INTRODUCTION
On the job training (OJT) is job training that occurs in the work place. The
new employee learns the job while doing the job and while earning his or her pay
check. On the job training is also called hands on training. On the job training has
many advantages, but it can also have a few disadvantages if the OJT is not
properly planned and executed.
The goal of the OJT program is to place participants in occupations that
will enhance their prospects for long-term employment and will ultimately permit
them to become self-sufficient. OJT involves the acquisition of specific skills and
employment competencies, through exposure in an actual work setting, to the
processes, work tasks, tools and methods of a specific job or group of jobs.
It is the responsibility of supervisors and managers to utilize available
resources to train, qualify, and develop their employees. On-the-job training
(OJT) is one of the best training methods because it is planned, organized, and
conducted at the employee's worksite. OJT will generally be the primary method
used for broadening employee skills and increasing productivity. It is particularly
appropriate for developing proficiency skills unique to an employee's job -
especially jobs that are relatively easy to learn and require locally-owned
equipment and facilities.
One major drawback of on the job training can be finding the right time for
it. The person responsible for giving and evaluating the training has to be sure
that his or her other job responsibilities are being met. Another disadvantage of
OJT is that it can be difficult to find the right person to conduct it. The person
doing the training must have the knowledge and skills with the same equipment
that the learner will be working with. Care must also be given not to pass on

sloppy work habits or unintentionally teach irrelevant or inefficient work methods
to the new worker/learner.
If these disadvantages are eliminated, however, on the job training can be
beneficial for both the company and the new employee. OJT can be cost-
effective for the business since a separate training program isn't required and the
training is part of the actual work shifts. No extra equipment is needed as the
new worker learns on the equipment needed for the job anyway. On the job
training often works out really well for the new employee since traditional training
periods tend to have a training allowance that may be lower than the regular pay
scale for the job
The Laguna State Polytechnic University supports the on-the-job training
programs of the College of Arts and Sciences to uplift the morale, productivity
and professionalism of the aspiring employees under the Information Technology
Program of this university.
Historical Background of the Company
The following years shows the important events that took place over the
Philippine Regulation Commission.
1973
The PRC is created with the signing of Presidential Decree No. 223 on
June 22, 1973 by President Ferdinand E. Marcos.
1974
Architect Eric C. Nubla assumes office as the first PRC Commissioner on
January 2, 1974. The PRC Coat-of-Arms designed by the Heraldry Commission
is officially adopted on February 1. The burned CSC building at P. Paredes St. is

solicited by PRC for its use on February 12. The structure later became the PRC
Main Building.
PRC starts issuing certificates of registration in Filipino with English
translation. Proclamation No. 1276 is issued declaring June 22 to 29 of the year
as "Professional Consciousness Week."
Computerization of the database of registered professionals starts with the
assistance of the National Computer Center. The Implementing Rules and
Regulations of P.D. 223 are promulgated on December 9.
1975
PRC starts issuance of computer-printed registration cards with one-year
validity. PRC starts accrediting professional organizations.
1976
PRC enters into an agreement with the Civil Service Commission in
August to register all board examination passers as civil service eligibles
pursuant to R.A. 1080, as amended.
1977
PRC starts issuing registration cards valid for 3 years pursuant to Letter of
Instruction No. 567. PRC confers the first "Outstanding Professional of the Year"
awards to professionals.
Proclamation No. 1646 is issued declaring June 22-29 of every year as
"Professional Consciousness Week."
1981
PRC Annex Building is inaugurated.

1982
PRBs begins mass oathtaking ceremonies of new professionals. The
Specialty Board of Interior Design under the Board of Architecture is created.
1983
The Specialty Board of Landscape Architecture under the Board of
Architecture is created.
1984
Two microcomputers are acquired to start off computerization of
Application, Registration and Examination System.
1986
Hon. Julio B. Francia assumes office as new Commission Chairman and
launches drive against graft and corruption.
1987
PRC creates database of applicants for examination.
1988
Board of Accountancy starts monitoring of performance of schools on
licensure examinations.
1990
Partially-computerized licensure examinations start with the August
physician licensure examinations using computerized answer sheets.

1991
Partially-computerized licensure examinations are held for midwives,
accountants, medical technologists, and nurses.
Executive Order No. 496 is signed, instituting procedures and criteria for
selection and recommendation to vacant positions in PRBs.
1992
Hon. Hermogenes P. Pobre assumes office as third Commission
Chairman. PRC directs continuing professional education for all professions.
PRC resumes conferment of "Outstanding Professional of the Year"
awards which was stopped from 1986-1991.
PRC formulates Information System Strategic Plan to computerize vital
agency operations with assistance from the Development Academy of the
Philippines.
Enhanced partial computerization of licensure examinations is
implemented for marine deck and engine officers.
PRC develops Test Questions Databank System. The first Commission
Planning Conference is held.
1994
Enhanced partial computerization was institutionalized for all licensure
examinations with issuance of Executive Order No. 200.
Computerized application forms are pilot-tested in the CPA licensure
examination. PRC starts conferment of "Outstanding Accredited Professional
Organization of the Year" award.

R.A. 7836 (Philippine Teachers Professionalization Act) is enacted,
transferring the regulation of the teaching profession from the Civil Service
Commission to PRC.
1995
Examination results are released in an average of 14.4 days from 70 days
in 1994. PRC monitors performance of schools in licensure examinations. The
Office for Professional Teachers is established.
President Fidel Ramos issues Executive Order No. 266 on July 25
institutionalizing CPE and making it mandatory for the renewal of professional
license.
1996
Field offices in Baguio and Cebu become fully operational. Offices in
Legaspi, Cagayan de Oro and Davao are established.
First licensure examination for teachers is administered to 97,560
examinees. Administrative Order No. 260 is issued in March further
strengthening the CPE Councils by attaching them to the PRBs and providing for
their personnel complement and Trust Fund.
The Office of the CPE Councils is inaugurated on September 11. PRC
proposes mutual recognition of professional licenses among ASEAN countries
through individual evaluation of bilateral Mutual Recognition Agreement at the
5th Meeting of the Coordinating Council for Services in Jakarta, Indonesia in
August.

1997
A survey to gauge public awareness and perception towards the PRC is
conducted nationwide. Licensure examination results are released in an average
of 5 days.
Guests from Vietnam, Sri Lanka and Mongolia visit the PRC to observe
the computerized examinations and CPE programs.
1998
The PRC Vision and Mission is adopted during the Annual Planning
Conference. PRC proposes amendment of P.D. 223.
The Maritime Affairs Office (Marine Deck and Marine Engineer Officers
Divisions and International Affairs Division) is created to cater exclusively to
merchant marine officers.
The PRC-CHED Educational Statistics Task Force is created to monitor
performance of schools in licensure examinations.
The Memorabilia and PABE library are constructed.
1999
PRC is formally awarded the ISO 9002 Certification by the Anglo-
Japanes-American Environmental Quality and Safety Certification Services for
the licensing and certification of marine deck and engineer officers.
The database of marine officers is established in compliance with R.A.
8544. PRC signs memoranda of agreement with some colleges and universities
in Manila to ferret non-qualified examinees with fake documents.

PRC launches its website in tie-up an application service provider.
Information dissemination campaign on CPE, licensure examinations, and test
questions databanking system is conducted.
2000
The PRC Modernization Act is enacted into law on December 5.
2001
Commissioner Alfonso G. Abad assumed office as Acting Chairman in
February. The Implementing Rules and Regulations of R.A. 8981 are adopted in
February 15. Hon. Antonieta Fortuna-Ibe assumed office as the first lady
Chairperson on August 1.
New Thrusts and Priorities are adopted. Processing of professional IDs is
reduced from 6 months in August to only 10 days at the end of the year.
PRC starts streamlining of systems and procedures and improvement of
basic facilities. PRC streamlined procurement system with the creation of a new
Bids and Awards Committee. PRC declares all-out war against syndicates and
fixers.
The first-ever bomb, fire and earthquake drill is conducted in April. The
new accounting curriculum is approved by CHED. The Philippines is authorized
to operate the APEC Engineer Register in October 19.
2002
PRC fully complied with the February 1, 2002 deadline by the International
Maritime Organization (IMO) for the revalidation of the 1978 Standards for
Training, Certification and Watch keeping or STCW Convention Certificates.

The "Code of Good Governance for the Profession in the Philippines" and
the "Good Governance Code of Ethics for PRBs and PRC Officials and
Employees" are adopted on June 17.
PRC meets IMO deadline on on-line verification for maritime professionals
which can be accessed by flag and administrations.
The Government-Private Networking for Good Governance is conducted
on September 16 where memoranda of agreement were signed with 18
institutions.
A Special Lane is created in November to cater exclusively for nurses and
overseas contract workers. PRC starts to formulate agency annual budget using
Zero-Based Budgeting. PRC fully implements Electronic Procurement System.
PRC implement bidding for services.

Department/Division/Section
Information Communication Technology (ICT) Division is the main base of
computer and servers of all the company’s network connections. It is the
technical and the center of the walk-in examination of the company. In this
division is where all the editing and submission of all data for the examination
results. Also the ICT is the one that is responsible for the editing and changing
the company’s website. All of the PRC’s branches are also monitored in here.

Mrs. Maridel Gomez – Website Administrator – She was born on the 9th of
January 1981. Her educational attainment, she graduated at Divine Word
College of San Jose, Occidental Mindoro 1997 when she is in high school and in
University of the East 2002. She is a God-fearing and patriotic person. She was
employed at the Professional Regulation Commission as a website administrator.
She was very committed to her work.
Mrs. Elvira Arellano – Assistant Website Administrator –She was born at
the 11th of November 1971. At her educational attainment, she graduated at
Novaliches High School, Quezon City, Manila 1984. She is a God-fearing, kind,
selfless, and patriotic person. She was employed at the Professional Regulation
Commission as website administrator. She was very committed to her work.

Chapter 2
IN-PLANT TRAINING PROGRAM
In plant training is a compulsory part in the academic duration of College
of Arts and Sciences Information Technology Degree and Diploma programs
under various agreed universities and educational institutions. This program is
completed in a manner to make a certification of proficiency in the course. The
training period plays a unique role in every student’s life. The training provides
the various ideas and also leads the students to think of the boundary or limit of
their ability in order to encourage further their creativity and innovating skills. The
end goal of this in-plant training program is to give students the full fledged
energy and basic knowledge about the companies and process involved over
their in various modules, so that trainees will make themselves better in the
process.
After the successful completion of studies, students have to face this
competitive world with this knowledge to face many challenges and to find the
right solutions to existing problems which needs to be solved at a minimum
duration of time. Some problems can be solved by knowledge but some
problems need/require experience. Experience allows one to knowing the errors,
solution, and possibilities and likewise knows how to troubleshoot the error, and
also to think & design the elimination techniques logically & technically.
This in-plant training program of the university, particularly the IT Program
focuses on knowledge and skills development prior to the application of the IT
theories and concepts. University linkages, Industry experts from relevant fields
provide insights and trainings to the students.

Areas of Training
Since PRC is a government agency, the trainee is exposed to the public
and in the process develops and improves communication and interpersonal
skills with other personnel in the agency and their applicants. The trainee was
trained in the office of ICT by answering the clients’ problems and to those who
needs information. The trainee was trained also on using .asp extension file for
the editing of the PRC website. The trainee also gained skills in editing images
used at the web page development.

Function and Duties of Employees
ICT division employees including the student trainees are the one
responsible for the maintenance of the computers in every division. They provide
maintenance services such as formatting and cleaning the computers. They
troubleshoot network problems for all PRC branches. The personnel’s specific
functions and duties are listed here in :
Chief/ OIC, ICT Division. Checks the work of all the employees under his/
her supervision. Responsible for attending meetings with the other personnel in
the company.
Database Administrators. Taking care of the database of the whole
company. Organizes the database structure and maintaining it well. Likewise,
also responsible when there are problems in the database.
Website Administrators. Maintains the website of the company.
Responsible for editing and uploading new files in the company’s website. Has
the authority to edit, delete, and revised the contains of the website.
Database Encoder. Responsible for encoding files of the applicant in the
database. Checks the letters and office orders before it’ll be given to the
commisioners for the signature.
Technical Administrator. Responsible for maintaining the computers and
other technological equipments in company. Taking travel orders from the
agency and sends them to other branches for the maintainance and installation
of requested items and equipments.

on the division, issues paychecks, pass slips, and income statements of the
employees of the division.

In this chapter, the student trainee comprehensively self-assessed the
additional knowledge and skills achieved during the training program.
Achievements
a. Skills and Current Technology Learned/Enforced
The trainee learned to encode using any of the Microsoft Office
and Open Office and acquired knowledge in formatting computers in
any operating systems, Microsoft Windows operating systems and
Open Source operating system. The trainee has skills in disassembling
& assembling the components of the computers. The trainee also
become literate in using Adobe Photoshop. The agency teached the
trainee how to edit their website using the html and the webpage
extension filename (.asp). The trainee also become quite good in
communicating with other persons around him.
b. Equipment, Machinery, Testing Apparatus, etc.Handled
The trainee is equip with knowledge about using any kind of
printer and computers. The agency let the trainee to used the printers
(Brothers, HP Deskjet), scanner (Cannon), computers (IBM Lenovo,
NEC brand, Hewlett - Packard), photo copier (Toshiba xerox machine),
and the telephone.

c. Strong Points Versus Weak Points
The student – trainee is equipped with enough skills prior to the
use of computer applications such as in PC hardware servicing,
software installation, webpage development, basic programming.
His weak point is the communication skills, which is very
important in every company/agency.
d. Best Experience on the Job
The best experience the trainee received on his training is when
he was authorized by the supervisor to change the website of the
agency. The supervisor assisted the trainee. This is the trainee’s best
experience because of he don’t have any background in using html.
e. Evidence of Background Preparation
The trainee attended local and national seminars and
workshops like the Y4IT seminar held in UP Diliman, seminar in PC
Installation of operating system and other software held at the Laguna
State Polytechnic University Siniloan Campus, On-the-Job Training
orientation seminar held at the mini- theatre of the LSPU Siniloan
Campus. This preparation help him to gain the skills in installing
softwares and how to used them.
Faults
a. Causes
The trainee is not familiar with going to other divisions because
of being a first timer in the company. The trainee encountered
difficulties in delivering orders in different offices.

b. Suggested Solutions
The trainee is took a tour when there is a free time so that in
time that he would be send to any of the divisions, he will find it easily.
Personal Relations: Integration with the Company Personnel
At the first day of the training, the trainee was afraid of asking some of the
questions about what he’ll be doing. But as days went by, the relation between
the trainee and his supervisor became closed to each other like being mother
and son. The trainee approach to it’s supervisor like a co-worker and the
supervisor do so.
Attendance and Punctuality
The trainee was very strict on his attendance and hate for being late. He
went to the company as early as he can to avoid being late at his training.
Interest and Commitment
The trainee was very interested with the on-the-job training since the
application period at the agency. His commitment to his training is full-hearted.
And during the training, the trainee was always focused in doing the things
assigned to him.

Chapter 5
RECOMMENDATIONS
In this chapter, the student trainee shares the insights toward how
the on-the-job training incorporated to the Information Technology program
offered by the College of Arts and Sciences will be enhanced, alternative
solutions to have a better company management and advice to the upcoming
student-trainees who will conduct work site training at the same company.
Potential of the Company as a Training Ground
The Professional Regulation Commissions is a good training ground for all
outgoing trainees. The employees of the company treated the trainee as their co-
workers. The company can give the trainee a good experience and additional
knowledge and skills of how to be an employee in a government agency like
Professional Regulation Commission.
a. Availability and Appropriateness of Facilities, Equipment, Tools
and Machinery
The availability and appropriateness of the facilities,
equipment, tools and machinery are all suitable for the work of the
student trainee. The agency is equipped with appropriate facilities. The
equipments, tools and machineries of the agency provide additional
knowledge and hands – on skills.

b. Company Personnel Cooperation
The company has the ability to help the student trainee to
become familiar in the actual work cooperation with other personnel.
The company personnel at the Professional Regulation Commission
(PRC) helped the trainee become like a public servant.
Assessment to the Duration of Training
The duration of the training was good enough to acquire the skills and
knowledge. The company given work to the student trainee was appropriate to
the trainee’s training time. This report recommended that the duration time of the
On-the-Job training increased so that the trainee will be having time for the
preparation of his documentation.
Proposed Revisions for the Improvement of the Training Program
This report proposes that the coordinator or the adviser of the on-the-
job training program give more seminars and workshops to the outgoing trainees.
The seminars and workshops can help the trainees to be more capable and
confident enough to perform task as every tasks ordered by the agency.
Advised to Future Student-Trainee
To all students that will take their on-the-job training please review and
understand well the past activities in various subjects particularly the core
subjects of the IT program. The knowledge acquired from these subjects are all
requisites towards on becoming a skilled trainee.
