This document summarizes a proposal to expand a school drug testing scheme from one secondary school in Tai Po to all Hong Kong secondary schools. It outlines five guiding principles of the program, estimates the annual cost, and discusses four main concerns - effectiveness, support, privacy, and accuracy. It provides recommendations to address each concern, such as using hair drug tests which are harder to adulterate, confidentiality of data, and lowering the counselor-to-student ratio to provide more support. It concludes that the benefits of the program outweigh the costs and that a drug-free campus would be good for students and Hong Kong.
