenses for the event divided by the target number of participants.
  • 39. FORMULA SEMINAR/ REGISTRATION FEE = (Total Expenses1 x 120%) ÷ Target Number of Participants 1Any expected receipts from sponsors shall be deducted from the total expenses.
  • 40. EXPENSES OF CPD ACTIVITIES The template for the breakdown of expenses is provided. For any of the listed expenses not applicable to the applied program, Not Applicable or N/A shall be indicated.

  • 42. • All CPD Providers with public offering of programs and for a fee shall follow and be guided by these guidelines. • CPD Councils shall be guided by these guidelines in the approval of CPD activities. • For in-house or in-service trainings offered for free by CPD providers, the computation of seminar/registration fee is NOT required.
  • 44. GUIDELINES ON THE ACCREDITATION OF ONLINE TRAINING PROGRAM Effective November 30, 2019
  • 45. DEFINITION OF TERMS: BANDWIDTH The amount of data that can be transmitted in a fixed amount of time. For digital devices, it is usually expressed in bits per seconds (bps) or bytes per second. For analog devices, it is expressed in cycles per second, or Hertz (Hz).
  • 46. ONLINE LEARNING Activities acquired through digital platforms and through the internet. ONLINE CONTINUING PROFESSIONAL DEVELOPMENT PROGRAM A form of instruction that takes place completely on the internet. It involves a variety of multimedia elements, including graphics, audio, video, and web-links, which all can be accessed through one's internet browser.
  • 47. PLATFORM a group of technologies that are used as a base upon which other applications, processes or technologies are developed. VIDEO-ON-DEMAND CPD programs that are filmed then uploaded for consumption after the fact. WEBINAR CPD programs that are broadcasted live over the internet.
  • 48. REQUIREMENTS: a) Accredited CPD Providers may apply for accreditation of their online course/program. b) Proof of functioning website. The website shall have: 1. Mode of delivery: Uniform Resource Locator (URL);(user ID and password must be provided to access the course). 2. Sufficient bandwidth and necessary platform to service all users accessing simultaneously. If the CPD Provider does not have the required bandwidth and necessary platform, the provider may use the services of other delivery platforms and internet service providers.
  • 49. 3. Mode of assessment and grading system must be clearly defined. 4. Feedback mechanism shall be provided to all users. 5. Clearly defined Terms of Use and Privacy Policy as required by the Republic Act (R.A.) No. 10173 or the “Data Privacy Act of 2012”. 6. Shall accept online payments with safe and secured online payment gateway. c) Course syllabus (objectives, course topics, methodology, mode of assessment and grading system). d)Sample Certificate with URL of Completion awarded to participant.

PROCEDURE: a) Fill up the application form for accreditation of CPD program fifteen (15) working days before the initial date of offering. b) For Video-on-demand, indicate the proposed program duration which shall NOT exceed twelve (12) months. After this period, the CPD Provider may apply for extension with the CPD Council. c) For Webinar, indicate the exact date(s) and the number of program/s to be offered which shall NOT exceed twelve (12) months. d) PROVIDE the CPD Council with the URL, user ID and password for evaluation of the program.

MONITORING OF ACCREDITED ONLINE CPD PROGRAM • Only the CPD Council, alternates and evaluators are allowed to monitor online training courses/programs. • The CPD providers shall submit Completion report and summary of the participant’s assessment of the program, as follows: – VIDEO-ON-DEMAND: at the end of every month – WEBINAR: ten (10) days after the conduct of the Program.
  • 52. ONLINE ADVERTISEMENT Advertisements are ALLOWED provided that the participants have the option to skip the same. However, they shall not appear during the period of the program.
  • 53. CERTIFICATE OF COMPLETION Certificate of Completion of the participant shall be generated digitally as soon as they pass the assessment. The said certificate shall indicate the name of the participant and with a verifiable link which the CPD Council or any authorized PRC personnel can visit to confirm the legitimacy of the certificate.
  • 54. NO CHANGES TO THE PROGRAM AFTER ACCREDITATION NO changes shall be made to the program AFTER accreditation of the Video-On- Demand/Webinar.
  • 55. VALIDITY OF THE PROGRAM ACCREDITATION The accreditation of the program is valid for a MAXIMUM of TWELVE (12) months from approval of the CPD Council.
  • 56. PENAL PROVISION Any violation committed in the conduct of the online training program shall be referred to the Office of the Legal Service for appropriate action.
  • 57. GUIDELINES ON THE ACCREDITATION OF INFORMAL LEARNING AND PROFESSIONAL WORK EXPERIENCE Effective November 30, 2019

DEFINITION OF TERMS: ACCREDITATION The formal or official approval granted to a person, a program or an organization, upon meeting essential requirements of achievement standards, including qualifications or unit(s) of a qualification, usually for a particular period of time, as defined by an accrediting agency. COMPETENCE An ability that extends beyond the possession of knowledge and skills, which include cognitive, functional, personal and ethical competence.

CONTINUING PROFESSIONAL DEVELOPMENT (CPD) The inculcation of advanced knowledge, skills and ethical values in a post-licensure specialization or in an inter- or multidisciplinary field of study, for assimilation into professional practice, self-directed research and/or lifelong learning. INFORMAL LEARNING Learning that occurs in daily life, assessed through the Recognition, Validation and Accreditation (RVA) process, and which can contribute to a qualification. In some cases, the term experiential learning is used to refer to informal learning that focuses on learning from experience.
  • 60. LEARNING OUTCOMES What a learner can be expected to know, understand and/or demonstrate as a result of a learning experience. LIFELONG LEARNING Learning activities undertaken throughout life for the development of competencies and qualifications of the professional.

QUALIFICATION A status gained after a person has been assessed to have achieved learning outcomes or competencies in accordance with the standard specified for a qualification title, and is proven by a document issued by a recognized agency or body. PATHWAYS AND EQUIVALENCIES Mechanisms that provide access to qualifications and assist professionals to move easily and readily between the different education and training modes, and between these modes, and the labor market, through a Philippine Credit Transfer System.

PRIOR LEARNING A person’s skills, knowledge and competencies that have been acquired through work experience, training, independent study, volunteer activities and hobbies, that may be applied for academic credit, as a requirement of a training program or for occupational certification. PROFESSIONAL WORK EXPERIENCE any participation that a professional gains while working in a specific field.

QUALITY ASSURANCE Planned and systematic processes that provide confidence in the design, delivery and award of qualifications within an education and training system, and is a component of quality management that is focused on ensuring that quality requirements will be fulfilled. RECOGNITION OF INFORMAL LEARNING The outcome resulting from the assessment of experiential learning measured against external standards, requirements, or criteria. VALIDATION The result of the assessment of the individual’s learning outcomes and may result in a certificate or diploma.

  • 72. RECOGNITION OF CREDIT UNITS All duly validated and recognized CPD credit units earned by professionals towards a specialization shall be accumulated in accordance with the pathways and equivalencies of the Philippine Qualifications Framework (PQF).
