This document discusses a proposed project to improve governance of Large Marine Ecosystems (LMEs) and coasts. It will create a global network of partners working on LME projects funded by GEF. It aims to develop best practices for ecosystem-based management, increase capacity through training, and improve communication about LME issues. The project will create toolkits on governance, socioeconomics, and the LME framework. It will be coordinated by the IOC Project Coordination Unit and leverage the IOC's regional offices and networks.

• Welcomes the proposal to develop and implement a
new GEF project on Strengthening Global
Governance of Large Marine Ecosystems (LME) and
their Coasts;
• Supports the role of the Commission in leading the
implementation of the project and in hosting a Project
Coordination Unit at its headquarters;
• Requests the Executive Secretary to mobilise extra-
budgetary resources to support the position of project
coordinator as well as the operations of the Project
Coordination Unit;
• Invites Member States and donor agencies to
support through extra-budgetary resources

4. Project objective
• To improve global ecosystem-based governance of
Large Marine Ecosystems and their coasts by
generating knowledge, building capacity,
harnessing public and private partners, and
supporting south-to-south learning and north-to-
south learning.

geographic boundaries of LMEs.

transboundary issues and national governance reforms

4. Establishment of an "LME/ IW environmental data management
committee".

• Increased collaboration and learning with non-GEF
marine and coastal initiatives (e.g. Seascapes)
• GEF LME/ICM/MPA practitioners trained in new
techniques and approaches for ecosystem-based 5-
modular assessment
• Increased capacity of GEF LME, ICM and MPA
project staff and practitioners, to address the new
ecosystem-based governance priorities in GEF6
