Executive Summary
The Project Management Masters (PMM) are very pleased to have been selected to implement an Information Technology (IT) solution at Noah’s Ark Animal Clinic. This document provides a summary and a forecast of the project that will take place.
Studies have shown that, when done correctly, the implementation of an IT infrastructure in a small business can lead to improved quality of information, increased individual productivity, and increased organizational productivity (Narkhede, Raut, Patil, & Mahajan, 2013). While there are no regulatory requirements for safeguarding a veterinary patient’s medical history, the clinic houses Personally Identifiable Information (PII) belonging to their customers.
PII is “information that can be used to distinguish or trace an individual’s identity, either alone or when combined with other personal or identifying information that is linked or linkable to a specific individual” (Office of Management and Budget, 2014). Implementation of an IT solution will also offer increased security of such information.
The Noah’s Ark Animal Clinic automation project is projected to take a maximum of six months to complete. There are little risks associated with the project, and recommendations for mitigation are included in this Project Charter.
Upon completion of the project, PMM will offer a ninety day warranty period. Should any issues arise during this ninety day warranty period, whether they be hardware, software, or user related, PMM will be responsible for timely correction of the issue.
Approval of the Project Charter authorizes PMM to commence work on the Noah’s Ark Animal Clinic Automation Project.

Project Context & Background:
The clinic recently received a monetary grant from UMUC for its first computers and Internet connectivity. The veterinarian clinic is an organization that consists of ten vets, seven animal technicians, and five receptions. The clinic is housed in a single building with a second/adjacent building for animal boarding and long-term care. Each vet had his/her office, and there are eight examination rooms, 3 operating rooms, and three diagnostic rooms for x-rays and tests.
Project objectives:
Team PMP will work together to innovate and incorporate information technology for the Adelphi Veterinary Clinic at the University of Maryland University College. By utilizing Information Technology, the clinic will increase productivity and improve operational efficiency through:
a) Availability – A system that can be trusted to work when needed.
b) Reliability – A system that consistently performs to meet organizational needs.
c) Scalability – A system that will accommodate growth.
d) Supportability – A reasonably priced system that support the organization’s operational needs throughout its entire lifecycle.
e) Serviceability – A system that incorporates long-term preventive maintenance at an affordable cost. (Westland, 2010)
Project Scope:
Methodology/Approach - Team PMP will contact with Apple, Dell, and Gateway and perform price comparisons, thus maximizing the budget and determining who will give us the most quality IT products at an affordable price.
Includes - This will include desktops, laptops, and any other portable electronic devices for all staff members. Renovation of a large office and building for the installation of IT products for the clinic, developing comprehensive space for the network infrastructures (primarily for network connectivity)
Excludes - Project will retire once the IT system is completed, and training is provided. There will be no long-term installations and training provided unless negotiated.
Success Criteria - Achieving and exceeding customer satisfaction through the quality of work performed by Team PMP. From planning and execution, to follow up training, Team PMP wants to make this process the best renovation experience for the clinic staff and its patrons.

PJM 6140 Troubled Health System Project Case Study
Background
Healthcare Unlimited, LLC a leading health services company, embarked on a new product development
project. Healthcare Unlimited needs to expand its clinical data warehouse (CDW) to ingest third-party
data feeds from medical IS vendor and onsite clinic data to incorporate this information to downstream
employer group analytics and reporting processes. This expansion will also be used to develop new
activity reports to message value on these products.
The nature of the company’s business is that it operates in an extremely competitive environment that
necessitates fast delivery to market so as to prevent competitor companies from gaining dominant
market share with similar competitive products. Therefore, the key success factors of the project were
time to market and quality. Cost of delivery was not a major concern.
Scope
The scope of the project was to create a modular software package to handle medical IS vendor data to
ensure appropriate preventative care is being tracked for members, including the systems changes, the
vendor medical IS database tables, and medical IS vendor reporting. The project was divided into
modules consisting of: medical IS DB tables, promote tables, and medical IS vendor reporting. A project
manager was appointed, but has since left due to personal reasons.
Time Scales
The launch date was set as December 1, 2015. The product had to be ready for launch on this date, as all
the marketing material would reflect this date and the launch had to precede the launch of similar
products from competitors. The project kickoff was May 5, 2015. The tasks that had been completed
prior to May 5, 2015 were the business case compilation and approval and the project team
establishment.
Technology
The systems development was to be done using the MS Visual Studio programming language and SQL
environment, which was new to the development team. The developers were sent on MS Visual Studio
programming training two weeks prior to the project start. The developers were used to working in a
Java programming environment and had not worked with any MS-oriented languages before. The new
medical IS vendor reports will integrate into the existing system located behind the intranet. These new
reports, unlike the existing reports, will utilize both SQL Server and Teradata. SQL Server will control the
security access and parameter selection for the reports. The application will then send the selected
parameters to Teradata in order to populate the body of the report.

Background
Sponsored by the Dana Farber Cancer Institute (DFCI) in partnership with the Boston Public Health Commission, neighborhood health centers, and community groups, Boston’s Mammography Van provides mammography screening and breast health education throughout the City of Boston to all women, regardless of ability to pay, with a priority on serving uninsured and underserved women right in their neighborhoods. The Mammography Van program began in April of 2008, using GE software for registration, scheduling, and billing. All clinical documentation of the mammography screening has been performed manually since April 2008. Statistical reports generated to maintain state and federal guidelines are all done manually.
Project Overview
The project has two major objectives:
· Implementation of Mammography Patient Manager software to allow for on-line documentation of the clinical encounter with the patient.
· Implementation of a wireless solution on the van at the time of the new software implementation. This will allow real-time updating of the patient appointment information as well as registering walk-on patients on the spot. Online documentation will allow ease of reporting to the state and federal agencies.
The products evaluated for implementation are specific to the needs of a mobile program and will meet most, if not all, of the needs of the pr.

Background
Medical Informatics, a leading health services company, embarked on a new product development project. Medical Informatics needs to expand its clinical data warehouse (CDW) to ingest third-party data feeds from wellness vendor and onsite clinic data to incorporate this information to downstream employer group analytics and reporting processes. This expansion will also be used to develop new activity reports to message value on these products.
The nature of the company’s business is that it operates in an extremely competitive environment that necessitates fast delivery to market so as to prevent competitor companies from gaining dominant market share with similar competitive products. Therefore, the key success factors of the project were time to market and quality. Cost of delivery was not a major concern.
Scope
The scope of the project was to create a modular software package to handle wellness vendor data to ensure appropriate preventative care is being tracked for members, including the systems changes, the vendor wellness database tables, and wellness vendor reporting. The project was divided into modules consisting of: wellness DB tables, promote tables, and wellness vendor reporting. A project manager was appointed, but has since left due to personal reasons.
Time Scales
The launch date was set as December 1, 2015. The product had to be ready for launch on this date, as all the marketing material would reflect this date and the launch had to precede the launch of similar products from competitors. The project kickoff was May 5, 2015. The tasks that had been completed prior to May 5, 2015 were the business case compilation and approval and the project team establishment.
Technology
The systems development was to be done using the MS Visual Studio programming language and SQL environment, which was new to the development team. The developers were sent on MS Visual Studio programming training two weeks prior to the project start. The developers were used to working in a Java programming environment and had not worked with any MS-oriented languages before. The new wellness vendor reports will integrate into the existing system located behind the intranet. These new reports, unlike the existing reports, will utilize both SQL Server and Teradata. SQL Server will control the security access and parameter selection for the reports. The application will then send the selected parameters to Teradata in order to populate the body of the report.

This growth prompted the need for more qualified staff, additional offices and space, and newer communication technologies to facilitate services and improved management. The firm has acquired several buildings in various cities which are ready to be outfitted with network infrastructure, user workstations, peripherals and software applications. 1.2 Challenges
With just one present location in XYZ city growth in its industry is challenging, therefore the opening of several branch locations in various cities coupled with the data migration to a cloud service has become its number one project. The firm’s current infrastructure is limited, it does not currently have a full scale WAN and remote access (VPN), only a local LAN through the major local ISP is employed. All backups are stored onsite with tape copies sent to a cold off site location. Databases with all financial information are stored in the local server and there are no true access control restrictions. Additionally, there is only one system administrator performing all major database tasks and network functions.
Financial health is one of the most protected types of digital content. Finding ways to store, secure, and manage such data in this ever changing world of computing is a challenge. Operational feasibility is the measure of how well a proposed system solves the problems, and takes advantage of the opportunities identified during scope definition and how it satisfies the requirements identified in the requirements analysis phase of system development.
The operational feasibility assessment focuses on the degree to which the proposed development projects fits in with the existing business environment and objectives with regard to development schedule, delivery date, corporate culture and existing business processes.To ensure success, desired operational outcomes must be imparted during design and development. These include such design-dependent parameters as reliability, maintainability, supportability, usability, producibility, disposability, sustainability, affordability and others. These parameters are required to be considered at the early stages of design if desired operational behaviours are to be realised.

The selected project will involve the development of an information system for the general management of the Mundi Hospital. The main aim of the system will be to establish the desired efficiency, manage human resources, manage patient’s records with ease as well as automate finance department of the Hospital. By implementing the proposed project, the hospital will have aligned the operations of the hospital towards achieving the set goals and objectives.

Patients will also rely on the system to determine their wait time to see a doctor or time taken to receive any service needed within Mundi Hospital. Project Objectives

inconsistencies, as well as erroneous data. Database should have security features which
enable only appropriate personnel access to medical records and confidential files. End
product should comply with the federal Health Insurance Portability and Accountability Act
(HIPAA) on all levels. All patient interaction is streamlined into digital updates of the
medical records.

1. Staff -- This includes doctors, nurses and other administrative staff currently employed at Aggie Med.
Although they have little influence over the day-to-day operations of the project, they are being highly
affected by the success of the project. The staff will have to be trained with the new system at the end of the
project as well as participate in testing phase. Their feedback will be highly regarded to measure the success
of the project.
Low Power, Low Interest
1. Patients - The project is mainly focused on improving the internal efficiency in patient and
pharmaceutical operations and thus patients will have neither much influence nor much interest in this
project. Yet it is important to monitor them throughout the process and take feedback from patients during
testing phase.
2. Potential vendors of IT software and hardware - They will have very little interest in the outcome of
the project as they are in no way affected by the end result of the project. However, potential vendors will be
researched and communicated with often during the project to determine which vendor and products would
be best suited for the needs of the project. Negotiating with vendors will be crucial for obtaining the right
product and services needed.
