- 4. 4 Objective It sets standardsthat governs the award of certificates and controls watchkeeping arrangements .. It applies not only apply to seafarers, but also to ship-owners, training establishments and national maritime administrations - Convention was adopted in 1978 and entered into force in 1984. - Amended in 1995 and was loosely called STCW-95, with one significant modification being the adoption of the ‘functional approach’ in certification. - Amended again in 2010 with the adoption of the ‘Manila amendments’ with a view to: - Update the training & certification requirements to include technological advancements in the industry - addressing the requirements of offshore and short sea shipping, and . - Capture where practical, with the provisions of the 2006 ILO Maritime Labour Convention Standards of Training, Certification & Watch-keeping
- 5. 5 What has theSTCW Convention achieved? - Endeavored to bring in uniform globally acceptable standards in Certification requirements, nomenclature across various maritime administrations, and training criteria. - Use standardised nomenclature and content in the Certificates, with sufficient clarity to the applicable regulations to which it conforms. - Has an international review mechanism to monitor that certification and training standards are consistently maintained. Certification: Holding a Certificate of Competency or Proficiency, or Certificate of attendance at a Training course or demonstrated having the required KNOWLEDGE. Qualification: Being able to perform a task or function with the required, knowledge & skill, and this is what the convention sets to define as COMPETENCE
- 7. 7 Certification vs Qualification KNOWLEDGE& COMPETENCE The basic difference* between… “having the knowledge” and…. “being competent at” is… Knowledge is the ability of the individual to understand and reproduce a certain subject matter that he (or she) has studied…. Competency is that individual’s ability, who, while having acquired the knowledge has the required skillset to apply that knowledge commensurate to his qualification in the actual workplace. Our examination processes involving written and orals therefore provides an opportunity to assess the persons knowledge being at acceptable standards, but…. the ability to perform to an acceptable level of proficiency is not determined, and can only be assumed.

Apparently a meeting was called yesterday by DG at the behest of a Ministry question on how we can improve India’s share of the global pie? This forum can submit a representation to the maritime administration with the 3 top priority items that are of serious concern in terms of meeting the full compliance requirements by 30 June.
- 11. 11 We had arecent Crew Call with XXXXXXXX and it came across from all regional offices that the situation with availability of Indian ETO / Electricians becomes very serious. This situation seems to affect us only in India. Other countries managed to deal with the issue in more effective way. We are now closing the 1Q17, and the situation with supply of Indian electricians / ETOs is not improving. One of the discussed suggestions was – to check if you had opportunity to discuss with the Indian Maritime Administration that the approach towards the examinations of ETOs had affected the crew supply industry and may face crew managers / ship owners to look for alternative nationalities.
